About this file
This document is a Task Assignment Change Order (TACO) #1 entered into between the State of Florida Department of Environmental Protection (FDEP) and APTIM Environmental and Infrastructure, LLC. The change order amends the original Task Assignment (TA) DC004C under Contract HW689 for environmental remediation monitoring services at the former Palm Bay Laundry and Dry Cleaners facility located at 5275 Babcock Street, Suite 13, Palm Bay, Brevard County, Florida (ERIC_4028). Nicole Knutson serves as the FDEP Project Manager, while Eric Kramer represents APTIM as the contractor's project manager.
The change order reduces the total task amount from $25,651.53 to $25,121.13, a decrease of $530.40, by eliminating Industrial Waste Disposal (IDW) Transportation and Disposal (T&D) costs that are no longer necessary based on analytical data from groundwater sampling. The amended pricing reflects a fixed unit rate structure with invoicing tied to FDEP approval of quarterly sampling reports and a Site Rehabilitation Completion Report (SRCR). Deliverables include Quarter 2, 3, and 4 groundwater sampling reports due on February 14, May 23, and August 29, 2025, respectively, with invoice amounts of $6,961.14, $6,373.53, and $6,220.83 corresponding to FDEP approvals. The final deliverable, SRCR and Project Management costs, totals $5,565.63 and is also due August 29, 2025. The task completion date remains October 31, 2025, with no changes to the scope of work or attachments beyond the cost adjustment.

FROM: Nicole Knutson, Project Manager
SUBJECT: Negotiation Summary
HW689 DC004C-1
DATE: July 15, 2025
This Change Order subtracts IDW T&D costs from the total TA amount for Palm Bay Laundry and Dry Cleaners. Based on the analytical data from this round of groundwater sampling, IDW T&D will not be necessary.
The total task amount has decreased by $530.40. The initial TA amount was $25,651.53, and the amended price is $25,121.13. APTIM’s time, labor, and subcontractor costs for these activities have been reviewed and are appropriate. The level-of-effort and cost estimate are reasonable for the scope of services. Final deliverable due date remains August 29, 2025. Task completion date remains October 31, 2025.

Proposed Scope of Work Post Active Remediation Groundwater Monitoring (3 Quarters) Palm Bay Laundry and Dry Cleaners (former) 5275 Babcock Street, Suite 13 Palm Bay, Brevard County, Florida 34905 ERIC_4028 (Former FAC ID No. 059502190) Aptim Environmental & Infrastructure, LLC (APTIM) 7/11/25
The following Task Assignment Change Order (TACO) #1 reconciles the Task Assignment scope through Quarter 4, which has been completed at the former Palm Bay Laundry and Dry Cleaners.
Subtask 2: Quarter 2 Post Active Remediation Monitoring (PARM) Groundwater Samling The costs associated with the proposed subcontractor for transportation and disposal of the IDW for the Quarter 2 groundwater sampling has been removed from Subtask 2. Although requested, the actual pickup was delayed by the subcontractor and occurred just after completion of the Quarter 3 groundwater sampling event.
Subtask 3: Quarter 3 PARM Groundwater Samling The drum for storage of the groundwater IDW has been removed from the subtask as the Quarter 2 drum remained onsite during the sampling event. Therefore, the purge water was combined with the existing drum for pickup and disposal.
Subtask 4: Quarter 4 PARM Groundwater Samling Although the Quarter 4 groundwater sampling IDW remains onsite, the subcontracted transportation and disposal costs have been removed from the Subtask. Based on the attached IDW analytical, the disposal should not be necessary, therefore, upon the next visit to the site (remediation system remains onsite), the purge water will be discharged to the asphalt and the drum will be disposed.
Subtask 5: Site Rehabilitation Completion Report Reporting – No Changes
The current TA completion date of October 31, 2025, should not need adjusting to allow for submittal and FDEP review of the final report.
APTIM proposes to perform this scope of work in accordance with the terms and conditions of the Contract between the Florida Department of Environmental Protection and APTIM dated December 21, 2021 (DEP Contract No. HW689). APTIM will begin the proposed scope of work upon issuance of the Task Assignment Notification. APTIM has an existing Access Agreement in place from the current site owner. If you have any questions, please contact us for clarification.

Hello Craig:
I need an estimate to include in a proposal to pick-up and dispose of non-hazardous liquids which will be generated during upcoming groundwater sampling at the following site:
Site Info:
Palm Bay Laundry and Dry Drycleaners (Former) Country Club Shoppes 5275 Babcock Street, Suite 13 Palm Bay, Brevard County, Florida 32905 FDEP ID Number: ERIC_4028 Former FAC ID No. 059502190 DEP/EPA Generator ID Number FLR000231019
Please estimate the IDW transportation and disposal estimate is for non-hazardous waste. Please provide a Lump Sum Estimate per Drum, as the actual disposal count may vary from the estimate below:
a. 1 drum of purge/decon water (liquid) $130/T&D per drum, $50 low stop charge for less than 6 drums, 15% FSC to total. Based on non haz lab data and profile
b. Please include transportation, disposal and preparation of the waste profiles and manifests in the cost estimate.
The former Palm Bay Laundry & Dry Cleaners was accepted into the Drycleaning Solvent Cleanup Program in 1999 under FDEP Facility Identification Number 059502190. The work is being performed for the FDEP Waste Cleanup Program.
There is no analytical available now, but the proposal is for non-hazardous transportation and disposal.
Please note that PFAS constituents have been previously identified in the groundwater beneath the former Palm Bay Cleaners, however the detections were below the FDEP Provisional GCTL.
Characterization of the IDW liquid will be sampled and submitted for analysis for EPA Method 8260
