About this opportunity

The Department of the Navy Naval Facilities Engineering Command seeks design-bid-build construction of the P084 Next Generation Torpedo Integration Lab at Naval Station Newport, Newport, Rhode Island, with proposals due November 10, 2026, following extension by Amendment 0005.

The procurement is on an unrestricted basis with full and open competition. Place of performance is Newport, RI. The base project comprises a 12,920 square-foot multi-story steel frame laboratory and office facility with shallow foundation, metal standing seam roof, masonry and metal panel exterior walls, underground stormwater retention system, mechanical and electrical utilities, telecommunications, landscaping, drainage, parking, and exterior lighting. An option (P1016 Consolidated RDT&E Systems Facility) adds a 17,978 square-foot multi-story laboratory facility. Additional options include audio-visual design services, AV equipment procurement (government estimate $125,000 for P084; $338,554 for P1016), furniture/fixtures/equipment procurement (government estimates $539,503 and $855,715 respectively), building demolition, and paved parking with low-impact development stormwater systems. Unit-price items address soil removal and replacement, contaminated soil disposal, dewatering effluent management, and buried concrete/debris demolition.

The facility must support depot-level testing of critical torpedo systems within a classified compartmentalized work environment and comply with DoD antiterrorism standards and UFC Security Engineering Planning requirements. General construction and finish work in controlled areas must be performed by U.S. firms and U.S. citizens. Contractors must comply with CMMC Level 1 (self-assessment) in accordance with DFARS 252.204-7025 and 252.204-7021. Construction Security Plans with designated Construction Surveillance Technicians and single-point jobsite access controls are mandatory.

The contract is firm fixed-price with a performance period of 901 calendar days from award. A mandatory site visit is scheduled for September 2, 2026, at 10:00 AM EST at NUWC Division Newport Visitor Control Office, Building 80, 80 Fleet Access Road; prospective offerors must submit a Visitor Authorization Request by August 28, 2026. Amendment 0003 eliminated Project Labor Agreement requirements. Amendment 0001 mandated a mandatory site visit with VAR submission. Contractors must submit a bank reference demonstrating adequate financial resources, three complete audited fiscal year financial statements, description of facilities and equipment, and a list of other work presently under contract.
