Lambs Recycling Facility (former)

2/20/2026

Assist delineation of contamination and 95%UCL iterative analysis for remedial strategy development

Proposed Scope of Work Former Lamb’s Recycling 1067 Highway 79 North Esto, Holmes County, Florida 32425 Facility ID ERIC_7390 Supplemental Assessment Task Assignment BIL01 APTIM Environmental & Infrastructure, LLC (APTIM) 2/17/26

The following proposed scope of work for the former Lamb’s Recycling Facility is for the formulation of a remedial strategy to manage contaminant concentrations detected on the subject site and adjacent properties of the subject site.

Subtask - 1: Project Management This task includes project management activities associated with the completion of Task 2, as calculated in accordance with Contract HW689.

Subtask 2 Development of Remedial Strategy APTIM will formulate a remedial strategy to manage the contaminant waste on the subject site, as well as the impacts to offsite properties based on the goals of the appropriate stakeholders. This will include whether the cleanup goals are for a clean closure or closure with conditions. The strategy will consider the type, concentration and distribution of the contamination and incorporate future land use. Based on data collected during the site assessment it appears a surgical excavation guided by statistical analysis will be the presumptive remedy;

however, alternative strategies will be reviewed for their effectiveness to achieve the site remedial goals. APTIM will prepare a conceptual plan that outlines the remedial strategy that could include; 95% UCL calculations for surgical excavation if appropriate, cut & fill calculation, transport and disposal (T&D) options, in situ treatment options including solidification/stabilization (S/S) or chemical fixation, rough order of magnitude (ROM) cost estimate for implementation for FDEP approval prior to completing the remedial plan. Once the conceptual design is approved APTIM will complete the plan which will include figures, tables and text as necessary to convey remedial strategy. The document will be signed and sealed by a Florida registered professional engineer.

APTIM recommends the following schedule:

Description Due Date

Conceptual remedial strategy 4/17/26

Final remedial action plan 5/8/26

Task expiration date 8/3/26

APTIM proposes to perform this scope of work in accordance with the terms and conditions of the DEP Contract No. HW689 between the Florida Department of Environmental Protection and APTIM dated December 21, 2021.

APTIM will begin the proposed scope of work upon issuance of the Task Assignment Notification.
