SUBJECT: Negotiation Summary – SRP28

Task Assignment (TA) – BIL01B Lambs Recycling, City of Esto – ERIC_7390 File Review Letter of Findings, Field Work and Supplemental Site Assessment Report

This Task Assignment authorizes APTIM to complete a Supplement Site Assessment Work Plan, Quality Assurance Project Plan and Health and Safety Plan. The assessment activities include project management, soil sampling, groundwater sampling, and a Supplemental Site Assessment Report for the referenced site.

Soil Assessment The soil sampling will be performed in accordance with the approved QAPP to fill in data gaps and delineate areas where contaminants of concern were identified during the May 2023 assessment. Soil borings will be advanced to depths up to 8’ below land surface (bls) for lateral and vertical delineation. Soil samples will be collected for analyses of Arsenic, Cadmium, Mercury, Chromium, Dieldrin and TRPH. A total of 90 borings and 262 soil samples will be collected. Of the 262 samples, 186 samples will be submitted for immediate analyses and 76 samples will be extracted and held pending the analytical results from the 186 samples. The following is a breakdown of the soil borings, soil sampling and analysis strategy:

Borings Soil Sample Collection and Analysis Plan

• As -53 111 samples analyzed immediately, 51 samples held

• Cd-1 1 sample analyzed for SPLP

• Cr -11 10 samples analyzed immediately, 23 held

• Pb- 12 38 samples analyzed immediately

• Hg-3 3 immediately, 6 held

• TRPH-4 8 immediately, 2 held

• Dieldrin- 1 3 soil samples analyzed immediately

• PCB- 3 6 soil samples analyzed immediately http://www.floridadep.gov/

Negotiation Summary – Task Assignment (TA) BIL01B Lambs Recycling-City of Esto

ERIC_7390

Calhoun County SSA Activities October 27, 2023 www.FloridaDEP.gov

Additional soil samples will be collected and held for possible analysis to determine leaching potential of Arsenic, Lead, Mercury and TRPH. Depending on the results on the groundwater results analysis of these samples may not be necessary. To ensure compliance with the respective analytical method hold time, the samples that are designated “held” will be extracted and then analyzed pending results of the immediate sample analytical results. The costs for the extraction and subsequent analyses, as well as those soil samples on hold are included in the costs of this TA and will be reconciled upon project completion.

Because there was so much interference that caused elevated dilution factors and method detection limits in the soil samples previously analyzed for heavy metals using EPA Method 6010, FDEP agrees with the laboratory’s recommendation to substitute EPA Method 6020 for heavy metals analysis in soil and groundwater.

Groundwater Assessment There are 7 existing groundwater monitoring wells on-site that were installed and sampled during a previous investigation conducted in 2021. At that time the groundwater analytical results were below Groundwater Cleanup Target Levels. Groundwater samples will be collected again from the 7 monitoring wells to confirm no groundwater contamination is present at the site.

Prior to sample collection the wells will be opened to allow groundwater to equilibrate and depth to groundwater will be measured and recorded. Groundwater samples collected will be analyzed for arsenic, chromium, cadmium, lead, mercury, TRPH and Dieldrin.

Supplemental Site Assessment Report Following the field sampling activities APTIM will prepare and submit a Supplemental Site Assessment Report with findings and documenting the sampling activities and analytical results.

Conclusions and recommendations for future site activities will be included.

The FDEP project manager agrees to the scope of work and proposed cost. The final cost associated with this task assignment is $47,227.91 with 264 total hours.

Proposed Scope of Work Former Lamb’s Recycling Facility ID ERIC_7390 Supplemental Soil Sampling Task Assignment BIL01B APTIM Environmental & Infrastructure, LLC (APTIM) 10/24/23

The following is a proposed scope of work for the former Lamb’s Recycling Facility, located in Esto, Florida to perform supplemental soil sampling to fill in data gaps remaining after completion of a Supplemental Site Assessment completed on behalf of the FDEP. In addition, groundwater samples will be collected from the seven onsite monitoring wells to confirm no Contaminants of Concern (COC) are present in the shallow aquifer. Results of the Supplemental Site Assessment Report (SSAR) recently completed by APTIM in September 2023 provide the basis for the proposed scope of assessment work. This scope is formulated to obtain data to complete the Conceptual Site Model so a path toward the goal of obtaining a Conditional Closure for the site can be formulated. In addition, the scope of work outlined herein adheres to and incorporates review comments provided by the FDEP.

Subtask - 1: Project Management This task includes project management activities associated with the completion of Tasks 2 through 5, as calculated in accordance with Contract HW689.

Subtask 2 SSA Work Plan/WAPP, and Health and Safety Plan

Subtask 2 includes preparing a Supplemental Site Assessment Work Plan and Quality Assurance Project Plan (SSAWP/QAPP), and Health and Safety Plan (HASP). This submittal may include EPA review and approval prior to commencement of the work, as necessary.

Subtask - 3: Soil & Groundwater Sampling The proposed assessment activities include soil and groundwater sampling. APTIM proposes a groundwater sampling event to confirm COC concentrations do not exceed the GCTLs for the respective constituents. During the recent site work APTIM was able to locate all seven onsite monitoring wells and collect depth to water measurements. APTIM proposes to collect groundwater samples from all seven monitoring wells. Prior to the collection of groundwater samples, the monitor wells will be opened to allow groundwater to equilibrate and record the depth to groundwater measurement. The monitoring wells will be sampled by the micro purge technique utilizing a peristaltic pump (if possible) or a submersible/bladder groundwater sampling pump (dependent on the depth to groundwater) and a field-calibrated YSI multi-parameter instrument with a flow-through cell for the following analyses.

• Arsenic – EPA Method 6020 Chromium – EPA Method 6020

• Cadmium – EPA Method 6020 Lead – EPA Method 6020

• Mercury – EPA Method 7470 TRPH – FL PRO

• Dieldrin – EPA Method 8081

APTIM recommended additional soil sampling to address residential SCTL and leachability exceedances at the Site. As discussed with the FDEP, in order to ensure compliance with the respective analytical method hold times, those soil samples identified for leachability testing will be extracted and held. APTIM will authorize the specific analyses based on the analytical results of the sample. Costs for the extraction and subsequent analyses, as well as those soil samples on hold are included in the project budget which will be reconciled at project completion.

However, leachability testing may not be essential depending on groundwater analytical results.

APTIM recommends the following plan based on each analyte that exceeded during this SSA:

Arsenic:

APTIM recommends 27 replacement soil borings to define the lateral and vertical delineation of on-site arsenic impacts and an additional 26 soil borings for lateral delineation. These soil borings will generate 162 samples of which 111 samples will be analyzed (“run”) immediately using EPA Method 6020 for arsenic, while the remaining 51 samples will be collected and held pending the results of the analyzed samples. Due to the previous analytical results for soil boring SB-43R (0- 0.5), APTIM recommends collecting a soil sample near the location for analysis of arsenic. The soil sample will be collected at the 0-0.5 ft bls depth, and the sample filtered through a screen mesh to reduce the potential of other materials such as automotive fluff being analyzed with the soil matrix. Automotive fluff screened from the sample will be analyzed for arsenic using EPA Method 6020. In addition, the screened soil sample will be analyzed for potential arsenic leaching using EPA Method 1312. As proposed by FDEP, APTIM will add replacement soil borings for SB- 7 through SB-11 (0 - 0.5ft, 0.5ft - 2ft) and SB-48 (0.5 - 2 ft only) for sample collection at same depths. In addition, as recommended by FDEP, APTIM will advance six soil borings at the six grid nodes south of SB-81 through SB-86 for sample collection at the three proposed depths (0 - 0.5ft, 0.5ft - 2ft and 2ft - 4ft).

Cadmium:

APTIM recommends the replacement of SB-30R (0.5-2 ft bls) be analyzed for cadmium following SPLP extraction via EPA Method 1312 to determine the leaching potential of cadmium on-site.

Chromium (Total):

APTIM recommends the replacement of four soil borings and advancement of seven soil borings to define the lateral and vertical delineation of total chromium impacts on-site. The soil borings will collect 33 samples of which ten samples will be immediately analyzed, while 23 will be held.

Each total chromium sample will be analyzed via EPA Method 6020.

Lead:

Two replacement soil borings and advancement of 12 additional soil borings are recommended to delineate onsite lead impacts. In total, 38 samples for lead are recommended for collection and immediate analysis via EPA Method 6020. Soil boring SB-56R (0.5-2 ft bls) exhibited the highest lead concentration and is recommended for leachability testing via EPA Method 1312 and EPA Method 6020. Figure 12C depicts the soil boring locations recommended for lead.

Mercury:

APTIM recommends three soil borings for lateral delineation of mercury impacts on-site which will generate nine soil samples for immediate analysis via EPA Method 7471 of mercury concentrations. In addition, soil boring SB-47R (0-0.5 ft bls) exhibited the highest mercury concentration so APTIM recommends leachability testing via EPA Method 1312 and EPA Method 6020.

TRPHs and TRPH Fractionation:

APTIM recommends two replacement borings and two additional soil borings for lateral delineation of onsite TRPH impacts encountered at boring SB-56. Ten soil samples will be collected from these four borings of which eight samples are immediately analyzed via the FL- PRO Method and two held for analysis pending the results of the first eight sample analysis. In addition, two replacement borings SB-56R (0-0.5 ft bls) and SB-56 (0.5-2 ft bls) will be analyzed for TRPH Fractionation analysis via the Florida Speciation Method TPHCWG Direct Method. To determine leachability potential each replacement boring at SB-56, will also be analyzed for TRPH-SPLP via extraction by EPA Method 1312 and testing by the FL PRO Method.

Dieldrin:

APTIM recommends the replacement boring for SB-56R be sampled at each interval for leachability potential for dieldrin. The three soil samples will be extracted via SPLP extraction and tested using EPA Method 8081 or another appropriate method available for Dieldrin leaching concentration.

PCBs:

During the last field event to the site APTIM observed an electric power pole with three transformers in the vicinity of soil boring SB-2R. Due to the age and poor condition of the transformers APTIM proposes to perform soil sampling at three locations approximately 4 feet out from the pole. Soil samples will be collected at the 0-0.5 ft bls and 0.5-2 ft bls sample depths for analysis using EPA Method 8082 for polychlorinated biphenyl (PCBs).

Subtask - 4: Supplemental Soil Sampling Reporting At the conclusion of the soil sampling event and upon receipt of the analytical report from the fixed base laboratory, a Supplemental Soil Sampling Report documenting the sampling activities and results will be prepared and include conclusions and recommendations for future site activities.

APTIM recommends the following schedule:

Description Due Date

Submittal of Supplemental Site Assessment Work Plan and QAPP Plan 11/17/23

Perform the soil sampling 12/29/24

Submit Supplemental Soil Assessment Report 2/29/24

Task expiration date 4/26/24

APTIM proposes to perform this scope of work in accordance with the terms and conditions of the DEP Contract No. HW689 between the Florida Department of Environmental Protection and APTIM dated December 21, 2021. APTIM will begin the proposed scope of work upon issuance of the Task Assignment Notification.
