SUBJECT: Negotiation Summary Task Assignment DC027D (HW685)
DATE: May 3, 2024
This Task Assignment authorizes WSP USA Inc. (WSP) to conduct Annual Groundwater Monitoring and
Quarterly Underground Injection Control (UIC) Performance Monitoring at the Dixie Cleaners site.
The total cost for this project is $37,546.62 with 196 total labor hours. All work is to be completed in accordance with the April 30, 2024, Scope of Work.
WSP may invoice according to the included schedule.
Subtask 1:
Project Management is automatically calculated as a percentage of total labor in accordance with
Contract HW685.
Subtask 2:
WSP will mobilize to the Dixie Cleaners site to conduct an initial baseline sampling event (characterized as
Annual Monitoring & first quarterly sampling event). A total of 34 monitoring / injection wells will be sampled and analyzed for chlorinated VOCs using EPA Method 8260D. Additionally, the three wells selected for UIC monitoring (MW028, MW034, and MW040) will be analyzed for UIC parameters. MW034 will also be analyzed for Methane, Ethane, and Ethene (MEE) via RSK174. A full list of the wells to be sampled, their respective analysis methods, and screened intervals can be found in Table 8 of the included Scope of Work.
Subtask 3:
Approximately four months following the initial sampling event, WSP will mobilize to collect groundwater samples from the three selected UIC monitoring wells. All three will be analyzed for Total Recoverable
Petroleum Hydrocarbons (TRPHs) via FL-PRO. MW034 will be analyzed for MEE via RSK174. All
Investigative Derived Waste (IDW) will be stored temporarily onsite, containerized in 55-gallon drums.
Sampling during Subtask 2 is estimated to require two 55-gallon drums of IDW. The following quarterly events are estimated to require only one 55-gallon drum of.
After the completion of each of the five sampling events, the selected IDW subcontractor will mobilize to the site for transport and disposal of the 55-gallon drum(s). Due to previous occurrences of drums being stolen / vandalized in the surrounding area and historical IDW VOC concentrations seen in past events, the FDEP and WSP agreed it would be best for IDW drums to be disposed of following each event.
Subtask 4-5:
The subsequent two quarterly sampling events will be completed in the same fashion as described in
Subtask 3, each spaced 4 months apart.
Subtask 6:
Following the completion of all four quarterly groundwater sampling events, WSP will submit an Annual
Groundwater Report summarizing their findings with updated analytical results and tables as well as conclusions and recommendations based on the most recent data.

RE: COST PROPOSAL FOR FORMER DIXIE CLEANERS
2024 QUARTERLY UIC AND ANNUAL GROUNDWATER MONITORING
10500 SAN JOSE BOULEVARD
JACKSONVILLE, DUVAL COUNTY, FLORIDA
FACILITY ID NUMBER: ERIC_4531
PROPOSED TASK ASSIGNMENT: HW685_DC027D
Dear Mr. McGrane:
WSP USA Inc. (WSP) is pleased to provide the Florida Department of Environmental Protection (DEP) with this cost proposal for groundwater monitoring at the former Dixie Dry Cleaners site, located in Jacksonville, Duval
County, Florida. This proposal includes a description of the proposed scope of services, level of effort (LOE) sheets for each subtask, and a Cost Estimate Form (CEF) that summarizes the costs of the proposed services. The proposed scope of work is based on WSP recommendations provided in the Interim Source Removal Report, submitted to the DEP in March 2024.
In October 2023, WSP supervised the excavation of an approximately 340 square foot square area of soil to a depth of 3 feet bgs, which was approximately 1 to 2 feet below the water table. A total of 68.38 tons of soil were excavated during ISR activities that were transported to a certified landfill for proper disposal. During soil remediation, WSP applied soil amendments to the base of the excavation via a temporary point and to three existing injection wells adjacent to the excavation to stimulate enhanced bioremediation of any residual chlorinated volatile organic compounds (VOCs) in shallow groundwater.
Post-remediation groundwater sampling results from three shallow monitoring wells (MW028, MW034, and MW040) indicated that chlorinated compounds PCE, TCE, DCE, and Vinyl Chloride were present in groundwater at the site at concentrations above the FDEP groundwater cleanup target levels and Natural Attenuation Default
Concentrations in monitoring well MW034. Groundwater flow in the shallow zone of the surficial aquifer was to the southeast during June 2022.
WSP recommended a full annual sampling event (baseline) followed by three quarterly monitoring events. The proposed groundwater monitoring program is shown in Table 8 from the March 2024 ISR report.
Mr. Patrick McGrane Proposal No. 2024US260507
Florida Department of Environmental Protection April 23, 2024
SUBTASK 1 PROJECT MANAGEMENT
To facilitate project quality and satisfactory completion of the proposed scope of work, all aspects of this project will be overseen by an experienced project manager. The project manager will be responsible for the schedule, budget, invoicing, project activities, and communications with DEP and the field team. Project management will include coordination of field activities; resource allocation to confirm the work is conducted by qualified professionals in accordance with the project schedule; cost control and tracking of the budget status; and submittal of project invoices in accordance with DEP Drycleaning Solvent Cleanup Program requirements. The project manager will oversee the work so that it is conducted in a manner that is consistent with the requirements of the DEP-approved
Task Assignment.
SUBTASKS 2 THROUGH 5 BASELINE and QUARTERLY GROUNDWATER
MONITORING EVENTS
WSP will mobilize to the site during the initial baseline sampling event and on a quarterly basis thereafter (tentatively
June, September, December 2024, and March 2025). Groundwater samples will be collected in accordance with the DEP-approved performance monitoring plan (Table 8) along with Underground Injection Control (UIC) parameters when applicable. Groundwater samples will be collected from the wells in accordance with FDEP
Standard Operating Procedures (SOPs) for Field Activities (DEP SOP-001/01), dated January 2017 (effective
April 16, 2018).
Groundwater sampling will be performed using low-flow sampling methods. Prior to collecting groundwater samples, depths to water will be measured at wells to be sampled using an electronic water level indicator to determine groundwater elevations and flow directions. The wells will then be purged and field parameters including temperature, pH, specific conductance, dissolved oxygen, turbidity, and oxidation-reduction potential will be monitored. Purge volumes and field parameters will be recorded on field data sheets, and the field monitoring events, WSP will inspect the locks and well caps for damage or degradation and replaced, as necessary.
The attached figures (Figures 6 through 8) show the chlorinated VOC results and monitoring well locations in the shallow, intermediate, and deep zones of the surficial aquifer. During the initial baseline sampling event, groundwater samples will be collected from 34 designated wells comprised of 10 shallow zone, 10 intermediate zone, and four deep zone monitoring wells, and 10 injection wells in accordance with Table 8 provided. During the three subsequent quarterly monitoring events, groundwater samples will be collected from MW028, MW034, and
MW040 for analysis of the UIC parameter TRPH using the FL-PRO Method. In addition, the groundwater sample collected from MW034 will be analyzed for dissolved gases (methane, ethane, and ethene) using Method RSK 174.
The groundwater samples will be placed in laboratory-supplied containers, labeled with a unique identification number attached to the outside of the sample container, preserved on ice in a laboratory-provided cooler at a maximum temperature of four degrees Celsius, and delivered to a Florida Department of Health and
National Environmental Laboratory Accreditation Program certified fixed-base laboratory along with the completed chain-of-custody documentation to be analyzed in accordance with Table 8 attached.
WSP will temporarily store the investigation-derived waste (IDW) purge water generated from each groundwater sampling event in a 55-gallon steel drum(s). A waste characterization sample will be collected from the IDW drum(s) for analysis of the full list VOCs using EPA Method 8260 during the baseline sampling event for IDW characterization. This laboratory data will be used for waste characterization during the second, third, and fourth
