About this file
This is an Insurance Requirements exhibit for a contract between Volusia County, the State of Florida Department of Environmental Protection (FDEP), and a contractor for the Florida Shores Boulevard Vehicular Beach Access Ramp project. The project involves reconstructing a beach access vehicular ramp destroyed during Hurricane Ian in 2022, including concrete sheet pile seawall panels, concrete cap, reinforced concrete vehicular ramp, curbing, pedestrian sidewalk, and site restoration. The contractor and all subcontractors and independent contractors must maintain comprehensive insurance coverage throughout the project term.
The contractor must obtain Workers Compensation coverage with a waiver of subrogation, Commercial General Liability with a $1,000,000 per occurrence limit and $2,000,000 general aggregate limit on an occurrence basis with the County and FDEP named as additional insureds, Auto Liability with a $1,000,000 combined single limit, Excess Liability coverage of $1,000,000 per occurrence and aggregate, Contractors Pollution Liability with $1,000,000 per incident and aggregate limits, and Builder's Risk or Installation Floater coverage with the County named as loss payee. All policies must be primary and non-contributory to any County or FDEP insurance, provide a 30-day written cancellation notice to the Certificate Holder at Volusia County Purchasing & Contracts Division, and prohibit self-insurance and policy retentions. Subcontractors and independent contractors must maintain identical policy limits, terms, and conditions as required of the general contractor.
