About this opportunity
The Naval Facilities Engineering Command seeks to procure design-bid-build services for demolition of an existing U.S. Navy pier and construction of a new 1,000-foot by 80-foot Offshore Patrol Cutters (OPC) homeport pier at Naval Station Newport, Newport, Rhode Island, with proposals due August 26 and questions due by August 15. This is an unrestricted procurement with full and open competition; no set-aside applies.
Place of performance is Naval Station Newport, Newport, Rhode Island (690 Peary Street). The project encompasses demolition of the existing 1,570-foot by 100-foot condemned pier; construction of a new OPC Pier with 36-inch diameter concrete-filled steel pipe piles, precast concrete planks, and cast-in-place concrete decking; a 360-foot bulkhead; laydown area and parking; and utilities including stormwater management, fire/potable water, electrical, telecommunications, and compressed air systems. The contract is firm fixed price with a mandatory performance period of 918 calendar days from notice to proceed, with liquidated damages of twenty thousand dollars per calendar day of delay. Performance and payment bonds are required within 10 days of award.
The NAICS code is 237990 (Other Heavy and Civil Engineering Construction) with a size standard of forty-five million dollars. Evaluation weighs corporate experience (two to five prior reinforced concrete wharf/pier projects minimum fifty million dollars final cost, completed within ten years, 90–100 percent complete, demonstrating controlled demolition, steel pile-supported construction, and industrial-grade mechanical/electrical utility installation), management approach and schedule, safety performance (DART and TCR rates for five years), past performance via CPARS or questionnaire, and small business utilization at twenty percent minimum participation. A mandatory site visit occurred April 7, 2026.
Prevailing wage determination RI20260001 (effective May 18, 2026) applies statewide across Bristol, Kent, Newport, Providence, and Washington counties. Hazard Communication, Davis-Bacon, Buy American (construction materials), FAR 52.222-33/52.222-34 Project Labor Agreement, DFARS small business subcontracting plan and Chinese military company prohibitions, and clauses addressing force account work and variations in quantities apply. Amendments through 0009 (August 19, 2026) have updated drawings (including revised fender pile and foundation specifications), geotechnical reports, wage determinations, pre-proposal inquiry responses, and bid pricing forms. The Government intends to evaluate and award without discussions unless necessary, using a tradeoff process.
