About this file

This is a Bid Price Schedule form for the USCG Offshore Patrol Cutter (OPC) Homeport Initiative Pier construction project at Naval Station Newport in Newport, Rhode Island (eProject No. 1826479). The form serves as the pricing template for contractors bidding on the design-bid-build project and requires line item pricing for all work associated with demolition of existing Pier 1 and construction of the new OPC Pier 1.

The base price (Line Item 0001) encompasses the complete scope including demolition and removal of all existing pier structures, foundations, and appurtenances; dredging and dredged material disposal; construction of fendering and mooring systems, Bulkhead S45S, pier utilities to the expansion joint between Bents 30 and 31, civil site work, grading, drainage, and site utility systems. Additionally, the form breaks out separate unit pricing for environmental remediation work, specifically the removal and disposal of hazardous materials including asbestos-containing materials (glazing compound and tar roofing), PCB-containing caulking, PCB-impacted concrete and CMU, PCB transformers, mercury-containing light ballasts and thermostats, and lead from anchor bolts in cleats and bollards. Quantities are specified for each line item, ranging from 2 each for thermostats to 4,000 linear feet for tar roofing removal, with pricing to be provided on a per-unit basis (LS, LF, CF, or EA) as applicable. The schedule appears incomplete as dredging unit pricing (Line Item 0001J) is cut off in the provided document.

TOTAL

Line Items 0001 – 0005

GENERAL BID NOTES

a. Award will be evaluated on the total proposed price for Line Items 0001 – 0005, Base Price and the sum of all Option Item prices. The subtotal of Line Item 0001A-0001Z is included in Line Item 0001.

b. The Government reserves the unilateral right to award Line Item 0002 to the Contractor at the proposed price within 90 calendar days after the contract award and in accordance with all bid notes. The Government reserves the unilateral right to award any and all of Line Items 0003, 0004 and 0005 to the Contractor at the proposed price within 365 calendar days after the contract award and in accordance with all bid notes. A firm fixed proposed price is required for Line Items 0001-0005. No provision is made for economic price adjustment. The CCD does not change if any or all of Line Items 0002, 0003, 0004, or 0005 are exercised.

c. Quantities on the bid schedule that are followed by an asterisk (*) are estimated quantities. Contractor shall only be paid for quantities/units of work actually performed. If the estimated quantity used in the bid schedule is not reached, a deductive modification shall be taken at the end of contract for quantities/units not performed. If the estimated quantity is exceeded, an equitable adjustment shall be made to the contract price for work performed over the estimated quantity. If the quantity of a unit-priced item in this contract is an estimated quantity and the actual quantity of the unit-priced item varies more than 15 percent above or below the estimated quantity, an equitable adjustment in the contract price shall be made upon demand of either party. The equitable adjustment shall be based upon any increase or decrease in costs due solely to the variation above 15 percent or below 85 percent of the estimated quantity. If the quantity variation is such as to cause an increase in the time necessary for completion, the Contractor may request, in writing, an extension of time, to be received by the Contracting Officer within 10 days from the beginning of the delay, or within such further period as may be granted by the Contracting Officer before the date of final settlement of the contract. Upon the receipt of a written request for an extension, the Contracting Officer shall ascertain the facts and make an adjustment for extending the completion date as, in the judgement of the Contracting Officer, is justified.

d. Pile quantities on the bid schedule that are followed by an asterisk (*) are estimated quantities. Requirements mentioned in Item C of the General Bid Notes shall not apply to payment for piling. Each pile and test pile acceptably provided will be paid for at the bid unit price for units actually installed. The unit price shall include items incidental to furnishing and driving the piles including mobilization and demobilization, predrilling, probing, redriving uplifted piles, and cutting off piles at the cutoff elevation. Payment shall be made for production and test piles at the bid unit price for the length of pile, from tip to final cutoff, actually provided, including buildups and splices directed by the Contracting Officer to be made. Should the actual cumulative pile length driven (tip to cutoff) vary more than 25 percent from the total estimated pile length specified as a basis for bidding, the price shall be adjusted based upon any increase or decrease in costs due solely to the variation.

e. Evaluations of Options (JUL 1990). Except when it is determined in accordance with FAR 17.202 (b) (DEVIATION 2026-O0027) not to be in the Government's best interest, the Government will evaluate offers for award purposes by adding the price for Line Items 0002 through 0005 to the total price for the Base Bid, (Line Item 0001). Evaluation of options will not obligate the Government to exercise the Option(s). (FAR 52.217-5 DEVIATION 2026-O0038).

f. The Government may reject an offer as non-responsive if it is materially unbalanced as to prices for the basic requirement and the option quantities. An offer is unbalanced when it is based on prices significantly less than cost for some work and prices which are significantly overstated for other work.

g. Failure to enter a price for any Line Item will result in a proposal being rejected.

h. For bid items where unit prices are indicated as required, bidders shall enter unit prices and extended totals in spaces provided. If there is a difference between a unit price and the extended total, the unit price will be held to be the intended bid and the total recomputed accordingly. If an Offeror provides a total but fails to enter a unit price, the total divided by the specified quantity will be held to be the intended unit price.

i. If any or all of Line Item 0002, 0003, 0004, and 0005 are exercised, additional bonding and consent of surety is required. Consequently, the Performance Bond must reflect 100 percent of the aggregate amount of all items.
