RE: COST PROPOSAL TO CONDUCT PRELIMINARY ASSESSMENT WITH SAMPLING

ACTIVITIES (Task No. CS01)

FORMER ATLANTIC RV AND AUTO SERVICE SITE

FLAGLER BEACH, FLAGLER COUNTY, FLORIDA

FDEP FACILITY ID NUMBER: ERIC_18447

Dear M , WSP USA Inc., (WSP) is pleased to provide this cost proposal to conduct Preliminary Assessment with Sampling (PAWS) activities at the above-referenced site. This proposal includes a description of the proposed scope of services, level of effort sheets for each subtask, and a cost estimate table that summarizes the costs of the proposed services. The proposed scope of services is described below.

SUBTASK 1 – PROJECT MANAGEMENT

To facilitate project quality and satisfactory completion of the proposed scope of work, all aspects of this project will be overseen by an experienced project manager. The project manager will be responsible for the schedule, budget, invoicing, project activities, and communications with FDEP and the field team.

Project management will include coordination of field activities; resource allocation to confirm the work is conducted by qualified professionals in accordance with the project schedule; cost control and tracking of the budget status; and submittal of project invoices in accordance with FDEP Waste Cleanup Program requirements. The project manager will oversee the work so that it is conducted in a manner that is consistent with the requirements of the FDEP-approved task assignment.

SUBTASK 2 – FIELD SAMPLING PLAN/SITE-SPECIFIC HEALTH AND SAFETY PLAN

This subtask includes the preparation of a Field Sampling Plan/Health and Safety Plan (HASP). This subtask includes the level effort to conduct a review of historical site files, a site visit to assess current site conditions, and to participate in teleconferences to discuss the site and scope of the PAWS. The Plan will include the following: site location and project planning elements; project personnel; brief site background and history; project description; proposed groundwater and soil sampling plan; proposed sample locations figures; data quality objectives; and data generation and acquisition methods. The focus on the investigation will be at areas of potential contamination including the former part’s cleaner locations, former waste oil ASTs and previously noted stained soil locations. The Field Sampling Plan

Ms. Allison Hankins Task No.CS01

Florida Department of Environmental Protection March 8, 2024 will be prepared using the FDEP Sampling Work Plan template recently provided to WSP by FDEP on January 26, 2024.

Per OSHA 1910.120 requirements, WSP will also prepare a site-specific HASP for the fieldwork. The work will be completed in accordance with WSP’s safety policies and procedures. At a minimum, WSP will wear safety glasses, high visibility safety vests, and steel-toed boots.

SUBTASK 3 – PRELIMINARY ASSESSMENT WITH SAMPLING SITE ASSESSMENT

ACTIVITIES

Following authorization to proceed, WSP will coordinate with the real property owner (through FDEP assistance), FDEP and the City of Flagler Beach for property access to complete the scope of work.

WSP will obtain the applicable local, county, and State-required permits prior to implementing the proposed scope of work. Before the initiation of fieldwork, WSP will contact Sunshine 811 for underground utility clearance and marking. A tailgate safety briefing will be conducted prior to the start of work activities, and anytime the scope of work or site conditions change. Per the property owner’s request, site assessment activities were only to be initiated after the Atlantic RV service building had been razed. The building was reportedly razed February 22, 2024, and was subsequently confirmed by WSP later that day. In addition, per the property owners request, any interference by sampling activities to an adjacent business, Sally’s Ice Cream (Lot #9), will be minimized.

Temporary Monitor Well Installation & Groundwater Sampling

Four temporary monitoring wells (TMW01 through TMW04), including a background well (TMW01), will be installed at select locations on and around the former facility to collect groundwater samples to assess groundwater quality conditions at the site (Figure 1). Drilling services will be provided by Probe Domain out of Middleburg, Florida. Two contractor quotes are included in the cost proposal/Level of Effort (CP/LOE) attachment. A third request from Betts Drilling was not returned. All temporary monitoring wells will be installed with the direct-push technology (DPT) rig through 3-inch diameter steel casing, so that their screened interval intersects the water table. Based on nearby petroleum program sites, the water table along the west side of A1A, along the Atlantic Coastal Ridge, is between 15 to 18 feet below ground surface (bgs). Each well will be constructed of 1-inch diameter polyvinyl chloride (PVC) with a 10-foot long, 0.010-inch pre-packed slotted screen. Additional 30/65-grade silica sand will be placed around the well screen. Each well will be completed with a locking expansion cap to ensure sample integrity. After each temporary well is installed, it will be developed/purged until it is sediment free. After the temporary monitoring wells have been sampled and the top-of-casing elevations surveyed (if possible) and depth-to-groundwater measurements collected, they will be removed from the ground and the borings will be grouted to land surface.

Following purging and the stabilization of groundwater chemistry parameters, WSP will collect groundwater samples from the temporary monitoring wells. The attached updated Figure 1 from the January 24, 2024, Teams Scoping meeting, shows the temporary monitor well locations. Prior to groundwater sampling, the depth-to-groundwater will be measured at each of the four well locations using an electronic water level indicator to determine purge volumes, groundwater elevations and flow direction.

Groundwater sampling activities will be completed in accordance with DEP Standard Operating Procedures (SOPs) for Field Activities (DEP SOP-001/01 [FS 2200]), dated January 2017 (effective April 16, 2018). Prior to collecting the groundwater samples, each well will be purged and field parameters including temperature, pH, specific conductance, dissolved oxygen, turbidity, and oxidation-reduction potential will be monitored. Purge volumes and field parameters will be recorded on field data sheets (DEP Form FD 9000-24), and the field monitoring equipment will be calibrated in accordance with the manufacturer’s recommended procedures. The IDW purge water from each well will be dumped onto the ground surface nearest to the well it was purged from after the sample has been collected.

Groundwater samples will be collected using low-flow sampling method. The groundwater samples will be placed in the laboratory-supplied containers, labeled with a unique identification number attached to the outside of the sample container, preserved on ice in a laboratory-provided cooler at a maximum temperature of 4° Celsius, and delivered to the FDEP Central Lab in Tallahassee, Florida, along with the completed chain-of-custody documentation. The coolers, sample containers (including any pre-preserved sample containers) will be provided by the FDEP Central Lab. The groundwater samples will be analyzed for the presence of volatile organic compounds [VOCs] (EPA Method 8260D), Semi-VOCs (EPA Method 8270E), RCRA-8 metals (EPA Method 6010/6020B) and polyfluoroalkyl substances [PFAS] (EPA Method EPA Method 537 or equivalent {i.e., 8327}). The RCRA-8 metals include arsenic, barium, cadmium, chromium, lead, mercury, selenium, and silver. The FDEP Laboratory utilizes its internally developed method (DEP LC-001-3) when analyzing for PFAS. The groundwater samples for PFAS analysis will be collected in accordance with FDEP’s September 2019 draft SOP for PFAS sampling.

WSP will also review EPA’s Groundwater sampling SOP LSASDPROC-301-R6 for PFAS sampling. The PFAS samples will be collected first with the use of dedicated silicone and HDPE tubing. Quality control samples will be collected including a matrix spike/matrix spike duplicate [MS/MSDUP] sample, one duplicate sample, one equipment blank and one trip blank.

Soil Sampling

Soil sampling activities will be completed in accordance with DEP SOPs for Field Activities (DEP SOP- 001/01 [FS 3000]), dated January 2017 (effective April 16, 2018). WSP will advance a series of borings to determine potential soil impacts and collect representative soil samples for laboratory analysis. A total of six soil borings, including a background soil boring, are proposed (see attached Figure 1). The borings will be advanced with a stainless-steel hand auger, or in areas of any remaining concrete, a concrete core drill will be utilized to core through the concrete to allow access to soils for the hand auger. Prior to soil sample collection, the soils from the borings will be screened for organic hydrocarbons with and organic vapor analyzer (OVA) fitted with a photoionization detector (PID) or a flame ionization detector (FID). Those soils exhibiting elevated OVA readings and/or visible soil staining will be targeted for sampling. At each location, soil samples will be gathered from depths of land surface to 1-foot bgs and 1 to 2 feet bgs for confirmation laboratory analysis. As with the groundwater samples, the coolers and sample containers will be provided by the FDEP Central Lab. The samples will be submitted, with the proper Chain of Custody documentation, to the FDEP Central analytical laboratory in Tallahassee for analysis. The soil samples will be analyzed for the presence of VOCs (using EPA Method 5035), Semi- VOCs (EPA Method 8270E), RCRA-8 metals (EPA Method 6010/6020B) and PFAS (per ASTM D7968- 17a/EPA Method 537 or equivalent {i.e., 8321}]). The FDEP Laboratory utilizes its internally developed method (DEP LC-001-3) when reporting PFAS results. The soil samples for PFAS analysis will be collected in accordance with FDEP’s September 2019 SOP. WSP will also review EPA’s Soil Sampling SOP LSASDPROC-300-R5 for PFAS sampling. Quality control samples will be collected including a MS/MSDUP sample, two duplicate samples and one equipment blank.

Interim Deliverable

Upon completion of Subtask 3, an e-mail deliverable will be submitted for the field data sheets, equipment calibration forms, field notes and pictures.
