Exhibit J - Survey 26-B-39IF Summary
This survey document is part of the Invitation to Bid (ITB) No. 26-B-39IF issued by Volusia County, Florida, in partnership with the State of Florida Department of Environmental Protection, for the reconstruction of the Florida Shores Boulevard Vehicular Beach Access Ramp at 2631 S. Atlantic Avenue in Daytona Beach Shores. The project encompasses demolition of hurricane-damaged structures and construction of concrete sheet pile seawall panels with prestressed strands, concrete caps, reinforced concrete vehicular ramp, curbing, pedestrian sidewalk, site restoration, landscaping, pavement markings, and signage. The bid package includes 16 line items with unit and lump sum pricing covering mobilization/demobilization, seawall installation, concrete ramp work, sand fill, heavy-duty concrete, curbing, sidewalk installation, bonding costs, flood insurance, and site restoration. A non-mandatory pre-bid meeting is scheduled for March 16, 2026, at 10:30 a.m., with a question deadline of March 26, 2026, at 11:59 p.m. Sealed bids are due April 9, 2026, at 3:00 p.m., via the County's eProcurement Portal. Contractors must achieve substantial completion within 120 days and final completion within 150 days from Notice to Proceed, with liquidated damages of $1,000 per day assessed for delays. Award will be made to the lowest responsive and responsible bidder, with anticipated award in May 2026.
The total estimated project cost is $2,041,339, which includes a 20 percent contingency of $340,223. All contractors and subcontractors must maintain current Florida general contractor licensure and comply with federal contract provisions applicable to FEMA-funded projects, including Davis-Bacon Act prevailing wage requirements and Contract Work Hours and Safety Standards Act compliance. A 5 percent bid bond and Payment and Performance Bond equal to 100 percent of the contract price are required at award. Funding is derived from FEMA disaster recovery assistance related to Hurricane Ian damages. The County's Consumer's Certificate of Exemption from Florida sales and use tax on materials, equipment, and services provides approximately 6 percent savings on material costs through deductive change orders applied to the contract price. No existing incumbent contractors are identified for this new construction project. Payment terms are 20 to 25 business days from invoice receipt in accordance with Florida Statutes Section 218.735.
