April 7, 2022 Proposal No. 202208350.R1

Ms. Megan Johnson Florida Department of Environmental Protection 2600 Blair Stone Road, MS 4520 Tallahassee, FL 32399-2400

RE: COST PROPOSAL FOR INTERIM SOURCE REMOVAL WORK PLAN

FORMER SLICK’S GARAGE

904 4TH STREET WEST

PALMETTO, MANATEE COUNTY, FLORIDA

DEP FACILITY ID NUMBER: ERIC_7517

BROWNFIELDS SITE ID: BF411201004

Dear Ms. Johnson:

Golder Associates USA Inc. (Golder) is providing the Florida Department of Environmental Protection (DEP) with this cost proposal to develop an Interim Source Removal (ISR) Work Plan for the above-referenced site. This proposal includes a description of the proposed scope of services, level of effort sheets for each subtask, and a cost estimate form that summarizes the costs of the proposed services. The proposed scope of services is described below.

RECENT SITE HISTORY

The site is owned by the City of Palmetto (City) and consists of approximately 1.93 acres of commercially developed, but unoccupied land (Parcel ID 2747600050911). The City executed a Brownfields Site Rehabilitation Agreement (BSRA) for this site December 6, 2019 (Brownfields Site ID BF411201004) and is listed as the Person Responsible for Brownfields Site Rehabilitation. On September 7, 2021, the DEP and U.S. Environmental Protection Agency approved the City’s Targeted Brownfields Assessment/Site Specific Activities application to assist with cleanup activities at the site. The DEP designated Golder to develop and implement an ISR Work Plan to address contaminated soil identified during site assessment activities previously completed on behalf of the City. A brief summary of the previously completed site assessment activities is provided below.

Following its 2018 Phase I Environmental Site Assessment Report, Cardno completed site assessment activities on behalf of the City in November 2018, January 2019, August 2019, and January 2020. Cardno submitted a Site Assessment Report and Interim Source Removal Plan to the DEP – Southwest District on December 1, 2020 to summarize the results of the soil and groundwater assessment activities. The results of the site assessment activities indicated that contaminants were present in soil at concentrations above applicable DEP Soil Cleanup Target Levels (SCTLs). In particular, polynuclear aromatic hydrocarbons (PAHs), total recoverable petroleum hydrocarbons (TRPH), arsenic, and polychlorinated biphenyls (PCBs) were reported at concentrations above Residential or Industrial SCTLs for direct exposure. Antimony was reported at a concentration above the SCTL for

Ms. Megan Johnson Proposal No. 202208350.R1

Florida Department of Environmental Protection April 7, 2022 leachability, based on groundwater criteria. The results of the site assessment activities also indicate that arsenic was present in groundwater at concentrations above the DEP Groundwater Cleanup Target Level. Based on the results of the soil assessment, Cardno recommended excavating contaminated soil at various depths in seven different areas at the site (Area 1 through Area 7).

The DEP – Southwest District provided comments to Cardno on December 3, 2020 and recommended additional assessment to delineate the horizontal and vertical extent of the contamination. Specifically, the DEP – Southwest District recommended additional PAH delineation in Area 5 east and south of soil boring SB-11SE. The DEP – Southwest District also recommended further assessment and excavation in the following two other areas:

▪ The area in the vicinity of soil boring SB-7, where the antimony concentration was above the SCTL for leachability, based on groundwater criteria.

▪ The area in the vicinity of soil boring SB-3, where the arsenic concentration was above the Residential SCTL for direct exposure.

The DEP – Southwest District indicated that the proposed excavation limits in the remaining areas were adequate.

In addition, the DEP – Southwest District indicated that the horizontal extent of the arsenic contamination in groundwater has been delineated; however, vertical delineation is still required.

In March 2021, Cardo completed additional soil sampling activities in Area 5 and the area in the vicinity of soil boring SB-7. The PAH concentrations in soil samples collected east and south of soil boring SB-11SE in Area 5 were below the Residential SCTLs for direct exposure. The antimony concentrations in soil samples collected in the vicinity of soil boring SB-7 were below the Residential SCTL for direct exposure. The soil analytical results (through March 2021) and Cardno’s proposed excavation areas can be seen on the figure included in Attachment A.

In March 2022, Cardo completed additional soil sampling activities to delineate arsenic contamination in the vicinity of soil boring SB-3 and west of soil boring SB-10 (Area 5). Golder will incorporate the results of this sampling event in the proposed ISR Work Plan to determine if any additional soil sampling is required in these areas for final delineation. Golder’s ISR Work Plan will be limited to remediation of the soil contamination that has been identified at the site. Golder understands that additional groundwater assessment and site closure activities will be completed by others on behalf of the City.

SUBTASK 1 – PROJECT MANAGEMENT

To facilitate project quality and satisfactory completion of the proposed scope of work, all aspects of this project will be overseen by an experienced project manager. The project manager will be responsible for the schedule, budget, invoicing, project activities, and communications with DEP and the field team. Project management will include coordination of field activities; resource allocation to confirm the work is conducted by qualified professionals in accordance with the project schedule; cost control and tracking of the budget status; and submittal of project invoices in accordance with DEP requirements. The project manager will oversee the work so that it is conducted in a manner that is consistent with the requirements of the DEP-approved task assignment.

SUBTASK 2 – INTERIM SOURCE REMOVAL WORK PLAN

Based on the results of Cardo’s soil sampling activities, Golder will prepare an ISR Work Plan to remove the impacted soil the site. The ISR Work Plan will include the following:

▪ A summary of the previous soil investigations conducted at the site.

▪ Recommendations for additional soil sampling locations, if applicable.

▪ The horizontal and vertical extent of the contaminated soil in each area.

▪ The proposed site preparation activities, including coordination with property owners, utility location services, erosion control measures, and documentation of pre-excavation site conditions.

▪ The proposed soil excavation and waste management procedures.

▪ The proposed backfill and site restoration activities.

▪ Health and safety considerations, including recommended personal protective equipment and dust control measures.

▪ An estimated cost and schedule to implement the ISR Work Plan.

Prior to submittal of the ISR Work Plan, Golder proposes completing a site visit with the relevant stakeholders (City, Cardno, and DEP) to discuss the proposed ISR activities. Golder also proposes to invite the proposed remediation contractors to the site visit to expedite the subcontractor procurement process. In addition, Golder will identify, mark, and record the locations of the known excavation cut lines.

HEALTH AND SAFETY

Golder will prepare a site-specific Health and Safety Plan for the field work. The work will be completed in accordance with Golder’s safety policies and procedures. At a minimum, Golder will wear safety glasses, high visibility safety vests, and steel-toed boots. A safety job briefing will be conducted prior to the start of work activities, and anytime the scope of work or site conditions change.

COST AND SCHEDULE

The estimated cost to complete the scope of work is $9,887.79. Golder will tentatively schedule the site visit for April 2022. The LOE/CEF cost sheets are included in Attachment B. The following table summarizes the proposed costs and deliverable schedule.
