RE: COST PROPOSAL FOR SUPPLEMENTAL SITE ASSESSMENT AND

ANNUAL GROUNDWATER MONITORING

ALOHA CLEANERS

501 NE 2ND STREET

DELRAY BEACH, PALM BEACH COUNTY, FLORIDA

DEP FACILITY ID NUMBER: ERIC_5178

PROPOSED TASK ASSIGNMENT: DC012D

Dear Mr. McGrane, WSP USA Inc. (WSP), is pleased to provide the Florida Department of Environmental Protection (DEP) with this cost proposal for supplemental site assessment; annual groundwater monitoring; and continued per- and polyfluoroalkyl substances (PFAS) groundwater monitoring activities at the above-referenced site. This proposal includes a description of the proposed scope of services, level of effort sheets for each subtask, and a cost estimate form that summarizes the costs of the proposed services. The proposed scope of services is described below.

SUBTASK 1 PROJECT MANAGEMENT

To facilitate project quality and satisfactory completion of the proposed scope of work, all aspects of this project will be overseen by an experienced project manager. The project manager will be responsible for the schedule, budget, invoicing, project activities, and communications with DEP and the field team. Project management will include coordination of field activities; resource allocation to confirm the work is conducted by qualified professionals in accordance with the project schedule; cost control and tracking of the budget status; and submittal of project invoices in accordance with DEP Waste Site Cleanup Section requirements. The project manager will oversee the work so that it is conducted in a manner that is consistent with the requirements of the DEP-approved task assignment.

Mr. Patrick McGrane Proposal No. 2024US253814.R3

Florida Department of Environmental Protection June 12, 2025

SUBTASK 2 SUPPLEMENTAL SITE ASSESSMENT AND ANNUAL GROUNDWATER

MONITORING ACTIVITIES

Event 1 Field Activities

Site Access and Utility Location

Following authorization to proceed, WSP will use the Palm Beach that the current property owner and relevant offsite property owners have an executed Permission to Enter Property agreement with the DEP. WSP will then coordinate with the real property owner for access to complete the scope of work. If necessary, WSP will attempt to obtain updated Permission to Enter Property forms from the property owner prior to mobilization to the site.

WSP will obtain the applicable local, county, and state-required permits before implementing the proposed scope of work. The location of underground utilities will be identified and marked. Sunshine State One Call, a utility location service provider, will be contacted at least three working days (72 hours) before any subsurface work begins. Given that the work will be conducted on private property, Sunshine State One Call might not be able to provide details regarding specific utilities across the entire property. Therefore, WSP will use a private utility location company to locate and map shallow subsurface anomalies present within the soil investigation areas.

Monitoring Well Installation Activities

WSP proposes to install four shallow monitoring wells (MW008 through MW011) and screen the wells across the water table. The well screens will consist of 10 feet of 1-inch diameter, Schedule 40, pre-packed well screen

(0.010-inch slot size). The well risers will consist of 1-inch diameter, Schedule 40 PVC. The well risers will be connected to the screens with flush-threaded joints, using appropriate lengths to reach the ground surface. The annular space between the borehole wall and the pre-packed well screen will be filled with a 20/30 grade silica sand filter pack to a level above the top of the well screen (minimum 1 foot above). A minimum one-foot thick, fine (30/65) grade silica sand seal will be placed above the sand filter pack, and the remainder of the annular space will be filled with a Portland Cement Type II grout seal. For cost estimating purposes, WSP has assumed the shallow monitoring wells will be installed to a total depth of 19 feet below ground surface (bgs) (i.e., screened from 9 to 19 feet bgs).

The monitoring wells will be finished with flush-mounted surface completion and an 8-inch diameter bolt-down steel cover. The risers will be capped with water-tight expandable locking plugs. A 2-foot by 2-foot concrete pad will be constructed around the well to secure the flush-mounted vault, which will be sloped away from the well to prevent surface water infiltration. To remove fine-grained particles in the filter pack and those adhered to the borehole walls, and to establish a good hydraulic connection with the aquifer, the monitoring wells will be developed until the purged water remains visibly clear and free of suspended particulate matter. The proposed monitoring well locations are shown on the attached Figures 3 and 4.

DPT Vertical Groundwater Profiling

WSP proposes to complete vertical groundwater profiling at one location using DPT (DP012). Based on an assumed depth to groundwater of 11 feet bgs, WSP will collect groundwater samples at the following 10-foot depth intervals:

16-20, 26-30, and 36-40 feet bgs. WSP has selected the DPT vertical profiling locations to be in the vicinity of a suspected source area, adjacent to monitoring well MW005. The proposed location is shown on Figures 3 and 4.

WSP will collect groundwater screening samples using DPT tooling (4-foot-long wellpoint screens). Purge volumes and sample collection data will be recorded on field data sheets. WSP will collect the samples in a top (shallow) to bottom (deep) method. The samples will be analyzed at a fixed-base laboratory for volatile organic aromatics

(VOAs) using EPA Method 8260D; select polynuclear aromatic hydrocarbons (PAHs) by EPA Method 8270C

(naphthalene, 1-methyl naphthalene, 2-methyl naphthalene, acenaphthene, and acenaphthylene only); and total recoverable petroleum hydrocarbons (TRPH) using the FL-PRO Method.

Soil Sampling

WSP proposes to collect soil samples from 11 soil borings (SB010 through SB020) located in the vicinity of current or former potential drycleaning contaminant source areas. The proposed soil boring locations are shown on

Figure 5.

At each of the soil boring locations, WSP will use a decontaminated stainless-steel hand auger to collect discrete soil samples from the ground surface to the top of the water table. WSP will collect soil samples from 0 to 0.5 feet bgs and 0.5 to 2.0 feet bgs. If the depth-to-groundwater is greater than 2 feet bgs, then soil samples will be collected in 2-foot intervals to a depth of 10 feet bgs, or the top of the water table, whichever is encountered first (e.g., 2.0 to

4.0 feet bgs, 4.0 to 6.0 feet bgs, etc.). If the depth-to-groundwater is greater than 10 feet bgs, then soil samples will be collected in 5-foot intervals to the top of the water table (e.g., 10 to 15 feet bgs, 15 to 20 feet bgs, etc.). WSP will collect a primary soil sample from the bottom of each depth interval. WSP will also collect a split soil sample using a 25-gram EnCore sampler. The split samples will be placed on hold pending review of the primary sample results.

For cost estimating purposes, WSP has assumed a depth-to-groundwater of 11 feet bgs and samples will be collected from the bottom of the following depth intervals: 0 to 0.5 feet bgs; 0.5 to 2.0 feet bgs; 2.0 to 4.0 feet bgs;

4.0 to 6.0 feet bgs; 6.0 to 8.0 feet bgs; and 8.0 to 10.0 feet bgs (six samples for each boring location).

WSP will place the soil samples on ice and ship the coolers to a Florida Department of Health and National

Environmental Laboratory Accreditation Program-certified fixed-based laboratory, along with the completed chain-of-custody documentation. The laboratory will analyze the primary samples for VOAs using EPA Method

8260D; select PAHs by EPA Method 8270C (naphthalene, 1-methyl naphthalene, 2-methyl naphthalene, acenaphthene, and acenaphthylene only); and TRPH using the FL-PRO Method.

If the results exceed a DEP Soil Cleanup Target Level for leachability, based on groundwater criteria, for VOAs or the select PAH constituents, WSP will request DEP approval to analyze the split samples using the Synthetic

Precipitation Leaching Procedure (SPLP), if necessary. If the TRPH results exceed the DEP leachability-based Soil

Cleanup Target Level of 340 milligrams per kilogram, WSP will request DEP approval to analyze the samples for

TRPH fractions using the Criteria Working Group Method. For cost estimating purposes, WSP has included SPLP extraction and analysis for up to 11 samples and TRPH fraction analysis for up to 11 samples. If additional samples need to be analyzed using SPLP or TRPH fractions, WSP will submit a Work Change Directive for the additional analyses.

Unless the soil boring is converted to a modified active gas sampling (MAGS) well, the boreholes will be filled with sand. If the boring was advanced into a concrete or asphalt surface, the borehole will be filled with sand to approximately 6 inches below grade, followed by a layer of concrete or asphalt patch (as appropriate) to match the existing surface.

MAGS Wells and VMP Installation

WSP will convert four of the soil borings to MAGS wells (VEW005, VEW007, VEW008, and VEW009). WSP will also install an additional MAGS well (VEW006) to be used as a vacuum monitoring point (VMP) only; therefore, WSP will not collect soil samples during installation of this well. WSP will use locations VEW005, VEW007, and

VEW009 as active MAGS wells during the subsequent investigation. WSP will use wells VEW003, VEW006, VEW008, and VMP-3 as VMPs during the investigation. WSP has assumed a 20-foot vacuum radius of influence

(ROI) for the purposes of MAGS well and VMP spacing. The proposed MAGS well and VMP locations are shown on Figure 6.

The MAGS wells will be constructed of 2-inch diameter, Schedule 40 PVC with 0.010-inch machine-slotted screens.

The top of the well screen will be approximately 1 foot bgs. The bottom of the well screen will be set approximately

1 foot above the water table. Following installation of the wells, WSP will fill the annular space in the borehole with

20/30 grade silica sand to a level approximately 0.5 feet above the top of the well screen. WSP will then add a layer of bentonite grout to the surface to create a seal. Each of the risers will be cut just below final grade and capped with a water-tight expandable locking plug. The MAGS wells will be housed within a steel manhole cover and completed at the surface within a flush-mounted concrete pad. For cost estimating purposes, the MAGS wells will be installed to a total depth of 10 feet bgs (1 foot above the estimated water table) and screened from 1 to 10 feet bgs.

Event 2 Field Activities

MAGS Investigation

Once the MAGS wells have been installed, WSP will complete the MAGS investigation. The MAGS investigation results will be used to evaluate the presence and locations of potential source areas and to identify locations and analyses for additional discrete soil sampling. The results may also be used for a full-scale soil vapor extraction system design, if warranted.

The MAGS investigation will involve fitting a regenerative blower (Fuji Electric Model VFC508P-2T, 2.5 hp, single phase) to a MAGS well to extract soil vapor from vadose zone soil. WSP will analyze the extracted soil vapor using an OVA-PID. The blower will be capable of a flow rate of 154 standard cubic feet per minute at a vacuum of

80 inches of water (inches H2O) under ideal conditions. A portable generator will supply power to the blower. The connection between the MAGS wellhead and blower will be made using 2-inch or 4-inch diameter vacuum-rated flexible PVC tubing and Schedule 40 PVC pipe. Vacuum gauges, a flowmeter, filter, and sample ports will be installed in line.

WSP will test each of the proposed active MAGS wells (VEW005, VEW007, and VEW009) for an estimated

30 minutes to one hour. At a minimum of one location, WSP will perform a step-increase vacuum test, which will consist of a low, medium, and high vacuum setting. WSP proposes the step-increase vacuum test to consist of vacuum settings of 20, 40, and 60 inches of water. WSP has assumed a depth-to-groundwater of 11 feet bgs;

therefore, WSP does not anticipate water entrainment at the proposed vacuum settings.

WSP will measure subsurface vacuum pressure at varying distances from the primary extraction points using nearby

MAGS wells and monitoring wells, provided the monitoring well screen is sufficiently exposed, to evaluate subsurface flow characteristics. This data will be used to estimate the effective field ROI, soil permeability, hydraulic conductivity, pore volume, and purge time. The project engineer will perform calculations during the field event to confirm the time required to evaluate one pore volume of soil vapor based on the measured ROI and actual vapor flow rate. Based on these calculations, the time that vapor is extracted at each MAGS well will be adjusted accordingly. An OVA-PID will be used to monitor soil vapor extracted from the MAGS sampling point.

Near the end of the MAGS extraction at each location, one soil vapor sample will be collected to provide a general assessment of the types and concentrations of remaining contaminants in soil. The samples will be collected in

Summa Canisters (Tedlar bags if Summa Canisters are not available) and submitted to a fixed-base laboratory for

VOA analysis using EPA Method TO-15.

Groundwater Monitoring

WSP will collect groundwater samples from 11 monitoring wells. The attached Figures 3, 4, and 7 from the 2023 sampling events show the monitoring well locations, analytical results, and PFAS screening results.

Prior to groundwater sampling, the depth-to-groundwater will be measured at accessible monitoring wells using an electronic water level indicator to determine groundwater elevations and flow direction. WSP will also use an oil/water interface probe to evaluate the presence or absence of free product in monitoring well MW005. During the sampling event, the locks and well caps will be inspected for damage or degradation and repaired or replaced, as necessary.

Groundwater sampling activities will be completed in accordance with DEP Standard Operating Procedures (SOPs) for Field Activities (DEP SOP-001/01), dated January 2017 (effective April 16, 2018) and DEP SOPs for Sampling and Analysis of PFAS, dated August 2020. Prior to collecting the groundwater sample, each well will be purged and field parameters including temperature, pH, specific conductance, dissolved oxygen, turbidity, and oxidation-reduction potential will be monitored. Purge volumes and field parameters will be recorded on field data sheets, and

The groundwater samples to be analyzed for VOAs, select PAHs (naphthalene, 1-methyl naphthalene, 2-methyl naphthalene, acenaphthene, and acenaphthylene only), and TRPH will be delivered to a Florida Department of

Health and National Environmental Laboratory Accreditation Program certified, fixed-base laboratory along with the completed chain-of-custody documentation. The selected groundwater samples to be analyzed for PFAS will be shipped to the DEP Central Laboratory in Tallahassee, Florida. Upon receipt of the laboratory analytical results, WSP will evaluate the constituent concentrations to determine if off-site notification is required.

Based on the September 2024 DEP guidance for PFAS sampling at DEP Drycleaning Solvent Cleanup Program sites and subsequent correspondence with the DEP, WSP recommends continued PFAS monitoring during this annual groundwater monitoring event, using the same monitoring wells sampled during the initial PFAS screening activities in June 2023.

Surveying

Following installation of the permanent monitoring wells, WSP will subcontract a Florida-licensed professional land surveyor to provide a survey of the property boundary; soil sampling locations; MAGS well and VMP locations; and monitoring well locations, including the top-of-well casing elevations (+/- 0.01 feet accuracy). The survey final product will contain the following features:

The survey will be done in relation to the National Geodetic Vertical Datum of 1929 or the North American

Vertical Datum of 1988.

The horizontal datum will be in State Plane NAD83.

The operating units will be in feet.

The benchmark (monument) and vertical datum will be referenced.

Interim Deliverable

Upon completion of Subtask 2, an e-mail deliverable will be submitted which will include copies of the field data sheets, equipment calibration forms, field notes, survey, laboratory analytical report or laboratory sample login checklist, and laboratory chain-of-custody documentation.

SUBTASK 3 PFAS-RELATED COSTS AND IDW TRANSPORTATION AND DISPOSAL

WSP will include costs associated with the continued PFAS monitoring activities in this subtask. These activities include completing bottle order requests with the DEP Central Laboratory; waste characterization and waste profiling; packaging and shipping PFAS samples to the DEP Central Laboratory; labor involved in sampling wells associated with PFAS analysis only; and investigation-derived waste (IDW) transportation and disposal.

Quality Assurance/Quality Control

WSP will collect one equipment blank sample during the groundwater sampling event. The equipment blank will be collected by pumping (peristaltic pump) PFAS-free water through silicon and/or HDPE tubing and into laboratory-supplied containers. The equipment blank will be analyzed for PFAS using DEP SOP: LC001-3 (or similar), as shown in the above table.

Investigation-Derived Waste

WSP will containerize the investigation derived waste (IDW) soil cuttings, well development water, groundwater sampling purge water, and equipment decontamination water in 55-gallon drums. WSP will collect a waste characterization sample from the soil and liquid IDW for analysis of total VOCs using EPA Method 8260 and PFAS using DEP SOP: LC001-3 (or similar), as shown in the above table. The drum(s) will be temporarily staged onsite, pending waste characterization. For cost-estimating purposes, WSP has assumed that the IDW can be transported and disposed of as non-hazardous waste at an approved facility. The IDW transportation and disposal subcontractor will provide WSP with a non-hazardous waste manifest upon delivery to the disposal facility.

subcontractor has estimated nine 55-gallon drums of IDW will be generated during the field activities.

Interim Deliverable

Upon completion of Subtask 3, an e-mail deliverable will be submitted for the PFAS samples and include copies of the field data sheets, equipment calibration forms, field notes, laboratory analytical report, laboratory chain-of-custody documentation, and updated data tables and figures.

RE: Utility Locating Services – Aloha Cleaners in Delray Beach, Florida

Mr. McCann, GeoTek Services is pleased to respond to your request for Utility Locating services at Aloha Cleaners located in Delray Beach, Florida. We will scan a 10’ x 10’ area around the twenty-two proposed bore locations with the goal of locating underground utilities. We can only scan the easily accessible open areas for utilities. Note that we cannot scan beneath fixed objects such as landscaping, fencing, buildings. We will scan as close as reasonably possible to fixed objects such as walls, landscaping, fences, etc.

Our deliverable will be marking paint and/or flags indicating the location of potential underground utilities. It is the client’s responsibility to protect and preserve all marks.

We will use both Electromagnetic Induction instruments as well as Ground Penetrating Radar (GPR) to detect objects below the surface. Due to the nature of sub-surface detection and the physical laws governing radio wave propagation, some buried objects may not be detectable due to depth, obscuration, or a weak radar signature. GeoTek Services will use industry standard best practices to locate sub-surface objects, however some objects may not be detectable. Geotek Services does not guarantee that all underground objects can be found. GeoTek Services assumes no liability for any damages.

We request access to any as-built site plans of the scan areas prior to rendering services. Our fixed price quote for this effort is $750.00. No out-of-pocket expenses are expected for this project. This quote is valid for sixty days.

Best Regards, Martin (Bud) Connor GeoTek Services, LLC

1. The base map shall be prepared by a Professional Surveyor and Mapper (PSM). SurvTech shall deliver a signed and sealed map, electronic and paper copies. The electronic format shall be in its original updateable format (AutoCAD). The electronic copy shall be forwarded to the client (or contracted local program, as appropriate) so that it can be kept on file to be used by future Contractors to build upon as necessary (also see section 3.5.6 – Access to Public Records).

2. SurvTech shall establish a minimum of two (2) benchmarks on site.

3. This proposal does NOT include the potable well survey and the area use survey; these activities do not need to be performed by a PSM.

4. SurvTech shall coordinate with the client, if requested, so that the survey task can be coordinated with another on-site task, such as the “Area Survey.”

5. The scope of work for this survey is as follows [maps to be provided in both paper and electronic format (typically Auto CADD)]:
