Bid document calls for 16" polymeric fender piles. Amendment 002 provided the estimated tip pile elevation and estimated highly weathered rock (HWR) elevation.
Based on the estimated pile tip and HWR elevation, composite fender
Please see continuation sheet provided with Amendment 0005.
Driving of the 16-inch polymeric fender piles into the dense weathered rock piles are required to be driven to design tip elevation which is approximately up to 30.83 feet into the highly weather rock (HWR).
Polymeric composite pile manufacturer brochure indicates a lightweight hammer with a rated energy of between 8,000 and 15,000 ft-lbs. be used to drive the composite pile. Our consultant Engineer does not believe a 15,000 ft-lbs. can drive the composite fender piles 30ft into the highly weathered rock. Please advise.
and dense glacial till may be difficult without damage to the pile. The Contractor should be ready to pre-drill and grout these piles if needed as to not damage the piles. The fender pile tip elevations have been revised to reflect the updated design loads.
Please see Updated Attachment H - UCCG OPC Pier Price Proposal Form REV 4. The government has modified the existing IHA #2 to incorporate drilling as needed.

As per specification section 26 42
13.00 section 3 testing shall be performed on the sacrificial anode cathodic protection systems. The following evaluations are to be performed:
1) Base potential tests, specification section 3.2.1.2.a and report.
2) Protected potential test, specification section 3.2.1.2 b and final report.

Future annual system evaluation is recommended.
The pipe piles, each with two aluminum anodes attached are to be installed with a nonmetallic sleeve from inside the concrete pile cap to below mean low water, preventing electrical access to complete the required measurements from a work skiff. Access would only be available with divers.
Details A1 and A2 on E-513 indicate that the pier grounding system is to be electrically bonded
Proposed solution is acceptable.
to the pipe piles at locations indicated by note 3 on E-114, at a total of 44 locations. This will electrically bond these 44 piles together to create one structure with 88 anodes.
As per the details, ground wire connections are made to grounding bus work to support grounding equipment, cabinets and light towers on the pier.
As there are no test stations indicted in the design package, utilizing these ground buss locations for electrical contact could be utilized for cathodic protection system testing and evaluation for these 44 pile locations. Connection to the ground bus and placing a portable silver chloride reference cell in the water at the mud, mid and water surface facilitates potential measurements as required. This represents 17% of the piles being evaluated, 44 of the 258 piles. To support 25% of the piles being tested the following detail could be installed at an additional 20 piles should be provided with the following detail:
This installation would allow evaluation of these 20 piles as individual piles not electrically connected to other piles or the grounding system. A survey of 25% of the piles is considered representative of the 258 pipes each with 2 aluminum anodes.
**PLEASE REFERENCE
ENCLOSURE 1 BELOW**
Per the response to PPI 222, the sediment removed from within the foundation piles is considered dredge. Is this material subject to dredging permit and TOY restrictions indicated on sheet CN301 note 5 ?
This material is subject to the RFP and dredging permit, but handling of this material is not subject to the TOY restrictions. The existing piles themselves are not known to be hazardous.
Drawing S-124 calls out A4 on Drawing S-523 through a bollard.
Section A4 on Drawing S-523 shows a curved outside curb detail with a line guard embed. However, Detail C1 on Drawing S-507 shows the bollard foundation with a 90-degree corner on both sides. Please confirm the curved curb detail with the line guard applies only to the outsides at the bollard locations. If so, please provide a detail for the transition from the 90-degree typical curb to the radius curb at the bollard locations.
The curved curb with the line guard occurs at all bollard locations. 90 degree curves are located for the remainder of the curbs. The detail for the transition from the curve to the 90 degree section is a concrete chamfer.
Section A4 on Drawing S-523 shows a curved outside curb detail with a line guard embed at the bollard locations – this is the only curb detail provided. All cross sections shown on Drawings S-307 through S-311 show a 90-degree corner on the outside of the curb.
Please confirm the curb is intended to have a 90-degree corner at all non-bollard locations.
See response to PPI 263.
90 degree curves are intended at all non-bollard locations.
