About this file
This is an Insurance Requirements Exhibit document for Volusia County, Florida, and the Florida Department of Environmental Protection (FDEP) related to the reconstruction of the Florida Shores Boulevard Vehicular Beach Access Ramp in Daytona Beach Shores. The project involves demolition of existing hurricane-damaged structures and reconstruction of a vehicular beach access ramp, including concrete sheet pile seawall panels, reinforced concrete ramp, curbing, pedestrian sidewalk, and site restoration. The non-mandatory pre-bid meeting is scheduled for March 16, 2026, at 10:30 a.m., with a question submission deadline of March 26, 2026, at 11:59 p.m., and sealed bids due April 9, 2026, at 3:00 p.m. The project requires substantial completion within 120 days and final completion within 150 days from Notice to Proceed, with award anticipated in May 2026 to the lowest responsive and responsible bidder.
The insurance requirements mandate comprehensive coverage including Workers' Compensation with waiver of subrogation, Commercial General Liability with $1,000,000 per occurrence and $2,000,000 general aggregate limits, Auto Liability with $1,000,000 combined single limit, Excess Liability of $1,000,000 per occurrence and aggregate, Contractors' Pollution Liability with $1,000,000 per incident and aggregate, and Builder's Risk or Installation Floater coverage. The County of Volusia and FDEP must be named as additional insureds on a primary and non-contributory basis with waivers of subrogation, and the contractor must provide 10-day notification of any policy cancellations, lapses, or changes. The total estimated project cost is $2,041,339, funded through FEMA, with a 20 percent contingency of $340,223, and contractors must comply with federal requirements including Davis-Bacon prevailing wage standards and obtain a 5 percent bid bond and Performance Bond equal to 100 percent of the contract price. The County Consumer's Certificate of Exemption provides approximately 6 percent savings on material costs through deductive change orders.
