Document Summary
This is a Task Assignment Change Order (TACO) No. 1 executed between the State of Florida Department of Environmental Protection (FDEP) and Aptim Environmental & Infrastructure, LLC for environmental assessment services at the Forest Cleaners (Former) site in Silver Springs, Marion County, Florida. The original Task Assignment (TA) DC019B was issued under Contract HW689 with a total value of $119,629.80. The change order was executed on March 5, 2024, with authorization from FDEP Project Manager Patrick McGrane (850-245-8899) and Aptim Project Manager Eric Kramer (407-287-3216).
TACO No. 1 authorizes a price increase of $4,281.53, adjusting the total task value from $119,629.80 to $123,911.35. The change reconciles three previously approved Work Change Directives (WCDs): WCD #1 ($1,529.70) adds hotel and per diem costs for field crews conducting MAGS testing; WCD #2 ($4,487.84) accounts for additional soil sampling and laboratory analysis due to deeper-than-anticipated groundwater at 16 feet below land surface; and WCD #3 is resolved at $0.00 as only one deeper well was installed per FDEP request rather than multiple wells. The task completion date remains May 31, 2024, with deliverables including analytical results (due January 31, 2024) and a Site Assessment Report (due March 29, 2024). Total contract value breakdown includes $103,742.27 for analytical results approval and $20,169.08 for the site assessment report and project management approval.

TO: Negotiation File Forest Cleaners (Former) Silver Springs, Marion County
ERIC_4907
FROM: Patrick McGrane, Project Manager
SUBJECT: Negotiation Summary Task Assignment Change Order DC019B-1 (HW689)
DATE: Jan 31, 2024
This Change Order authorizes a total cost increase due to an addition of hotel and per diem costs (WCD
#1), additional soil sampling (WCD #2), and changes in the final subcontractor costs. Further information is found in the January 24, 2024, Scope of Work and change order email with Eric Kramer of APTIM.
The previous cost total was $119,629.80. Total costs were increased by $4,281.53 resulting in a new final cost total of $123,911.35. There is a $0.02 rounding error associated with the final Cost
Estimate form. APTIM may invoice according to the included schedule.
Specific negotiated subtasks are as follows:
Subtask 1:
Project Management is automatically calculated as a percentage of total labor in accordance with
Contract HW689.
Subtask 2:
Hotel and per diem costs were added for APTIM labor completing MAGS testing. This Change Order rectifies WCD #1.
Subtask 3:
Depth to groundwater at Forest Cleaners was five feet deeper than originally estimated. Due to this, an additional sample was required at each boring location. WCD #2 was needed to account for additional samples, labor hours, and laboratory costs. This Change Order rectifies WCD #2, with a price increase of
$4,315.29 for Subtask 3.
Subtask 4:
Project price was reduced to reflect final drilling and IDW management costs. WCD #3, which accounted for additional drilling considering deeper groundwater, was not needed. Upon an FDEP request, only one deeper well was installed, effectively nullifying the $2,300.00 price increase WCD #3 warranted.

ATI will review information provided regarding underground utilities to confirm clearance at boring locations. As another safety precaution, ATI will perform hand clear to approximately 5 feet below ground surface to check for utilities prior to drilling. Proposed Scope of Work Forest Cleaners (Former) 15912 East Highway 41, Silver Springs, Marion County, FL 34488 Site Assessment and Reporting Task Assignment DC019B TACO #1 ERIC_4907 (Former Facility No. 429500885) Aptim Environmental & Infrastructure, LLC January 24, 2024
The following is the proposed scope of work for DC019B Task Assignment Change Order (TACO) #1 for the former Forest Cleaners site located in Silver Springs, Marion County, Florida. The proposed scope of work under Task Assignment DC019B is to resolve Work Change Directives (WCD) numbers #1, #2 and #3 previously approved for the site, and to reconcile the Task Assignment (TA) for invoicing.
Subtask 1-Project Management This task includes project management activities associated with the completion of the remaining Subtasks, as calculated in accordance with Contract HW689.
Subtask 2-Preliminary Site Activities and MAGS Testing:
WCD #1 was approved to incorporate hotel and per diem costs for the field crew performing the MAGS testing and soil sample collection activities. WCD #1 was approved for a total of $1,950.00 and is being resolved in Subtask 2 for a total of $1,529.70. A copy of executed WCD #1 is attached.
Subtask 3-Soil and Groundwater Field Activities:
WCD #2 was approved due to the depth to groundwater encountered during the initial field activities, which was around 16 ft bls. Since the Work Plan had proposed the collection of soil samples to a depth of 10 ft bls, an additional sample was required at each boring location from a depth of 15 ft bls. WCD #2 included the costs for the additional soil laboratory analyses and associated encore samplers. The WCD also included labor to allow the additional depths to be reached. WCD #2 was approved for a total of $4,500.00 and is being resolved in Subtask 3 for a total of $4,487.84, including allowable markups and completion fees. A copy of executed WCD #2 is attached.
Subtask 4-Final Well Installations:
WCD #3 was approved to allow for the installation of deeper monitoring wells due to the depth of groundwater at the site. The additional funding was requested by the drilling subcontractor (Ambient Technologies, Inc. Drilling) due to additional costs that would be required for well materials and labor for the installation of deeper wells. However, based on the preliminary findings, the FDEP requested the installation of only one well, which limited the costs associated with the final well installation scope.
Therefore, the approved funding in WCD #3, a total of $2,300.00 is not required and the WCD can be resolved for $0.00. WCD #3 should be cancelled and removed from future consideration. A copy of WCD #3 is attached.
Subtask 4 also adjusts the costs associated with the drilling to the actual costs. Also, the analytical samples for the wells not installed are being returned to the Subtask. Additionally, only 4 drums of IDW were generated during the field assessment, therefore, transportation and disposal of the four drums not generated are being removed from the Subtask.
Subtask 5-Reporting: No Changes
Currently the site is on track for completion and submittal of the SAR deliverable on or before the March 29, 2024, due date, and the previous deliverables have been submitted. The current Task Assignment Completion Date is May 31, 2024.
APTIM proposes to perform this scope of work in accordance with the terms and conditions of the contract No. HW689 executed between Florida Department of Environmental Protection and APTIM Environmental & Infrastructure, LLC.
If you have any questions, please contact us for clarification.
