Amendment 0008 to Solicitation N4008526R0001 - USCG OPC Homeport Pier

This is Amendment 0008 to a Design-Bid-Build solicitation for the U.S. Coast Guard (USCG) Offshore Patrol Cutters (OPC) Homeport Pier at Naval Station Newport, Newport, Rhode Island. The amendment extends the proposal due date from 21 August 2026 to 26 August 2026 NLT 2:00 P.M. EDT for those invited to participate in discussions. The Navy's NAVFACSYSCOM Mid-Atlantic in Norfolk, Virginia issued the amendment with an effective date of 13 August 2026, with project number 1826479. All correspondence regarding this solicitation must be directed via email to Kristy Gerrek at kristy.l.gerrek.civ@us.navy.mil.

The amendment incorporates updated contract drawings reflecting changes to fender pile specifications and foundation notes, a revised Attachment H Price Proposal Form (Revision 6), updated drawings for Amendment 0008, and responses to 16 pre-proposal inquiries (PPIs). Key technical changes include modifications to fender pile specifications from polymeric to 16" x 0.5" thick steel pipe piles for the base bid and Option 1, and adjustments to foundation notes regarding bent configurations and pile tip elevations. The amendment addresses clarifications on compression air piping scope, pile depth criteria, pre-drilling requirements for polymeric piles, and pricing line item descriptions. No additional pre-proposal inquiries will be accepted after 17 August 2026. The solicitation includes a base scope and multiple options with associated unit price and lump sum line items, with the Navy intending to award options within 90 days of base bid award.

PPI # Page Section Paragraph Question Response

Should the Contractor anticipate that the option 1 work will be performed during the same time frame as the base bid work? If not, should we include additional cost for re-mobilization to perform the option 1 work?

Yes. The Government intends to award option at time of base bid award or

NLT within 90 days of base bid award.

Should the Contractor anticipate to purchase the 16" and the 36" diameter steel pipe piles for base bid work and option 1 work at the same time?

The contractor should assume the option is awarded within 90 days of base bid award.

We did not see an option for precast pile caps in the latest amendment.

Are you open to this concept?

Precast pile caps were not considered due to the risk imposed on the construction of the foundation.

Regarding the CPM schedule, Is the

Contractor making logic ties between base bid and option 1 as if it would be continuous work? Or should the Contractor have two complete separate schedules?

Should you decide that there will be two separate schedules, how will the amount of days to complete the

The assumption is that the work will be contiguous assuming that the Option is awarded within 90 days of base bid award. If the option is not awarded within 90 days of base bid award, the contractor will reserve the right to project be apportioned between option 1 and base bid?

renegotiate price and schedule.

Drawing S-

201/202/203/204/205/206 label the fender piles as 16" polymeric fender piles. Drawing S-519 shows fender pile is 16" x 1/2" steel pipe pile. It is our understanding that the fender piles have changed to 16" steel pipe piles. Please advise.

For the Base Bid and

Option 1, the fender piles will be 16" x 1/2" steel pipe piles. If Line Item

0003 (Option 2) is awarded, the fender piles would be 16" polymeric fender piles.

Drawing S-002 note 8 of

Foundation Notes - Steel Pipe Piles states minimum pile tip elevation for lateral fixity for 36" pipe piles:

from bent 26-43 at elevation minus

(-)80. The drawing S-601 calls the minimum tip elevation of 36" pipe piles from bent 26 to 43 much deeper than elevation minus (-) 80.

Please advise which one is correct.

The minimum pile tip elevation in Note 8 is for lateral fixity. The intent of the minimum tip elevation for lateral fixity is to establish the minimum embedment required for the piles to meet the lateral loading requirements. The tip elevations shown in the schedule tables also account for axial capacity.

If the piles reach their required ultimate axial capacity above the tip elevation shown in the schedule based on the driving criteria, they may be terminated at that elevation; however, they cannot be terminated above the minimum tip elevation required for lateral fixity.

Note 4.1 of Foundation notes-fender piles on drawing S-003 states bent 6-22 pile tip elevations are per pile schedule (S-602) and 4.2 states bent 6-43: EL -61. Did you mean bent 6-22 pile tip elevations per pile schedule on drawing S-602 and bent

23-43 pile tip elevations equal to elevation minus - 61?

Please see Amendment

0008 and updated drawing S-003.

Item 0001

The previous version of the

Attachment H Price Proposal Form included item 0001A, "Price for the construction of the new OPC Pier, and all associated site work and utilities as indicated on the drawings and in the specifications excluding work provided in another priced line item."

The line item was intended to include all work associated with the pier construction that was not otherwise included in a Unit Price pay item (such as CIP concrete work, precast, pier utilities, all landside site work and utilities, division 1 requirements, etc.).

In the Updated Amendment 7 version of Attachment H, Line

0001A was redefined for

Demolition of the Pier (previously under Line 0001N), and the original item description above is not shown in any other line #. Can you please provide another item # to price the scope that was previously in item

0001A, or indicate where the remainder of work is to be priced?

Item 0004

We noted that the foundations for the Compressed Air structure were moved out of the Base Scope and into Option Item No. 3. It is unclear if the compressed air piping on the

Pier is still in the Base Scope.

Should the piping on the Pier be included in Base Scope or Option

No. 3?

Please see the limits of

Option 3 compressed air piping on M107.

Compressed air piping on the pier is included in the base bid and Option 1.

Amendment

7, Sheet S-

Drawings

The elevation of weathered rock and pile tip elevations changed on sheet S-601; the pile capacities and minimum tip for lateral fixity were also changed on sheet S-002. Please confirm which criteria governs the final pile depth: the tip elevations provided in the pile tables, the pile axial capacity per notes 6&7 on

Sheet S-002, or the minimum tip elevation for lateral fixity as defined in Note 8.2 on Sheet S-002?

Please note that some of the tip elevations as defined on pile tables on sheet S-601 are still significantly into the weathered rock and still may require the need to drill and drive piles. Also please confirm that the tip elevation for axial capacity will be determined by the pile test program.

Also note that Figure 1 labeled

"Estimated Minimum Pile Tip

Elevation for Axial Capacity and

Lateral Fixity" in the Geotechnical

Report does not align with Sheets

S-002 and S-601.

Notes 6 and 7 on Sheet S-

002 are for the axial capacities confirmed by

PDA testing. Note 8 is for the minimum pile tip elevation required for lateral fixity and establishes the minimum embedment required for the piles to meet the lateral loading requirements. The tip elevations shown in the schedule table account for both axial capacity and lateral fixity. If the piles reach their required ultimate axial capacity above the tip elevation shown in the schedule based on the driving criteria, they may be terminated at that elevation; however, they cannot be terminated above the minimum tip elevation required for lateral fixity. The tip elevations are based on the updated analysis, and the geotechnical report, including the figure, has been updated accordingly.

Item 0003

PPI #203 response states that the contractor should be ready to pre-drill and grout the polymeric fender piles. For Option #2 (Item 0003:

Additional costs to provide polymeric fender piles with H-pile extension for the pier in lieu of steel pipe piles), should the contractor still assume that pre-drilling will be required with this option?

Pre-drilling is only expected to be required for the polymeric fender piles.

Please confirm that all pier demolition work is part of the Base

Scope and included in Item 0001A.

Confirmed.

Due to the magnitude of changes in the bid documents, including the modification of the CLIN schedule to reduce the BASE SCOPE from the landside connection to the expansion joint between Bents 30 and 31 and the revision of CLIN-

0002 to include extending Pier 1 from the expansion joint between

Bents 30 and 31 to the end of the

Pier, we respectfully request a two week time extension for the bid, to

September 4, 2026.

Due to end of year time constraints, a two week extension is unable to be granted. However, the due date for revised proposals is extended from 21 August 2026 TO

26 August 2026.
