RE: COST PROPOSAL FOR ORMOND BEACH CLEANERS
ANNUAL GROUNDWATER MONITORING
1482 WEST GRANADA BOULEVARD, SUITE 610
ORMOND BEACH, VOLUSIA COUNTY, FLORIDA
FACILITY ID NUMBER: ERIC_5511
PROPOSED TASK ASSIGNMENT: HW685_DC007A
Dear Mr. Grubbs:
Golder Associates USA Inc. (Golder) is pleased to provide the Florida Department of Environmental Protection (DEP) with this cost proposal for groundwater monitoring at the Ormond Beach Cleaners site, located in Ormond Beach, Volusia County, Florida. This proposal includes a description of the proposed scope of services, level of effort (LOE) sheets for each subtask, and a Cost Estimate Form (CEF) that summarizes the costs of the proposed services. The proposed scope of services is described below. The scope of work is based on the recommendations accepted by the DEP in the April 16, 2021, 2019 electronic mail correspondence to WSP.
SUBTASK 1 – PROJECT MANAGEMENT
To facilitate project quality and satisfactory completion of the proposed scope of work, all aspects of this project will be overseen by an experienced project manager. The project manager will be responsible for the schedule, budget, invoicing, project activities, and communications with DEP and the field team. Project management will include coordination of field activities; resource allocation to confirm the work is conducted by qualified professionals in accordance with the project schedule; cost control and tracking of the budget status; and submittal of project invoices in accordance with DEP Drycleaning Solvent Cleanup Program requirements. The project manager will oversee the work so that it is conducted in a manner that is consistent with the requirements of the DEP-approved task assignment.
SUBTASK 2 – ANNUAL GROUNDWATER MONITORING
Golder will collect groundwater samples from seven monitoring wells (MW001 through MW007). The monitoring wells are screened within the shallow surficial aquifer zone (screen intervals at 2-12 or 4-14 feet below ground surface [bgs]) with the exception of MW003 (screen interval at 15-25 feet bgs) and MW007 (screen interval
Mr. Ben Grubbs Proposal No. 202208346
Florida Department of Environmental Protection March 16, 2022 at 30-40 feet bgs). The attached figures (Figures 3 and 4) from the March 2021 annual groundwater monitoring report showing the monitoring well locations, potentiometric map for the shallow of the surficial aquifer and chlorinated volatile organic compound (VOC) results for the shallow zone of the surficial aquifer.
Prior to groundwater sampling, the depth to groundwater will be measured at accessible monitoring well locations (MW001 through MW007) using an electronic water level indicator to determine groundwater elevations and flow direction. During the sampling event, the locks and well caps will be inspected for damage or degradation and repaired or replaced as necessary. Groundwater samples will be collected from the wells in accordance with DEP Standard Operating Procedures (SOPs) for Field Activities (DEP-SOP-001/01) dated January 2017 (effective April 16, 2018). Prior to collecting the groundwater sample, each well will be purged and field parameters including temperature, pH, specific conductance, dissolved oxygen, turbidity, and oxidation-reduction potential will be monitored. Purge volumes and field parameters will be recorded on field data sheets, and the field monitoring equipment will be calibrated in accordance with the manufacturer’s recommended procedures.
Groundwater samples will be collected using low flow sampling methods. The groundwater samples will be placed in laboratory-supplied containers, labeled with a unique identification number attached to the outside of the sample container, preserved on ice in a laboratory-provided cooler at a maximum temperature of four degrees Celsius, and delivered to a Florida Department of Health and National Environmental Laboratory Accreditation Program-certified fixed-base laboratory along with the completed chain-of-custody documentation to be analyzed for chlorinated VOCs using EPA Method 8260B.
Golder will temporarily store the investigation derived waste (IDW) purge water generated from the groundwater sampling event in a 55-gallon steel drum(s). A waste characterization sample will be collected from the IDW drum(s) for analysis of total VOCs using EPA Method 8260. If the waste characterization sample is acceptable to the disposal subcontractor, the IDW drum(s) will be picked up and transported to a facility for proper disposal. A non-hazardous waste manifest will be provided by the disposal subcontractor upon delivery to the disposal facility.
Upon completion of Subtask 2, an e-mail deliverable will be submitted and include copies of the field data sheets, equipment calibration forms, field notes, laboratory analytical report, and laboratory chain-of-custody documentation.
SUBTASK 3 – REPORTING
The annual groundwater monitoring report will include a description of sampling procedures, evaluation of analytical results, comparison of current to historical data, tabulated summary of the current and historical analytical data, a site map showing the groundwater analytical results, water level elevation information in tables and figures, laboratory analytical data, conclusions, and recommendations. Golder will update the DEP GIS tables with the new water level data, field parameter measurements, and VOC data; run the DEP data checker on the completed tables;
and submit the updated tables and error report. Additionally, Golder will forward Automated Data Processing Tool (ADaPT) data deliverables provided by the laboratory for each groundwater sampling event.
HEALTH AND SAFETY
Golder will prepare a site-specific Health and Safety Plan for the field work. The work will be completed in accordance with Golder’s safety policies and procedures. At a minimum, Golder will wear safety glasses, high visibility safety vests, and steel-toed boots. A safety job briefing will be conducted prior to the start of work activities, and anytime the scope of work or site conditions change.

We are not going to provide annual Pricing for the Statewide Contract . After reviewing the scope with my partners and the variability with respect to disposal costing and ever changing fuel costs, we feel we can not bid this work given the current uncertainty in the market. We would be please to bid this work on a casa by case basis.
