About this file
This is Amendment 0007 to Solicitation N4008526R0001 for a Design-Bid-Build project to demolish an existing condemned US Navy pier (1,570 feet long x 100 feet wide) and construct a new pier (1,000 feet long x 80 feet wide) for four Offshore Patrol Cutters (OPCs) at Naval Station Newport, Newport, Rhode Island. The project also includes construction of a new bulkhead (360 feet long), laydown area, parking, stormwater management, fire/potable water, electrical, telecommunications, and compressed air utilities.
The amendment revises the proposal due date from 22 June 2026 to 21 August 2026 at 2:00 PM ET for those invited to participate in discussions and initiates discussion questions for offerors in the competitive range. Updated evaluation factors for corporate experience require submission of two to five relevant construction projects demonstrating experience with reinforced concrete wharf/pier construction ($50 million+ final cost) and collectively demonstrating controlled demolition of reinforced concrete structures, steel pile supported pier/wharf construction, and installation of industrial grade mechanical and electrical utility services. Projects must be 90-100% complete and completed within ten years prior to solicitation issuance. The amendment updates the Contract Line Item Number (CLIN) schedule, adds new option line items for compressed air systems and concrete pavement alternatives, provides continuation sheets for drawings and specifications, updates the wage determination (RI20260001 07/30/2026), includes revised drawings clarifying base bid and option work scope, updates environmental requirements and specifications, and adds applicable DFARS clauses including small business subcontracting plan requirements and Chinese military company prohibitions. The solicitation is unrestricted with full and open competition and requires submission of a signed Project Labor Agreement complying with FAR 52.222-33 and 52.222-34, with non-compliance resulting in proposal rejection.

3. Provide updated Evaluation Factors for Award; Factor 1 – Corporate Experience; (i) Solicitation
Submittal Requirements (Enclosed) (updates notated in red)
Factor 1 – Corporate Experience
(i) Solicitation Submittal Requirements:
Offerors shall submit a minimum of two (2) up to a maximum of five (5) relevant construction projects that best demonstrate their experience on relevant projects similar in size, scope, and complexity to this RFP.
Only the experience of the Offeror, performed as a prime contractor shall be considered. Experience of proposed subcontractors will not be considered.
For purposes of this evaluation, a relevant project is further defined as:
Size: A final construction cost of $50,000,000 or greater.
Scope: Construction of reinforced concrete wharfs or pier structures.
Complexity: Relevant wharf or pier projects submitted shall, collectively, demonstrate experience with all of the following elements listed below:
• Controlled demolition of reinforced concrete structures;
• Steel pile supported pier/wharf construction;
• Installation of industrial grade mechanical and electrical utility services and controls
Note 1: The Offeror’s proposal shall, cumulatively, demonstrate experience with all of the elements listed under “Complexity”. All elements do not have to be included under one project, experience may be demonstrated collectively through all projects submitted meeting size and scope.
For all submitted projects, ensure that the project description clearly provides the final construction cost and addresses how the project meets the scope/complexity requirements. The absence of any such information may result in the project being considered Not Relevant, which could result in a rating of UNACCEPTABLE for this Factor, if the minimum requirements are not met.
Projects submitted for the offeror shall have been completed within the ten (10) years prior to the date of issuance of this RFP. Projects that are not 90% complete as of the date of issuance of this RFP will be considered “Not Relevant.” Additionally, projects completed more than ten (10) years prior to the date of issuance of this RFP will be considered “Not Relevant.”
If a submitted project is not 100% complete, but is at least 90% complete, include the percentage complete as of the date of issuance of this RFP on the Construction Experience Project Data Sheet
(Attachment C).
If a submitted project is not 100% complete, but is at least 90% complete, include the award cost and the current construction cost of that project as of the date of issuance of this RFP on the Construction
Experience Project Data Sheet (Attachment C).
A project is defined as a construction project performed under a single task order or contract. For multiple award and indefinite delivery/indefinite quantity type contracts, the contract as a whole shall not be submitted as a project; rather, offerors shall submit the work performed under a task order as a project. The submission of a multiple award and/or indefinite delivery/indefinite quantity type contract as a whole will be considered Not Relevant.
The attached Construction Experience Project Data Sheet (Attachment C) is MANDATORY and
SHALL be used to submit project information. Except as specifically requested, the Government will not consider information submitted in addition to this form nor will the Government consider submissions via any other medium. Individual blocks on this form may be expanded; however, total length for each project data sheet shall not exceed two (2) pages. Information beyond this page limit will not be considered.
If the Offeror is a Joint Venture (JV), relevant project experience should be submitted for projects completed by the Joint Venture entity. If the Joint Venture does not have shared experience, projects may be submitted for the Joint Venture members. Offerors are still limited to a total of five (5) projects combined. Offerors may submit experience where a member of the offering JV performed as a JV with another entity, but must clearly demonstrate how its work on that project met size, scope, and complexity as defined above.
Likewise, Offerors that are not submitting as a JV may submit a project where it performed as a JV with another entity, but must clearly demonstrate how its work on that project met size, scope, and complexity as defined above. Offerors are still limited to a total of five (5) projects combined.
For a JV, the offeror shall submit the signed JV agreement. For an 8(a) Mentor-Protégé Joint Venture, the offeror shall submit the signed U.S. Small Business Administration (SBA) Mentor-Protégé approval letter and signed JV agreement.
If an Offeror is utilizing experience information of affiliates/subsidiaries/parent/LLC/LTD member companies (name is not exactly as stated on the SF1442), the proposal shall clearly demonstrate that the affiliate/subsidiary/parent firm will have meaningful involvement and clearly describe the role that firm will have in the performance of the contract. If meaningful involvement is not demonstrated, experience of the affiliate/subsidiary/parent firm will not be considered.
