About this opportunity

The Department of the Navy Naval Facilities Engineering Command (NAVFAC Mid-Atlantic) published this Special Notice to announce an Industry Day event for the U.S. Coast Guard Offshore Patrol Cutters (OPC) Homeport Pier project at Naval Station Newport, Rhode Island. The event is scheduled for Thursday, December 4, 2025, at the Crowne Plaza Providence-Warwick in Warwick, Rhode Island, with check-in beginning at 8:30 AM. This Special Notice provides industry participants with information about an upcoming federal construction project and creates an opportunity for contractors to engage directly with government representatives and learn project details before the formal solicitation process begins. The notice is categorized under Heavy and Civil Engineering Construction (NAICS 237990) and Construction of Highways, Roads, Streets, Bridges, and Railways (PSC Y1LB), reflecting the nature of the pier construction work involved.

The primary objective of the Industry Day is to present a comprehensive overview of the OPC Homeport Pier project, answer contractor questions, and gather industry feedback regarding the anticipated federal solicitation. The project entails demolishing an existing Navy pier and constructing a new 1,000-foot-long by 80-foot-wide pier to accommodate four Offshore Patrol Cutters, along with associated infrastructure, utilities, and environmental permits, with an estimated cost range of $100 million to $250 million. Interested contractors must submit a completed registration form (Attachment 1) to kristy.l.gerrek.civ@us.navy.mil by December 1, 2025, at 2:00 PM, though pre-registration is not mandatory. While the Special Notice does not establish specific eligibility restrictions, both prime contractors and subcontractors are invited to participate in the Industry Day. The formal Request for Proposal (RFP) is expected to be issued in February 2026 with proposals due in April 2026, and the construction contract award is targeted for September 2026, with project completion anticipated in October 2029.
