HW685 DC014B
This Task Assignment authorizes WSP to conduct groundwater monitoring activities in accordance with the April 11, 2023, Scope of Work, Cost Estimate, and Bid Documentation.
Subtask 1: Project Management An automatic calculation based upon total direct labor hours determines the labor hours within this subtask.
Subtask 2: Modified Active Gas Investigation WSP will core through the concrete slab inside the building and advance one soil boring at the proposed new MAGS well location (VW005). Soil samples will be collected from the wells in accordance with DEP Standard Operating Procedures (SOPs) for Field Activities (DEP SOP-001/01), dated January 2017 (effective April 16, 2018). WSP will convert the soil boring into a MAGS well (VW005) for subsequent use during the MAGS investigation. WSP will complete the MAGS investigation to evaluate the presence and locations of potential source areas and to identify locations and analyses for additional discrete soil sampling. This will involve fitting a regenerative blower (Fuji Electric Model VFC508P-2T, 2.5 hp, single phase) to a MAGS well to extract soil vapor from vadose zone soil. Bloodhound was selected as the lowest responsive and responsible bidder, out of the bids requested for, and would be used for utility location.
Subtask 3: Reporting WSP will submit Modified Active Gas Investigation Report deliverables to FDEP.
WSP and the FDEP confirmed on April 20, 2023, that an Access Agreement with the current real property owner of the Drycleaning Art Inc (ERIC_4061) site has been executed.
The FDEP Project Manager agrees to the scope of work and final cost associated with this Task Assignment. The final cost for this Task Assignment is $17,096.75 with 102 labor hours.
Printed on recycled paper.

Blood Hound strives to provide quality and accurate locating services to its customers and uses several different methods and forms of equipment to locate private facilities but, due to the nature of the work, perfection is neither possible nor guaranteed. By retaining Blood Hound’s services, the Customer acknowledges, understands, and agrees to be bound by the terms, conditions, and limitations in this document. These Terms, Conditions, and Limitations are a condition of Blood Hound’s willingness to perform work for Customer.
Factors Impacting Reliability of Locating Services
Factors beyond ’s control can impact the effectiveness of Blood Hound’s efforts, including but not limited to:
Target Utility Composition – Electromagnetic (EM) locating is effective only if the target utility is composed of continuous conductive material.
Plastic, concrete, clay, or other non-conductive materials cannot be located using EM techniques. In addition, some metals (for example, cast iron) are not highly conductive and some pipes are gasketed resulting in non-continuous conductive material, which makes locating using EM techniques difficult and potentially unreliable. Similarly for Ground Penetrating Radar (GPR), electrostatic reflectivity of a target will impact the effective identification. Lightweight target material, such as PVC, are generally more transparent to radio waves and will reflect a substantially smaller percentage of the radiated signal making effective interpretation more difficult. Some materials are completely transparent to radio waves and can only be identified if a conductive material (i.e. water) is contained within the target facility.
Shielding of Target Utility– Unshielded lines directly buried in the soil (often water, sewer, and gas facilities) can be problematic to locate, especially for significant distance due to the continuous loss of transmitted signal directly to the ground. The greater the distance between the transmitter and the location point on an unshielded line, the more degraded the signal will be.
Conductive Pathway to Ground – EM locating is accomplished by creating a complete circuit; the transmitted signal must be able to return to ground. An open circuit is generally much more difficult to locate since the circuit is not complete, and the emitted signal cannot return to ground resulting in an unreliable and inaccurate locate.
Depth – For both EM and GPR locating, deeper facilities are inherently more difficult to locate due to the distance through the soil to the receiver at the surface. Similarly, shielding between the target utility and the receiver can affect the signal reception and create a loss of signal.
Subsurface Material / Soil Composition / Moisture Content– Soil composition and subsurface material is the most important factor impacting the effectiveness of GPR. The more conductive the subsurface material, the less effective the GPR survey will be. GPR works best in sandy soils, and is least effective in heavy clay soils or where the subsurface material contains a large volume of highly conductive backfilled debris or material (i.e.
metal scraps or slag sand). As a general rule, the smaller the particulate matter that the subsurface material is composed of, the greater the inhibiting effect on the GPR signal. Water, when combined with dissolved ions (salt) has an inhibiting effect on GPR signals, and signals can often not effectively penetrate saturated soil material, when the soil is slightly conductive. The addition of more water increases the conductivity of the soil and more significantly inhibits effective signal penetration.
Target Size – The smaller the target facility, the lower the probability of successful identification of the target during a GPR survey. The smaller the target, the less of a signal that will be reflected, decreasing the probability of a positive identification of the subsurface target. As a general (but not absolute) rule of thumb, for every 1 foot of depth you must have 1 inch in diameter in order to be observable. For example, a 3” diameter pipe must be less than 3 feet below grade in order to be observable during a GPR survey.
Surface Materials and Obstructions – The presence of surface metal, including vehicles, fences, and debris, can swamp other readings and prevent the identification of subsurface targets. In addition, the presence of rebar reinforcement within concrete can have a similar effect and prevent identification of other structures.
Customer Responsibilities
REGARDLESS OF THE SCOPE OF BLOOD HOUND’S WORK, CUSTOMER MUST COMPLY WITH AND FOLLOW THE APPLICABLE
STATE’S ONE CALL LAW BEFORE BEGINNING EXCAVATION. HIRING BLOOD HOUND DOES NOT REPLACE CUSTOMER’S
LEGAL OBLIGATION TO COMPLY WITH STATE LAW.
Customer represents and warrants that it is the owner of the facilities that Customer is hiring Blood Hound to locate.
Customer must provide Blood Hound with all information in its possession, custody, and control regarding the target facilities. This includes, but is not limited, all facility maps and prints (regardless of whether customer can guarantee the accuracy of such documents) and any anecdotal information regarding facility locations and paths. Providing all available information increases the likelihood of success of Blood Hound’s locating efforts, and failing to disclose available information increases the likelihood that facilities will either be missed or mis-located.
Customer must identify and provide Blood Hound access to any and all available facility access points, including but not limited to manholes, hand holes, transformers, cleanouts, tracer wires, service entrances, electric switchgears, electric sectionalizing cabinets, electric meters, test valves, and test stations. Failing to identify known access point and/or failing to provide Blood Hound with access to those access points increases the likelihood that facilities with either be missed or mis-located.
Customer understands that facility markings are not always precise, and Customer and any excavator utilized by Customer will expose all marked facilities prior to excavation, and will use soft excavation techniques anywhere within twenty-four (24) inches of a facility path marked by Blood
Hound.
Once markings are placed, Customer and any excavator utilized by Customer are responsible for ensuring that all marks are maintained and not destroyed or altered. If marks are destroyed or altered, Customer should contact Blood Hound for re-markings at an additional cost to Customer.
If Customer or any excavator utilized by Customer believe any facility has been missed or mis-marked, Customer will immediately notify Blood
Hound and cease all excavation activity until Blood Hound responds to the site.
Customers will pay invoices within thirty (30) days of receipt, or such earlier time if agreed to by Customer and Blood Hound. If customer fails to do so, Customer is obligated to pay reasonable interest at a rate of 1.5% per month, and shall be responsible for all costs of collection that Blood
Hound incurs, including collection agency fees, attorney fees, court costs, and any other costs of collection.

RE: Utility Locating Services – Dry Cleaning Art located in Hollywood, Florida
Mr. Sider, GeoTek Services is pleased to respond to your request for Utility Locating services at Dry Cleaning Art located in Hollywood, Florida. We will scan a 10’ x 10’ area around the one proposed bore location with the goal of locating underground utilities. We can only scan the easily accessible open areas for utilities. Note that we cannot scan beneath fixed objects such as landscaping, fencing, buildings. We will scan as close as reasonably possible to fixed objects such as walls, landscaping, fences, etc. Our deliverable will be marking paint and/or flags indicating the location of potential underground utilities. It is the client’s responsibility to protect and preserve all marks.
We will use both Electromagnetic Induction instruments as well as Ground Penetrating Radar (GPR) to detect objects below the surface. Due to the nature of sub-surface detection and the physical laws governing radio wave propagation, some buried objects may not be detectable due to depth, obscuration, or a weak radar signature. GeoTek Services will use industry standard best practices to locate sub-surface objects, however some objects may not be detectable. Geotek Services does not guarantee that all underground objects can be found. GeoTek Services assumes no liability for any damages.
We request access to any as-built site plans of the scan areas prior to rendering services. Our fixed price quote for this effort is $650.00. No out-of-pocket expenses are expected for this project. This quote is valid for sixty days.

April 11, 2023 Proposal No. 202208346
Mr. Opeyemi Kehinde Florida Department of Environment Protection Division of Waste Management Waste Site Cleanup Section 2600 Blair Stone Road, MS 4520 Tallahassee, FL 32399-2400
RE: COST PROPOSAL FOR MODIFIED ACTIVE GAS SAMPLING INVESTIGATON
DRYCLEANING ART INC.
3337 SHERIDAN STREET
HOLLYWOOD, BROWARD COUNTY, FLORIDA
FACILITY ID NUMBER: ERIC_4061
PROPOSED TASK ASSIGNMENT: HW685_DC014B
Dear Mr. Kehinde:
WSP USA Inc. (WSP) is pleased to provide the Florida Department of Environmental Protection (DEP) with this cost proposal for completing a Modified Active Gas Sampling (MAGS) Investigation at the above-referenced site.
The 2016 Site Assessment Report indicated that tetrachloroethene (PCE) was reported in soil at concentrations above the Soil Cleanup Target Level for leachability, based on groundwater criteria; however, split sample results analyzed using the Synthetic Precipitation Leaching Procedure (SPLP) were below the Groundwater Cleanup Target Level (GCTL). MAGS results appeared to indicate a PCE source below the slab associated with the drycleaning machine. No active remediation has taken place, as the site was an active PCE drycleaner. In November 2019, the operators reportedly transitioned to petroleum-based solvents. The site location is shown on Figure 1.
In an e-mail dated September 14, 2022, the DEP requested confirmation that the previously installed MAGS wells were still in place and that WSP complete an additional MAGS investigation. On January 31, 2023, WSP staff visited the site and confirmed that existing MAGS wells VW001, VW002, VW003, and VW004 were still in place. This proposal includes a description of the proposed scope of services, level of effort (LOE) sheets for each subtask, and a Cost Estimate Form (CEF) that summarizes the costs of the proposed services.
SUBTASK 1 – PROJECT MANAGEMENT
To facilitate project quality and satisfactory completion of the proposed scope of work, all aspects of this project will be overseen by an experienced project manager. The project manager will be responsible for the schedule, budget, invoicing, project activities, and communications with DEP. Project management will include coordination of field activities; resource allocation to confirm the work is conducted by qualified professionals in accordance with the project schedule; cost control and tracking of the budget status; and submission of project invoices in accordance
Mr. Opeyemi Kehinde Proposal No. 202208346
Florida Department of Environment Protection April 11, 2023 with DEP Waste Site Cleanup Section requirements. The project manager will be responsible for seeing that the work is conducted in a manner that is consistent with the requirements of the DEP-approved task assignment.
SUBTASK 2 – MODIFIED ACTIVE GAS INVESTIGATION
Utility Location Following authorization to proceed, WSP will coordinate with the real property owner for access to complete the scope of work. WSP will obtain the applicable local, county, and state-required permits before implementing the proposed scope of work. The location of underground utilities will be identified and marked. Sunshine State One Call, a utility location service provider, will be contacted at least three working days (72 hours) before any subsurface work begins. Given that work will be conducted on private property, Sunshine State One Call might not be able to provide details regarding specific utilities in the area where assessment activities will be conducted. Therefore, WSP will use a private utility location company to locate and map shallow subsurface anomalies present within the proposed assessment areas.
Soil Sampling WSP will core through the concrete slab inside the building and advance one soil boring at the proposed new MAGS well location (VW005). WSP will use a stainless-steel hand auger to collect discrete soil samples from the 0 to 0.5 feet below ground surface (bgs) and 0.5 to 2.0 feet bgs depth intervals. WSP will collect a primary soil sample from the bottom of each depth interval (0.5 feet bgs and 2.0 feet bgs). WSP will also collect a split soil sample using a 25-gram EnCore sampler. The split samples will be placed on hold pending a review of the primary sample results. The anticipated depth-to-groundwater, based on the June 2022 annual groundwater monitoring event, is between 2 and 3 feet bgs. The proposed MAGS well location is shown on the attached Figure 2.
Soil samples will be collected from the wells in accordance with DEP Standard Operating Procedures (SOPs) for Field Activities (DEP SOP-001/01), dated January 2017 (effective April 16, 2018). WSP will place the soil samples on ice and ship the coolers to a Florida Department of Health and National Environmental Laboratory Accreditation Program-certified fixed-based laboratory, along with the completed chain of custody documentation. The laboratory will analyze the primary samples for chlorinated volatile organic compounds (VOCs) using EPA Method 8260B.
If the results exceed a DEP Soil Cleanup Target Level for leachability, based on groundwater criteria, for any constituent, WSP will request DEP approval to analyze the split samples using the SPLP, if necessary. The cost for the SPLP extraction and subsequent chlorinated VOC analysis is not included in this proposal and a Work Change Directive will be completed if this testing is necessary after consulting with the DEP.
MAGS Well Installation WSP will convert the soil boring into a MAGS well (VW005) for subsequent use during the MAGS investigation. WSP has assumed a 20-foot vacuum radius of influence (ROI) for the purposes of MAGS well spacing. The MAGS well will be constructed of 2-inch diameter, Schedule 40 PVC with a 0.010-inch machine-slotted screen. The bottom of the well screen will be set approximately 1 foot above the water table. Based on an anticipated depth-to-groundwater of 2 to 3 feet bgs, WSP has assumed the MAGS well will be screened from 1.0 to 2.0 feet bgs for cost-estimating purposes.
Following installation of the MAGS well, WSP will fill the annular space in the borehole with 20/30 grade silica sand to a level approximately 0.5 feet above the top of the well screen. WSP will then add a layer of bentonite grout to the surface to create a seal. Each of the risers will be cut just below final grade and capped with a water-tight expandable locking plug. The MAGS well will be housed within a steel manhole cover and completed at the surface within a flush-mounted concrete pad.
MAGS Investigation WSP will complete the MAGS investigation to evaluate the presence and locations of potential source areas and to identify locations and analyses for additional discrete soil sampling. The results may also be used for a full-scale soil vapor extraction system design, if warranted. The site is an active drycleaner (petroleum-based solvents);
therefore, the testing will be conducted when the drycleaner is not busy.
The MAGS investigation will involve fitting a regenerative blower (Fuji Electric Model VFC508P-2T, 2.5 hp, single phase) to a MAGS well to extract soil vapor from vadose zone soil. WSP will analyze the extracted soil vapor using an OVA-PID and/or Draeger colorimetric detector tubes. The blower will be capable of a flow rate of 154 standard cubic feet per minute at a vacuum of 80 inches of water (inches H20) under ideal conditions. A portable generator will supply power to the blower. The connection between the MAGS wellhead and blower will be made using 2-inch or 4-inch diameter vacuum-rated flexible PVC tubing and Schedule 40 PVC pipe. Vacuum gauges, a flowmeter, filter, and sample ports will be installed in line.
WSP will test each of the MAGS wells (VW001 through VW005) for an estimated 30 minutes to one hour. At a minimum of one location, WSP will perform step-increase vacuum tests, which will consist of a low, medium, and high vacuum setting. WSP will measure subsurface vacuum pressure at varying distances from the primary extraction points using nearby MAGS wells and monitoring wells, provided the monitoring well screen is sufficiently exposed, to evaluate subsurface flow characteristics. This data will be used to estimate the effective field ROI, soil permeability, hydraulic conductivity, pore volume, and purge time. The project engineer will perform calculations during the field event to confirm the time required to evaluate one pore volume of soil vapor based on the measured ROI and actual vapor flow rate. Based on these calculations, the time that vapor is extracted at each MAGS well will be adjusted accordingly. An OVA-PID and colorimetric detector tubes will be used to monitor soil vapor extracted from the MAGS sampling point.
Near the end of the MAGS extraction at each location, one soil vapor sample will be collected to provide a general assessment of the types and concentrations of remaining chlorinated solvents in soil. The samples will be collected in a Summa Canisters (Tedlar bags if Summa Canisters are not available) and submitted to a fixed-base laboratory for VOC analysis using EPA Method TO-15.
Interim Deliverable for Subtask 2 Upon completion of Subtask 2, an e-mail deliverable will be submitted and include copies of the field data sheets, equipment calibration forms, field notes, laboratory analytical report, and laboratory chain-of-custody documentation.
SUBTASK 3 – REPORTING
Upon completion of field activities, WSP will prepare a MAGS Investigation Report documenting the soil sampling and MAGS investigation results. The report will include a description of the field investigation and sampling procedures, evaluation of the analytical results, tabulated summary of the current and historical soil analytical data, MAGS results, tables, figures, conclusions, and recommendations.
HEALTH AND SAFETY
WSP will prepare a site-specific Health and Safety Plan for the field work. The work will be completed in accordance with WSP safety policies and procedures. At a minimum, WSP will wear safety glasses, high visibility safety vests, and steel-toed boots. A safety job briefing will be conducted prior to the start of work activities, and anytime the scope of work or site conditions change.
COST AND SCHEDULE
The estimated cost to complete the proposed scope of work is $17,096.75. WSP anticipates that the MAGS investigation can be completed in one day. The LOE/CEF sheets are included in Attachment A. The subcontractor bids are included in Attachment B. The following table summarizes the proposed costs and deliverable schedule.
