About this file

This is a Bid Price Sheet (Exhibit G, Revision 1) for Volusia County, Florida's reconstruction of the Florida Shores Boulevard Vehicular Beach Access Ramp, a FEMA-funded project managed in partnership with the State of Florida Department of Environmental Protection. The project involves comprehensive reconstruction of a beach access ramp destroyed during Hurricane Ian in 2022, including demolition of existing structures, construction of a concrete sheet-pile seawall (280 linear feet), reinforced concrete vehicular ramp (338 square yards), gravity wall (56 linear feet), heavy-duty concrete (246 square yards), FDOT Type "D" curb (150 linear feet), pedestrian sidewalk (117 square yards), FDOT aluminum guardrail and gate (292 linear feet), landscaping, pavement markings, signage, as-built survey, and site restoration. The non-mandatory pre-bid meeting is scheduled for March 16, 2026, at 10:30 a.m., with the question submission deadline of March 26, 2026, at 11:59 p.m., and sealed bids due April 9, 2026, at 3:00 p.m. through the County's eProcurement Portal. Award is anticipated in May 2026, with substantial completion required within 120 days and final completion within 150 days from Notice to Proceed.

The estimated total project cost is $2,041,339, which includes a 20 percent contingency of $340,223 and incorporates itemized pricing for mobilization/demobilization ($130,000), sheet-pile seawall ($924,000), reinforced concrete ramp ($131,556), sand fill at $50 per ton, heavy-duty concrete at $250 per square yard, FDOT curb at $80 per linear foot, sidewalk at $217 per square yard, site restoration ($60,000), and flood insurance ($100,000). The project benefits from a County of Volusia Consumer's Certificate of Exemption providing approximately 6 percent savings on material costs through deductive change orders. Award will be made to the lowest responsive and responsible bidder, with payment terms of 20 to 25 business days from invoice receipt. A 5 percent bid bond and a Payment and Performance Bond equal to 100 percent of the contract price are required. Contractors must be Florida-licensed general contractors and comply with federal requirements including Davis-Bacon Act prevailing wage requirements, Equal Employment Opportunity provisions, and E-Verify enrollment. Liquidated damages are assessed at $1,000 per day for project delays and $27 per calendar day for Contract Work Hours and Safety Standards Act violations.
