About this file

This is Amendment 005 to a Design-Bid-Build solicitation (N4008526R0001) issued by the U.S. Navy for construction of the USCG Offshore Patrol Cutters (OPC) Homeport Pier at Naval Station Newport, Newport, Rhode Island. The amendment extends the proposal due date from June 15, 2026 to June 22, 2026 at 2:00 PM EDT and updates key contract documents including evaluation factors, drawings, specifications, and pricing forms. The contract completion schedule has been extended to 1,283 calendar days inclusive of all options and 15 days for bond approval, with an estimated award date of September 23, 2026. Critical updates include revised pile wall thickness specifications (changed to 7/8 inches), updated mechanical and electrical drawings, modified fender pile tip elevations, and clarifications on compressed air system scope allocation between base bid and bid options.

The amendment provides pre-proposal inquiry responses addressing schedule feasibility, marine mammal monitoring requirements, material specifications, and construction logistics. Key technical changes include revisions to bulkhead design details, precast concrete plank reinforcement specifications, utility trench requirements, and electrical/mechanical systems integration. The updated Attachment H price proposal form (REV 3) reflects revised quantities for dredging, mercury light ballast removal, lead removal units of measure, and asbestos-containing material disposal. Contractors are directed to contact NAVFACSYSCOM Mid-Atlantic (Kristy Gerrek) for all solicitation correspondence, and the Government has incorporated known permit requirements while noting that earlier work start dates are permissible with 90+ days advance notice and marine mammal monitoring plan approval.

10. Pre-proposal Inquiry Responses (Enclosed)

PPI # Page Section Paragraph Question Response

General General General

The project's scope of work includes utility crossings under existing railroad tracks. What is the name of the railroad company operating this track?

How many trains per day can we expect?

Are there any

Railroad Protective

Insurance requirements?

Please see continuation sheet provided with

Amendment 0003.

The Contractor will obtain a Physical

Alteration Permit from

RIDOT prior to performing any work within the RIDOT right-of-way or affecting

RIDOT infrastructure.

Work impacting railroad facilities will be coordinated in advance with both the Old Colony

& Newport Railway and the Newport Dinner

Train, with Dan Carlin serving as the primary point of contact for railroad operations.

Daily train activity is limited. For bidding purposes assume railroad protective insurance is required.

(HWR) elevation.

Based on the estimated pile tip and HWR elevation, composite fender piles are required to be driven to design tip elevation which is approximately up to 30.83 feet into the highly weather rock

(HWR). Polymeric composite pile manufacturer brochure indicates a lightweight hammer

Driving of the 16-inch polymeric fender piles into the dense weathered rock and dense glacial till may be difficult without damage to the pile. The

Contractor should be ready to pre-drill and grout these piles if needed so as to not damage the piles. The fender pile tip elevations have been revised to reflect the updated design loads.

with a rated energy of between 8,000 and 15,000 ft-lbs. be used to drive the composite pile. Our consultant Engineer does not believe a

15,000 ft-lbs. can drive the composite fender piles 30ft into the highly weathered rock. Please advise.

Since the U.S. Army

Corps of Engineers permit will not be issued until the start of construction, please confirm that if the permit includes requirements or conditions beyond those identified in the current bid documents, the

Contractor will be entitled to compensation for any resulting additional costs and time impacts.

The drawings and specs have incorporated known permit requirements.

Section 352023

Dredging, Part 1, paragraph 1.1 indicates;" This

Section covers... and placement of the dredge material within the prescribed material placement areas." Where are the prescribed material placement areas? How far are the placement areas from the dredging area?

The dredge material placement areas can be the same as the soil stockpile areas identified in the bid documents.

5 35 59 13.14.20 2.3

A safety factor of

2.0 is specified for flexure under normal berthing loads. What safety factor is required for abnormal berthing loads?

For abnormal/accidental berthing a 0.5 berthing factor should be applied to operation berthing energy. This will affect the total energy imposed on the fender system. The factor of safety will remain the same, as this is the loading used for the

"operational" loads on the system.

5 35 59 13.14.20 2.4.1

The spec section is titled “Allowable

Moment Capacity” but the text calls for testing of the

“ultimate bending moment”. Is the intent to specify the ultimate or allowable (ultimate divided by factor of safety) moment?

The allowable moment capacity should be specified along with ultimate capacity with factor of safety used to determine the allowable moment capacity.

Please clarify if minimum properties refer to the average strength or the characteristic strength according to

ASTM D7290? Characteristic strength.

Please confirm the number of piles that are counted in absorbing the berthing energy. This specification calls for 4 piles while other recent projects like the Pier 32 replacement at NSB

New London have allowed the exact same berthing energy to be distributed to 8 of the 16” OD polymeric fender piles.

The berthing energy can be distributed to 8 fender piles as noted. The fender pile spacing at berthing location was tightened to allow for more piles to be utilized. The specification has been revised from 4 to 8.
