RE: COST PROPOSAL FOR SOIL SAMPLING AND

ANNUAL GROUNDWATER MONITORING

NO SPOT CLEANERS

716 N. FEDERAL HIGHWAY

HALLANDALE BEACH, BROWARD COUNTY, FLORIDA

DEP FACILITY ID NUMBER: ERIC_4066

PROPOSED TASK ASSIGNMENT: DC019C

Dear Mr. McGrane:

WSP USA Inc. (WSP) is pleased to provide the Florida Department of Environmental Protection (DEP) with this cost proposal for soil sampling and annual chlorinated volatile organic compound (VOC) groundwater monitoring activities at the above-referenced site. This proposal includes a description of the proposed scope of services, level of effort sheets for each subtask, and a cost estimate form that summarizes the costs of the proposed services. The proposed scope of services is described below.

SUBTASK 1 PROJECT MANAGEMENT

To facilitate project quality and satisfactory completion of the proposed scope of work, all aspects of this project will be overseen by an experienced project manager. The project manager will be responsible for the schedule, budget, invoicing, project activities, and communications with DEP and the field team. Project management will include coordination of field activities; resource allocation to confirm the work is conducted by qualified professionals in accordance with the project schedule; cost control and tracking of the budget status; and submittal of project invoices in accordance with DEP Waste Site Cleanup Section requirements. The project manager will oversee the work so that it is conducted in a manner that is consistent with the requirements of the DEP-approved task assignment.

SUBTASK 2 SOIL SAMPLING AND ANNUAL GROUNDWATER MONITORING

the current property owner and relevant offsite property owners have an executed Permission to Enter Property agreement with the DEP. WSP will then coordinate with the real property owner, tenant, and offsite property owners

Mr. Patrick McGrane Proposal No. 2025US414622

Florida Department of Environmental Protection June 11, 2025 for access to complete the scope of work. WSP or the DEP will attempt to obtain new or updated Permission to

Enter Property forms from relevant property owners prior to and/or during mobilization to the site, as needed, including the adjacent property to the south.

The location of underground utilities will be identified and marked. Sunshine State One Call, a utility location service provider, will be contacted at least three working days (72 hours) before any subsurface work begins. Given that work will be conducted on private property, Sunshine State One Call might not be able to provide details regarding specific utilities across the entire property. Therefore, WSP will use a private utility location company to locate and map shallow subsurface anomalies present within the soil investigation areas.

Soil Sampling

During the May 14, 2025 site review meeting in Tallahassee, Florida, WSP and DEP agreed to collect one additional soil sample to delineate the horizontal extent of chlorinated VOC contamination in soil at concentrations above applicable soil cleanup target levels for leachability, based on groundwater criteria. Prior soil sampling was conducted in August 2024.

WSP will advance one soil boring (SB009) approximately 20 feet south of SB005. SB009 will be located outside the building as close as possible to the exterior wall. At the soil boring location, WSP will use a decontaminated stainless-steel hand auger to collect discrete soil samples from the ground surface to the top of the water table.

WSP will collect soil samples from 0 to 0.5 feet below ground surface (bgs) and 0.5 to 2.0 feet bgs. If the depth-to-groundwater is greater than 2 feet bgs, then soil samples will be collected in 2-foot intervals to the top of the water table. Since historical exceedances were reported at a depth of 5 feet bgs, WSP will also collect a sample at this depth interval, provided it is above the water table. For reference, the depth-to-groundwater in August 2024 was approximately 3.5 to 5 feet bgs. For cost estimating purposes, WSP has assumed three soil samples at this location.

WSP will collect a primary soil sample from the bottom of each depth interval. WSP will also collect a split soil sample using a 25-gram EnCore sampler. The split samples will be placed on hold pending review of the primary sample results. WSP will place the soil samples on ice and ship the coolers to a Florida Department of Health and

National Environmental Laboratory Accreditation Program-certified fixed-based laboratory, along with the completed chain of custody documentation. The laboratory will analyze the primary samples for chlorinated VOCs using EPA Method 8260B. If the results exceed a DEP SCTL for leachability, based on groundwater criteria, for any constituent, WSP will request DEP approval to analyze the split samples using the Synthetic Precipitation Leaching

Procedure (SPLP), if necessary. For cost estimating purposes, WSP has assumed up to three split samples will be analyzed using the SPLP. The previous soil boring locations and the proposed new soil boring location are shown on the attached Figure 3.

Following soil sampling activities, WSP will fill the boreholes with sand. If the boring was advanced into a concrete or asphalt surface, the borehole will be filled with sand to approximately 6 inches below grade, followed by a layer of concrete or asphalt patch (as appropriate) to match the existing surface.

Groundwater Monitoring

WSP will collect groundwater samples from four monitoring wells. The attached Figures 4 through 8 from the August

2024 sampling event show the monitoring well locations, groundwater flow direction, and chlorinated VOC results for each zone.

Prior to groundwater sampling, the depth-to-groundwater will be measured at accessible monitoring wells using an electronic water level indicator to determine groundwater elevations and flow direction. During the sampling event, the locks and well caps will be inspected for damage or degradation and repaired or replaced, as necessary.

Groundwater sampling activities will be completed in accordance with DEP Standard Operating Procedures (SOPs) for Field Activities (DEP SOP-001/01), dated January 2017 (effective April 16, 2018). Prior to collecting the groundwater sample, each well will be purged and field parameters including temperature, pH, specific conductance, dissolved oxygen, turbidity, and oxidation-reduction potential will be monitored. Purge volumes and field parameters will be recorded on field data sheets, and the field monitoring equipment will be calibrated in

The groundwater samples will be delivered to a Florida Department of Health and National Environmental

Laboratory Accreditation Program certified, fixed-base laboratory along with the completed chain-of-custody documentation. Florida. Upon receipt of the laboratory analytical results, WSP will evaluate the constituent concentrations to determine if off-site notification is required.

The samples will be analyzed as follows:

MW006 X

MW007 X

MW009R X

Deep Zone Surficial Aquifer Wells

Interim Deliverable

Upon completion of Subtask 2, an e-mail deliverable will be submitted which will include copies of the field data sheets, equipment calibration forms, field notes, laboratory analytical report, and laboratory chain-of-custody documentation.

IDW Transportation and Disposal

WSP will containerize the IDW purge water and decontamination water in a 55-gallon drum. WSP will collect a waste characterization sample from the drum for analysis of total VOCs using EPA Method 8260, as shown in the above table. The drum(s) will be temporarily staged onsite, pending waste characterization. For cost-estimating purposes, WSP has assumed that the IDW can be transported and disposed of as non-hazardous waste at an approved facility. The IDW transportation and disposal subcontractor will provide WSP with a non-hazardous waste manifest upon delivery to the disposal facility. WSP estimates one drum of IDW purge water will be generated during the field activities. Given that per- and polyfluoroalkyl substances (PFAS) were detected in groundwater samples collected during the 2023 PFAS screening event, disposal rates will be reflective of PFAS-impacted media.

SUBTASK 3 REPORTING

WSP will prepare a Soil Sampling and Annual Groundwater Monitoring Report that will include a description of the sampling procedures, evaluation of the analytical results; comparison of current to historical data; tabulated summary of the current and historical analytical data; a site map showing the groundwater analytical results; water level elevation information in tables and figures; laboratory analytical data; and conclusions and recommendations.

HEALTH AND SAFETY

WSP will update the existing site-specific Health and Safety Plan for the fieldwork. The work will be completed in safety vests, and steel-toed boots. A safety job briefing will be conducted prior to the start of work activities, and anytime the scope of work or site conditions change.

COST AND SCHEDULE

The estimated cost to complete the proposed scope of work is $18,967.83. WSP anticipates the field event will take place in August 2025. The level of effort sheets and cost estimate form are included in Attachment A. The IDW disposal subcontractor and utility locate quotes are included in Attachment B. The following table summarizes the proposed costs and deliverable schedule.

RE: Utility Locating Services – 716 North Federal Highway, Hallandale Beach, FL

Mr. Spengler, GeoTek Services is pleased to respond to your request for Utility Locating services at 716 North Federal Highway located in Hallandale Beach, Florida. We will scan a 10’ x 10’ area around one proposed bore location with the goal of locating underground utilities. We can only scan the easily accessible open areas for utilities. Note that we cannot scan beneath fixed objects such as vehicles, fencing, or buildings. We will scan as close as reasonably possible to fixed objects such as obstructions, landscaping, etc.

Our deliverable will be marking paint and/or flags indicating the location of potential underground utilities. It is the client’s responsibility to protect and preserve all marks.

We will use both Electromagnetic Induction instruments as well as Ground Penetrating Radar (GPR) to detect objects below the surface. Due to the nature of sub-surface detection and the physical laws governing radio wave propagation, some buried objects may not be detectable due to depth, obscuration, or a weak radar signature. GeoTek Services will use industry standard best practices to locate sub-surface objects, however some objects may not be detectable. Geotek Services does not guarantee that all underground objects can be found. GeoTek Services assumes no liability for any damages.

We request access to any as-built site plans of the scan areas prior to rendering services. Our fixed price quote for this effort is $750.00. No out-of-pocket expenses are expected for this project. This quote is valid for sixty days.
