RE: COST PROPOSAL FOR INITITAL NOTICE OF CONTAMINATION
PACKAGE AND PROPOSED PATH FORWARD REPORT
PORT OF FORT PIERCE
101 PORT AVENUE
FORT PIERCE, ST. LUCIE COUNTY, FLORIDA
DEP FACILITY ID NUMBER: ERIC_15269
Dear Ms. Johnson:
Golder Associates USA Inc. (Golder) is providing the Florida Department of Environmental Protection (DEP) with this cost proposal to an Initial Notice of Contamination (INOC) package and a Proposed Path Forward Report for the above-referenced site. This proposal includes a description of the proposed scope of services, level of effort sheets for each subtask, and a cost estimate form that summarizes the costs of the proposed services. The proposed scope of services is described below.
RECENT SITE HISTORY
The Port of Fort Pierce (former King Maritime Group) site is a 12.87-acre industrial property consisting of multiple parcels owned by St. Lucie County. The site is leased by Derecktor Shipyards and is currently used to repair and refit mega-yachts. Historical site operations include citrus product processing and packaging, as well as the maintenance, fueling, and repair of vehicles, equipment, and maritime vessels. Railroad spur lines reportedly crossed the site in several areas but are no longer present.
Tetra Tech Inc. (Tetra Tech) has completed three phases of site assessment activities as part of the Targeted Brownfields Assessment. Soil and groundwater contamination has been identified onsite and offsite at concentrations above FDEP Cleanup Target Levels (CTLs). Tetra Tech’s most recent assessment report (Phase III Targeted Brownfields Assessment Report, dated April 20, 2022) is currently under FDEP review. The FDEP has requested that Golder prepare an Initial Notice of Contamination (INOC) Beyond Property Boundaries package pursuant to Chapter 62-780.220, F.A.C. and to prepare a Proposed Path Forward Report for the site.
SUBTASK 1 – PROJECT MANAGEMENT
To facilitate project quality and satisfactory completion of the proposed scope of work, all aspects of this project will be overseen by an experienced project manager. The project manager will be responsible for the schedule, budget, Ms. Megan Johnson Proposal No. 202208350
Florida Department of Environmental Protection May 6, 2022 invoicing, project activities, and communications with DEP and the field team. Project management will include coordination of field activities; resource allocation to confirm the work is conducted by qualified professionals in accordance with the project schedule; cost control and tracking of the budget status; and submittal of project invoices in accordance with DEP requirements. The project manager will oversee the work so that it is conducted in a manner that is consistent with the requirements of the DEP-approved task assignment.
SUBTASK 2 – INOC BEYOND PROPERTY BOUNDARIES PACKAGE
Golder will submit an INOC Beyond Property Boundaries package to the FDEP pursuant to Chapter 62-780.900, F.A.C. The package will include the following:
▪ DEP Form # 62-780.900 (1)
▪ Completed and separate data tables by medium (groundwater, soil, surface water, or sediment) that list sampling locations; dates; names of contaminants detected above CTLs; their corresponding CTLs; the contaminant concentrations; and whether the CTL is based on health or nuisance, organoleptic, or aesthetic concerns
▪ Applicable laboratory analytical reports
▪ A site vicinity map showing the locations, dates, and types of samples collected, the laboratory analytical results for each sample, and the property boundaries for the property at which site rehabilitation was initiated and the real properties at which contamination was discovered
Golder will submit the INOC Beyond Property Boundaries package as an interim e-mail deliverable. Golder assumes relevant property information can be obtained using the St. Lucie County property appraiser’s database.
SUBTASK 3 – PROPOSED PATH FORWARD REPORT
This subtask includes the preparation of a Proposed Path Forward Report, which will include the following:
▪ Site location and description
▪ Operational history
▪ A summary of previous assessment and remedial activities
▪ Known site geology and hydrogeology
▪ Recommendation for a proposed path forward for future site assessment (if necessary) and remediation activities
Information included in this report will be obtained from readily accessible files located on the FDEP Consolidated OCULUS System database.
COST AND SCHEDULE
The estimated cost to complete the scope of work is $8,700.79. The LOE/CEF cost sheets are included in Attachment A. The following table summarizes the proposed costs and deliverable schedule.
