HW685 DC018B

DATE: Nov 13, 2023

This Task Assignment authorizes WSP to conduct annual groundwater monitoring activities, monitoring well installation, PFAS screening, and IDW transport and disposal in accordance with the October 30, 2023, Scope of Work, Cost Estimate, and Bid Documentation. The final cost of this Task Assignment is $18,910.09 with 98 labor hours.

Subtask 1: Project Management

An automatic calculation based upon total direct labor hours determines the labor hours within this subtask.

Subtask 2: Site Access, Utility Clearance, MW installation and Sampling, Chlorinated VOC and PFAS Analysis WSP will initiate a utility locate for underground utilities in the vicinity of the site and install one shallow monitoring well (MW010) adjacent to preexisting MW005. Following installation of MW010, WSP will collect groundwater samples for three shallow zone MWs (MW001, MW002, and MW010), two intermediate zone MWs (MW005 and MW007), and one deep zone MW (MW009). MW010 will not be sampled until 24 hours after installation. All wells will be purged prior to sampling. The depth-to-groundwater will be measured prior to this sampling from MW003 and MW008 (in addition to wells sampled) to determine groundwater elevation and flow direction. All samples taken will be completed in accordance with DEP’s SOP for Field Activities (DEP SOP-001/01 Jan. 2017) and in accordance with DEP’s SOP for Sampling with and Analysis of Perfluoroalkyl and Polyfluoroalkyl Substances (Aug. 2020).

Following sampling, groundwater samples selected for chlorinated VOCs testing will be delivered to Florida Department of Health and National Environmental Laboratory Accreditation Program. The groundwater samples selected for PFAS analysis will be shipped to the DEP Central Laboratory in Tallahassee, FL.

Subtask 3: PFAS Related Costs and IDW Transportation and Disposal Costs associated with PFAS screening and IDW disposal. PFAS related costs include completing bottle order requests with DEP Central Laboratory; waste characterization and waste profiling; packaging and shipping PFAS to DEP Central Laboratory; and IDW waste transportation and disposal (containerize IDW purge water, well development waste, and decontamination water). WSP estimates IDW transport and disposal will require two drums.

Subtask 4: Reporting An Annual Groundwater Monitoring Report will be provided that includes a description of the sampling procedure, evaluation of the analytical results; tabulated summary and comparison of current to historical data; a site map showing the groundwater analytical results; water level elevation information; laboratory analytical date; and conclusions and recommendations. The FDEP Project Manager agrees to the scope of work and final cost associated with this Task Assignment.

PROPOSED TASK ASSIGNMENT: DC018B

Dear Ms. Crain:

WSP USA Inc. (WSP) is pleased to provide the Florida Department of Environmental Protection (DEP) with this cost proposal for groundwater monitoring well installation, annual groundwater monitoring, and Per- and Polyfluoroalkyl Substances (PFAS) screening activities at the above-referenced site. This proposal includes a description of the proposed scope of services, level of effort sheets for each subtask, and a cost estimate form that summarizes the costs of the proposed services. The proposed scope of services is described below.

SUBTASK 1 – PROJECT MANAGEMENT

To facilitate project quality and satisfactory completion of the proposed scope of work, all aspects of this project will be overseen by an experienced project manager. The project manager will be responsible for the schedule, budget, invoicing, project activities, and communications with DEP and the field team. Project management will include coordination of field activities; resource allocation to confirm the work is conducted by qualified professionals in accordance with the project schedule; cost control and tracking of the budget status; and submittal of project invoices in accordance with DEP Waste Site Cleanup Section requirements. The project manager will oversee the work so that it is conducted in a manner that is consistent with the requirements of the DEP-approved task assignment.

Ms. Kelly Crain Proposal No. 202208346

Florida Department of Environmental Protection October 30, 2023

SUBTASK 2 – MONITORING WELL INSTALLATION AND GROUNDWATER MONITORING

Monitoring Well Installation Following authorization to proceed, WSP will coordinate with the real property owner and tenant for access to complete the scope of work. WSP will obtain the applicable local, county, and state-required permits prior to implementing the proposed scope of work. The location of underground utilities will be identified and marked.

Sunshine State One Call, a utility location service provider, will be contacted at least three working days (72 hours) before any subsurface work begins. Given that work will be conducted on private property, Sunshine State One Call might not be able to provide details regarding specific utilities in the proposed well location area. Therefore, WSP will use a private utility location company to locate and map shallow subsurface anomalies present near the proposed well location.

WSP will oversee the installation of one shallow monitoring well (MW010) located adjacent to monitoring well MW005, as presented on Figure 2. The well will be installed by a Florida-licensed well driller. The well screens will consist of 10 feet of 0.5-inch diameter, Schedule 40 PVC well screen (0.010-inch slot size). The well riser will consist of 0.5-inch diameter, Schedule 40 PVC. The well risers will be connected to the screens with flush-threaded joints, using an appropriate length to reach the ground surface. The annular space between the borehole wall and the well screen will be filled with a 20/30 grade silica sand filter pack to a level above the top of the well screen (minimum 1 foot above). A minimum one-foot thick, fine (30/65) grade silica sand seal will be placed above the sand filter pack, and the remainder of the annular space will be filled with a Portland Cement Type II grout seal. For cost estimating purposes and based on existing shallow monitoring well construction information, as well as the historical depth to groundwater, WSP has assumed the shallow monitoring well will be installed to a total depth of 15 feet bgs (i.e., screened from 5 to 15 feet bgs).

The monitoring well will be finished with flush-mounted surface completion and an 8-inch diameter bolt-down steel cover. The risers will be capped with water-tight expandable locking plugs. A 2-foot by 2-foot concrete pad will be constructed around the well to secure the flush-mounted vault, which will be sloped away from the well to prevent surface water infiltration. To remove fine-grained particles in the filter pack and those adhered to the borehole walls, and to establish a good hydraulic connection with the aquifer, the monitoring wells will be developed until the purged water remains visibly clear and free of suspended particulate matter.

Groundwater Monitoring Following monitoring well installation activities, WSP will collect groundwater samples from three shallow zone monitoring wells (MW001, MW002, and MW010), two intermediate zone monitoring well (MW005 and MW007), and one deep zone monitoring well (MW009). WSP will not sample monitoring well MW010 until 24 hours after the completion of well development activities. The attached figures (Figures 3 through 5) from the October 2022 sampling event show the monitoring well locations and chlorinated VOC results for each zone. Prior to groundwater sampling, the depth-to-groundwater will be measured at two accessible monitoring well locations (MW003 and MW008) in addition to the wells sampled using an electronic water level indicator to determine groundwater elevations and flow direction. During the sampling event, the locks and well caps will be inspected for damage or degradation and repaired or replaced, as necessary.

Groundwater sampling activities will be completed in accordance with DEP Standard Operating Procedures (SOPs) for Field Activities (DEP SOP-001/01), dated January 2017 (effective April 16, 2018) and DEP SOPs for Sampling with and Analysis of Perfluoroalkyl and Polyfluoroalkyl Substances (PFAS), dated August 2020. Prior to collecting the groundwater sample, each well will be purged and field parameters including temperature, pH, specific conductance, dissolved oxygen, turbidity, and oxidation-reduction potential will be monitored. Purge volumes and field parameters will be recorded on field data sheets, and the field monitoring equipment will be calibrated in accordance with the manufacturer’s recommended procedures.

The groundwater samples to be analyzed for chlorinated VOCs will be delivered to a Florida Department of Health and National Environmental Laboratory Accreditation Program certified, fixed-base laboratory along with the completed chain-of-custody documentation. The selected groundwater samples to be analyzed for PFAS will be shipped to the DEP Central Laboratory in Tallahassee, Florida. Upon receipt of the laboratory analytical results, WSP will evaluate the constituent concentrations to determine if off-site notification is required.

The samples will be analyzed as follows:

Sample ID Chlorinated VOCs (EPA Method 8260B)

PFAS*

(EPA Method 8321 or Similar)

MW001 X

MW002 X

MW003 No Sample - Water Level Only

MW005 X X

MW007 X X

MW008 No Sample - Water Level Only

MW009 X

MW010 (New Well) X

Equipment Blank X

IDW Total VOCs X

*Selected wells approved by DEP via e-mail on March 22, 2023

Quality Assurance/Quality Control WSP will collect one equipment blank sample during the groundwater sampling event. The equipment blank will be collected by pumping (peristaltic pump) PFAS-free water through silicon and/or HDPE tubing and into laboratory-supplied containers. The equipment blank will be analyzed for PFAS using EPA Method 8321 (or similar), as shown in the above table.

Interim Deliverable Upon completion of Subtask 2, an e-mail deliverable will be submitted for the chlorinated VOC samples and include copies of the field data sheets, equipment calibration forms, field notes, laboratory analytical report, and laboratory chain-of-custody documentation.

SUBTASK 3 – PFAS RELATED COSTS AND IDW TRANSPORTATION & DISPOSAL

WSP will include costs associated with PFAS screening activities in this subtask. These activities include completing bottle order requests with the DEP Central Laboratory; waste characterization and waste profiling; packaging and shipping PFAS samples to the DEP Central Laboratory; and investigation-derived waste transportation and disposal.

IDW Transportation and Disposal WSP will containerize the IDW purge water, well development, and decontamination water in a 55-gallon drum(s).

WSP will collect a waste characterization sample from the drum for analysis of total VOCs using EPA Method 8260 and PFAS using EPA Method 8321 (or similar), as shown in the above table. The drum(s) will be temporarily staged onsite, pending waste characterization. For cost estimating purposes, WSP has assumed that the IDW can be transported and disposed of as non-hazardous waste at an approved facility. The IDW transportation and disposal subcontractor will provide WSP with a non-hazardous waste manifest upon delivery to the disposal facility. WSP estimates two drums of IDW purge water, well development water, and decontamination water will be generated during the field activities.

Interim Deliverable WSP will submit an e-mail deliverable within two working days upon receipt of the certified laboratory analytical report, if PFAS concentrations exceed the DEP Provisional Groundwater Cleanup Target Level (PGCTL) of 70 nanograms per liter for perfluoro-n-octanoic acid (PFOA), perfluorooctanesulfonic acid (PFOS), or the sum of PFOA and PFOS concentrations. The deliverable will consist of an e-mail summary and will include a figure with the sampling locations and PFOA/PFOS results, field documentation, and the certified laboratory analytical report.

If the PFAS concentrations do not exceed the DEP PGCTL, WSP will submit the interim deliverable, along with the non-hazardous waste manifest, by the due date specified in the Cost and Schedule section.

SUBTASK 4 – REPORTING

WSP will prepare an Annual Groundwater Monitoring Report that will include a description of the sampling procedures, evaluation of the analytical results; comparison of current to historical data; tabulated summary of the current and historical analytical data; a site map showing the groundwater analytical results; water level elevation information in tables and figures; laboratory analytical data; and conclusions and recommendations.

HEALTH AND SAFETY

WSP will update the existing site-specific Health and Safety Plan for the fieldwork. The work will be completed in accordance with WSP’s safety policies and procedures. At a minimum, WSP will wear safety glasses, high visibility safety vests, and steel-toed boots. A safety job briefing will be conducted prior to the start of work activities, and anytime the scope of work or site conditions change.

COST AND SCHEDULE

The estimated cost to complete the proposed scope of work is $18,910.09. WSP anticipates the monitoring well installation and groundwater monitoring event will take place in November or December of 2023. The level of effort sheets and cost estimate form are included in Attachment A. The monitoring well installation, utility location, and IDW disposal subcontractor quotes are included in Attachment B. The following table summarizes the proposed costs and deliverable schedule.

Factors Impacting Reliability of Locating Services

Factors beyond ’s control can impact the effectiveness of Blood Hound’s efforts, including but not limited to:

Target Utility Composition – Electromagnetic (EM) locating is effective only if the target utility is composed of continuous conductive material.

Plastic, concrete, clay, or other non-conductive materials cannot be located using EM techniques. In addition, some metals (for example, cast iron) are not highly conductive and some pipes are gasketed resulting in non-continuous conductive material, which makes locating using EM techniques difficult and potentially unreliable. Similarly for Ground Penetrating Radar (GPR), electrostatic reflectivity of a target will impact the effective identification. Lightweight target material, such as PVC, are generally more transparent to radio waves and will reflect a substantially smaller percentage of the radiated signal making effective interpretation more difficult. Some materials are completely transparent to radio waves and can only be identified if a conductive material (i.e. water) is contained within the target facility.

Shielding of Target Utility– Unshielded lines directly buried in the soil (often water, sewer, and gas facilities) can be problematic to locate, especially for significant distance due to the continuous loss of transmitted signal directly to the ground. The greater the distance between the transmitter and the location point on an unshielded line, the more degraded the signal will be.

Conductive Pathway to Ground – EM locating is accomplished by creating a complete circuit; the transmitted signal must be able to return to ground. An open circuit is generally much more difficult to locate since the circuit is not complete, and the emitted signal cannot return to ground resulting in an unreliable and inaccurate locate.

Depth – For both EM and GPR locating, deeper facilities are inherently more difficult to locate due to the distance through the soil to the receiver at the surface. Similarly, shielding between the target utility and the receiver can affect the signal reception and create a loss of signal.

Subsurface Material / Soil Composition / Moisture Content– Soil composition and subsurface material is the most important factor impacting the effectiveness of GPR. The more conductive the subsurface material, the less effective the GPR survey will be. GPR works best in sandy soils, and is least effective in heavy clay soils or where the subsurface material contains a large volume of highly conductive backfilled debris or material (i.e.

metal scraps or slag sand). As a general rule, the smaller the particulate matter that the subsurface material is composed of, the greater the inhibiting effect on the GPR signal. Water, when combined with dissolved ions (salt) has an inhibiting effect on GPR signals, and signals can often not effectively penetrate saturated soil material, when the soil is slightly conductive. The addition of more water increases the conductivity of the soil and more significantly inhibits effective signal penetration.

Target Size – The smaller the target facility, the lower the probability of successful identification of the target during a GPR survey. The smaller the target, the less of a signal that will be reflected, decreasing the probability of a positive identification of the subsurface target. As a general (but not absolute) rule of thumb, for every 1 foot of depth you must have 1 inch in diameter in order to be observable. For example, a 3” diameter pipe must be less than 3 feet below grade in order to be observable during a GPR survey.

Surface Materials and Obstructions – The presence of surface metal, including vehicles, fences, and debris, can swamp other readings and prevent the identification of subsurface targets. In addition, the presence of rebar reinforcement within concrete can have a similar effect and prevent identification of other structures.

Customer Responsibilities

REGARDLESS OF THE SCOPE OF BLOOD HOUND’S WORK, CUSTOMER MUST COMPLY WITH AND FOLLOW THE APPLICABLE

STATE’S ONE CALL LAW BEFORE BEGINNING EXCAVATION. HIRING BLOOD HOUND DOES NOT REPLACE CUSTOMER’S

LEGAL OBLIGATION TO COMPLY WITH STATE LAW.

Customer represents and warrants that it is the owner of the facilities that Customer is hiring Blood Hound to locate.

Customer must provide Blood Hound with all information in its possession, custody, and control regarding the target facilities. This includes, but is not limited, all facility maps and prints (regardless of whether customer can guarantee the accuracy of such documents) and any anecdotal information regarding facility locations and paths. Providing all available information increases the likelihood of success of Blood Hound’s locating efforts, and failing to disclose available information increases the likelihood that facilities will either be missed or mis-located.

Customer must identify and provide Blood Hound access to any and all available facility access points, including but not limited to manholes, hand holes, transformers, cleanouts, tracer wires, service entrances, electric switchgears, electric sectionalizing cabinets, electric meters, test valves, and test stations. Failing to identify known access point and/or failing to provide Blood Hound with access to those access points increases the likelihood that facilities with either be missed or mis-located.

Customer understands that facility markings are not always precise, and Customer and any excavator utilized by Customer will expose all marked facilities prior to excavation, and will use soft excavation techniques anywhere within twenty-four (24) inches of a facility path marked by Blood

Hound.

Once markings are placed, Customer and any excavator utilized by Customer are responsible for ensuring that all marks are maintained and not destroyed or altered. If marks are destroyed or altered, Customer should contact Blood Hound for re-markings at an additional cost to Customer.

If Customer or any excavator utilized by Customer believe any facility has been missed or mis-marked, Customer will immediately notify Blood

Hound and cease all excavation activity until Blood Hound responds to the site.

Customers will pay invoices within thirty (30) days of receipt, or such…
