FROM: Patrick McGrane, Project Manager
SUBJECT: Negotiation Summary Task Assignment DC017B (HW685)
DATE: April 29, 2024
This Task Assignment authorizes WSP USA Inc. (WSP) to conduct Annual Groundwater Monitoring and
Expanded PFAS Monitoring at the Alan Dry Cleaners site.
The total cost for this project is $22,939.09 with 153 total labor hours. All work is to be performed in accordance with the April 26, 2024, Scope of Work, Cost Estimate, and Bid Documentation.
WSP may invoice according to the included schedule.
Subtask 1:
Project Management is automatically calculated as a percentage of total labor in accordance with
Contract HW685.
Subtask 2:
Following verification of an up-to-date access agreement with the current real property owner, WSP will collect samples from 19 monitoring wells. Nine samples will be analyzed for chlorinated VOCs using EPA
Method 8260B. Expanded PFAS monitoring is required due to an exceedance of the PGCTL found onsite.
As a result, all 19 well samples will be analyzed for PFAS at the DEP Central Laboratory in Tallahassee, FL. See figure in the attached Scope of Work for sample well IDs and the corresponding analysis.
Subtask 3:
Includes costs associated with PFAS sampling (labor hours, travel, and subsequent reporting) as described in Subtask 3 deliverable. IDW management and subcontractor costs are also included in this subtask.
Subtask 4:
Following the groundwater sampling event, WSP will submit an Annual Groundwater Report summarizing their findings with updated analytical results and tables as well as conclusions and recommendations based on the most recent data.

MIAMI, MIAMI-DADE COUNTY, FLORIDA
DEP FACILITY ID NUMBER: ERIC_4399
PROPOSED TASK ASSIGNMENT: DC017B
Dear Mr. McGrane, WSP USA Inc. (WSP), is pleased to provide the Florida Department of Environmental Protection (DEP) with this cost proposal for annual chlorinated volatile organic compound (VOC) and expanded per- and polyfluoroalkyl substances (PFAS) groundwater monitoring activities at the above-referenced site. This proposal includes a description of the proposed scope of services, level of effort sheets for each subtask, and a cost estimate form that summarizes the costs of the proposed services. The proposed scope of services is described below.
SUBTASK 1 PROJECT MANAGEMENT
To facilitate project quality and satisfactory completion of the proposed scope of work, all aspects of this project will be overseen by an experienced project manager. The project manager will be responsible for the schedule, budget, invoicing, project activities, and communications with DEP and the field team. Project management will include coordination of field activities; resource allocation to confirm the work is conducted by qualified professionals in accordance with the project schedule; cost control and tracking of the budget status; and submittal of project invoices in accordance with DEP Waste Site Cleanup Section requirements. The project manager will oversee the work so that it is conducted in a manner that is consistent with the requirements of the
DEP-approved task assignment.
SUBTASK 2 GROUNDWATER MONITORING
Groundwater Monitoring
Following authorization to proceed, WSP will use the Miami-that the current property owner and relevant offsite property owners have an executed Permission to Enter
Property agreement with the DEP. WSP will then coordinate with the real property owner, tenant, and offsite property owners for access to complete the scope of work. WSP or the DEP will attempt to obtain updated
Mr. Patrick McGrane Proposal No. 2024US217828.R1
Florida Department of Environmental Protection April 26, 2024
Permission to Enter Property forms from relevant property owners prior to and/or during mobilization to the site, as needed. According to the 2024 property appraiser records, existing offsite monitoring wells are located on properties owned by Miami Gardens Holding LLC (MW008, MW010R, MW018, and MW018D), where a signed
Permission to Enter Property form was not located in OCULUS.
WSP will collect groundwater samples from 19 monitoring wells. The attached Figures 3 through 11 from the June
2023 sampling event show the monitoring well locations, groundwater flow direction, chlorinated VOC results for each zone, and PFAS screening results.
Prior to groundwater sampling, the depth-to-groundwater will be measured at accessible monitoring wells using an electronic water level indicator to determine groundwater elevations and flow direction. During the sampling event, the locks and well caps will be inspected for damage or degradation and repaired or replaced, as necessary.
Groundwater sampling activities will be completed in accordance with DEP Standard Operating Procedures
(SOPs) for Field Activities (DEP SOP-001/01), dated January 2017 (effective April 16, 2018) and DEP SOPs for
Sampling and Analysis of PFAS, dated August 2020. Prior to collecting the groundwater sample, each well will be purged and field parameters including temperature, pH, specific conductance, dissolved oxygen, turbidity, and oxidation-reduction potential will be monitored. Purge volumes and field parameters will be recorded on field data procedures.
The groundwater samples to be analyzed for chlorinated VOCs will be delivered to a Florida Department of Health and National Environmental Laboratory Accreditation Program certified, fixed-base laboratory along with the completed chain-of-custody documentation. The selected groundwater samples to be analyzed for PFAS will be shipped to the DEP Central Laboratory in Tallahassee, Florida. Upon receipt of the laboratory analytical results, WSP will evaluate the constituent concentrations to determine if off-site notification is required.
The samples will be analyzed as follows:

Interim Deliverable
Upon completion of Subtask 2, an e-mail deliverable will be submitted which will include copies of the field data sheets, equipment calibration forms, field notes, laboratory analytical report or laboratory sample login checklist, and laboratory chain-of-custody documentation.
SUBTASK 3 PFAS-RELATED COSTS AND IDW TRANSPORTATION AND DISPOSAL
WSP will include costs associated with the expanded PFAS monitoring activities in this subtask. These activities include completing bottle order requests with the DEP Central Laboratory; waste characterization and waste profiling; packaging and shipping PFAS samples to the DEP Central Laboratory; labor involved in sampling wells associated with PFAS analysis only; and investigation-derived waste (IDW) transportation and disposal.
Quality Assurance/Quality Control
WSP will collect one equipment blank sample during the groundwater sampling event. The equipment blank will be collected by pumping (peristaltic pump) PFAS-free water through silicon and/or HDPE tubing and into laboratory-supplied containers. The equipment blank will be analyzed for PFAS using DEP SOP: LC001-3 (or similar), as shown in the above table.
Investigation Derived Waste
WSP will containerize the IDW purge water and decontamination water in a 55-gallon drum(s). WSP will collect a waste characterization sample from the drum for analysis of total VOCs using EPA Method 8260 and PFAS using
DEP SOP: LC001-3 (or similar), as shown in the above table. The drum(s) will be temporarily staged onsite, pending waste characterization. For cost-estimating purposes, WSP has assumed that the IDW can be transported and disposed of as non-hazardous waste at an approved facility. The IDW transportation and disposal subcontractor will provide WSP with a non-hazardous waste manifest upon delivery to the disposal facility. WSP estimates two drums of IDW purge water will be generated during the field activities.
Interim Deliverable
Upon completion of Subtask 3, an e-mail deliverable will be submitted for the PFAS samples and include copies of the field data sheets, equipment calibration forms, field notes, laboratory analytical report, laboratory chain-of-custody documentation, and updated data tables and figures.
SUBTASK 4 REPORTING
WSP will prepare an Annual Groundwater Monitoring Report that will include a description of the sampling procedures, evaluation of the analytical results; comparison of current to historical data; tabulated summary of the current and historical analytical data; a site map showing the groundwater analytical results; water level elevation information in tables and figures; laboratory analytical data; and conclusions and recommendations.
HEALTH AND SAFETY
WSP will update the existing site-specific Health and Safety Plan for the fieldwork. The work will be completed in visibility safety vests, and steel-toed boots. A safety job briefing will be conducted prior to the start of work activities, and anytime the scope of work or site conditions change.
COST AND SCHEDULE
The estimated cost to complete the proposed scope of work is $22,939.09. WSP anticipates the monitoring event will take place in May or June 2024. The level of effort sheets and cost estimate form are included in
Attachment A. The IDW disposal subcontractor quotes are included in Attachment B. The following table summarizes the proposed costs and deliverable schedule.
