Proposed Scope of Work U.S. 192 Solid Waste Management Facility Former Deseret Ranch Supplemental Site Assessment Task Assignment BF01B ERIC_7391 (Former COM_312749) Aptim Environmental & Infrastructure, LLC October 11, 2022
The following Task Assignment (TA) scope of work for the former Deseret Ranch and future U.S. 192 Brevard County Solid Waste Management Facility, located in Melbourne, Brevard County, Florida has been prepared to continue supplemental site assessment activities in accordance with the FDEP Review and Recommendations Memorandum for the site dated July 8, 2022, and the scope of work discussion call on September 12, 2022.
Subtask 2 SSA Work Plan/WAPP, and Health and Safety Plan
As requested by the FDEP, Subtask 2 includes updating the Supplemental Site Assessment Work Plan and Quality Assurance Project Plan (QAPP), and Health and Safety Plan (HASP). In addition to the scoping changes, the report will be updated to include EPA review (Nichole Rodgers) and approval prior to commencement of the work.
Subtask 3: SSA Field Activities:
Subtask 3 includes the collection of groundwater samples from monitoring wells MW018, MW028, MW031, MW041 and MW042. One equipment blank will also be collected. All the samples will be analyzed for the presence of total arsenic by EPA Method 6020.
The groundwater sample from MW018 will be collected to confirm the previous results from 2020, which did not display an exceedance of the GCTL for arsenic in this well. Monitoring wells MW028 and MW031 were requested to be sampled to confirm the arsenic concentrations in these wells from 2020. The samples from monitoring wells MW041 and MW042, located north and south, respectively, from MW018 are to confirm the previous arsenic concentrations from the April 2022 groundwater sampling event.
IDW will not be captured during the groundwater sampling event.
Subtask 4: SSA Reporting:
A Supplemental Site Assessment Report (SSAR) will be prepared summarizing the field activities and laboratory results. The report will incorporate the recent data in figures and tables, include conclusions and note any future recommendations, for consideration by the FDEP.
Field activities will commence, upon approval of the task assignment with submittal of the Work Plan within 30 days, or around November 11, 2022. The field work will be scheduled for completion in November or December 2022. The completed SSA Report should be submitted by February 3, 2023. A Task Completion date should be set for March 31, 2023, to allow for review and approval of the SSA Report.
APTIM proposes to perform this scope of work in accordance with the terms and conditions of the contract executed between APTIM Environmental & Infrastructure, LLC and Florida Department of
Environmental Protection No. HW689. APTIM will begin the proposed scope of work upon issuance of the Task Assignment Notification.
