SUBJECT: Negotiation Summary Task Assignment DC009E (HW685)
DATE: January 29, 2026
This Task Assignment authorizes WSP USA Inc. (WSP) to conduct groundwater sampling and prepare a Remedial Action Plan Modification (RAPMOD) for the Lake Lucina Shopping Center site.
Monitoring and injection well installations were completed in August 2025. Installations began as part of a plan to target injections at interior locations of the site previously inaccessible. Due to extensive interior redevelopment, all interior wells had to be piped to an exterior manifold for access. Data from this event will be used to develop a RAPMOD for future groundwater injections. Selected monitoring wells have been reviewed by Department technical staff.
The total cost for this project is $43,121.75 with 216 total labor hours. All work is to be completed in accordance with the January 28, 2026, Scope of Work, Cost Estimate, and Bid
Documentation.
WSP may invoice according to the included schedule.

(WSP) is pleased to provide the Florida Department of Environmental Protection (DEP) with this cost proposal to complete annual groundwater monitoring activities and prepare a Remedial Action Plan Modification (RAPMOD) for the above-referenced site. This proposal includes a description of the proposed scope of services, level of effort (LOE) sheets for each subtask, and a Cost Estimate Form (CEF) that summarizes the costs of the proposed services. The proposed scope of services is described below.
SUBTASK 1 – PROJECT MANAGEMENT
To facilitate project quality and satisfactory completion of the proposed scope of work, all aspects of this project will be overseen by an experienced project manager. The project manager will be responsible for the schedule, budget, invoicing, project activities, and communications with the DEP and the field team. Project management will include coordination of field activities; resource allocation to confirm the work is conducted by qualified professionals in accordance with the project schedule; cost control and tracking of the budget status; and submittal of project invoices in accordance with DEP Waste Site Cleanup Section requirements. The project manager will oversee the work so that it is conducted in a manner that is consistent with the requirements of the DEP-approved task assignment.
SUBTASK 2 – ANNUAL GROUNDWATER MONITORING
WSP proposes to collect groundwater samples from 58 monitoring/injection wells, as shown in the Proposed Groundwater Monitoring Plan presented in Table 1. The Proposed Groundwater Monitoring Plan was approved by the DEP via e-mail on January 7, 2026. The attached figures (Figures 2, 3, 4, 5, and 6) from WSP’s August 2025
Mr. Patrick McGrane Proposal No. 2025US414590
Florida Department of Environmental Protection January 28, 2026
Well Installation Completion Report show locations of the current monitoring well networks in the shallow, intermediate, and deep zones of the surficial aquifer and injections wells.
Before groundwater sampling, the depths to groundwater will be measured at accessible monitoring wells using an electronic water level indicator to determine groundwater elevations and estimated flow direction. During the sampling event, the locks and well caps will be inspected for damage or degradation and repaired or replaced as necessary. Groundwater samples will be collected from the wells in accordance with DEP Standard Operating Procedures (SOPs) for Field Activities (DEP-SOP-001/01) dated January 2017 (effective April 16, 2018). Before collecting the groundwater sample, each well will be purged and field parameters, including temperature, pH, specific conductance, dissolved oxygen, turbidity, and oxidation-reduction potential, will be monitored. Purge volumes and field parameters will be recorded on field data sheets, and the field monitoring equipment will be calibrated in accordance with the manufacturer’s recommended procedures.
The groundwater samples will be delivered to a Florida Department of Health and National Environmental Laboratory Accreditation Program certified, fixed-base laboratory for analysis of chlorinated VOCs using EPA Method 8260D. Groundwater samples from select wells will also be analyzed for total organic carbon using EPA Method 9060/SM5310B and dissolved gases (methane, ethane, and ethene) using Method RSK 175, as shown in the attached Table 1.
Investigation-Derived Waste WSP will containerize the investigation-derived waste (IDW) purge water in 55-gallon drums. WSP will collect a waste characterization sample from the drums for analysis of total VOCs using EPA Method 8260. The drums will be temporarily staged onsite, pending waste characterization. For cost estimating purposes, WSP has assumed that the IDW can be transported and disposed of as non-hazardous waste at an approved facility. The IDW transportation and disposal subcontractor will provide WSP with a non-hazardous waste manifest upon delivery to the disposal facility. WSP estimates seven drums of IDW purge water will be generated during the field activities.
Interim Deliverable Upon completion of Subtask 2, an e-mail deliverable will be submitted and include copies of the field data sheets, equipment calibration forms, field notes, laboratory analytical report, laboratory chain-of-custody documentation, and non-hazardous waste manifest.
SUBTASK 3 – REPORTING
WSP will prepare an Annual Groundwater Monitoring Report and RAPMOD. The report will include a description of the sampling procedures, evaluation of the analytical results; comparison of current to historical data; tabulated summary of the current and historical analytical data; a site map showing the groundwater analytical results; water level elevation information in tables and figures; laboratory analytical data; and conclusions and recommendations.
The report will also include the following:
Site location and description.
A summary of previous site assessment and remediation activities completed at the site.
Recommended dosage concentrations and volumes of carbon source and bioaugmentation amendment.
Amendment injection procedures.
Underground Injection Control Notice.
Proposed injectant and a table summarizing injectant concentrations, volumes, locations/depths.
Figure depicting approximate injection locations.
Quarterly groundwater monitoring plan.
HEALTH AND SAFETY
WSP will update the site-specific Health and Safety Plan for the fieldwork. The work will be completed in accordance with WSP’s safety policies and procedures. At a minimum, WSP will wear safety glasses, high-visibility safety vests, and steel-toed boots. A safety job briefing will be conducted before the start of work activities, and anytime the scope of work or site conditions change.
COST AND SCHEDULE
The estimated cost to complete the scope of work is $43,121.75. WSP will tentatively schedule the groundwater sampling event for March 2026. The LOE/CEF cost sheets are included in Attachment A. The subcontractor quotes are included in Attachment B. The following table summarizes the proposed costs and deliverable schedule.
Task Proposed Cost Proposed Schedule/Deliverables
Subtask 1 – Project Management $ 3,519.12 July 24, 2026
Subtask 2 – Annual Groundwater Monitoring
$ 30,986.01 April 30, 2026 (Field Documentation, Laboratory Report, IDW Manifest via e-mail deliverable)
Subtask 3 – Reporting $ 8,616.62 June 12, 2026 (Annual Groundwater Monitoring Report and
