COST PROPOSAL FOR TASK DC021C
McNatt’s Cleaners, 299501069
12 Months O&M
1. INTRODUCTION:
GHD submitted a Remedial Action Plan (RAP) Modification in March 2017 that was approved by the Department. Based on the results of recent performance monitoring, it appeared that carbon and nutrient limitations again existed in the subsurface that were inhibiting further reductive dechlorination processes. As recommended and approved by FDEP, GHD completed an additional remedial injection event consistent with the RAP Modification in late January 2021. As part of the RAP Modification monitoring, periodic groundwater sampling and SVE system operation was recommended. Task DC021C includes 12 additional months of SVE system operation (to mitigate methane accumulation) and semi-annual groundwater monitoring (to evaluate remedial performance). Since the RAP Modification specified an initial year of monitoring with data evaluation, quarterly sampling is not recommended at this time.
Subtask 1-Project Management Includes all tasks associated with project management for the continued SVE system operations and performance groundwater monitoring.
Subtask 2 – O&M and Annual Groundwater Monitoring SVE system performance will be verified during quarterly site visits. Specifically, GHD personnel will verify system operations and collect vacuum and flow data for the overall system and at each individual well leg. No soil vapor sampling has been recommended as part of the semi-annual monitoring.
Groundwater monitoring will be conducted in March 2023 (representing two years following remedial injections) in order to evaluate volatile organic, ammonia, dissolved gas, and total organic carbon concentration trends. Prior to sampling, depth to water measurements will be gathered from all available wells. Sampling will be conducted in accordance with FDEP SOPs.
Monitor wells MW001, MW002, MW005, MW009, MW020, MW021, MW023, MW028, and MW029 will be sampled and analyzed for volatile organics. The groundwater sample from MW021 will also be analyzed for ammonia. The groundwater samples from MW001, MW0021, and MW028 will be analyzed for the presence of total organic carbon (TOC).
Groundwater samples from MW001, MW009, and MW021 will be analyzed for the dissolved gases (ethane, ethene, and methane). Dissolved gas analysis is recommended in order to evaluate the potential for methane gas accumulation beneath and in the vicinity of the subject drycleaner. Quality Control samples will be collected for the dissolved gas analysis and will include an equipment blank and a blind field duplicate.
Following receipt of analytical data and completion of quarterly O&M visits, a Remedial Action Status Report will be prepared. The Report will include a summary of analytical data and recommendations for additional monitoring and/or SVE operations.
Subtask 3 – 6 months of utilities (March through August 2024) In accordance with the approved RAP Modification, GHD will continue SVE operations during quarterly monitoring in order to mitigate the potential for methane accumulation. The SVE system will operate with all wells open and the system will be checked during periodic visits. Costs associated with 6 months of utilities are included in Subtask 3. The necessity for continued SVE operation will be evaluated following collection of dissolved gas samples each quarter.
Subtask 4 – O&M and Semi-annual Groundwater Monitoring SVE system performance will be verified during quarterly site visits. Specifically, GHD personnel will verify system operations and collect vacuum and flow data for the overall system and at each individual well leg. No soil vapor sampling has been recommended as part of the semi-annual monitoring.
Semi-annual groundwater monitoring will be conducted in September 2023 (representing two years following remedial injections) in order to evaluate volatile organic, ammonia, dissolved gas, and total organic carbon concentration trends. Prior to sampling, depth to water measurements will be gathered from all available wells. Sampling will be conducted in accordance with FDEP SOPs. Monitor wells MW001, MW005, MW009, MW020, MW021, and MW028 will be sampled and analyzed for volatile organics.
Subtask 5 – 6 months of utilities (September 2024 through March 2024) In accordance with the approved RAP Modification, GHD will continue SVE operations during quarterly monitoring in order to mitigate the potential for methane accumulation. The SVE system will operate with all wells open and the system will be checked during periodic visits. Costs associated with 6 months of utilities are included in Subtask 3. The necessity for continued SVE operation will be evaluated following collection of dissolved gas samples each quarter.

Re: Non-Hazardous Drum Disposal – State of Florida
Mr. Moore:
The price for the transportation and disposal (T&D) of drums of non-hazardous soil and water located in the State of Florida is listed below.
Non-Hazardous Drums:
Description Rate Unit False Mobilization (No drum found) $ 85.00 Per Stop T&D - Non-Haz Soil $ 110.00 Per Drum T&D - Non-Haz Water $ 125.00 Per Drum
The prices listed are all inclusive without any additional fees or charges (fuel surcharge, low volume stop fee etc.) and are valid for all regions in the State of Florida except for the Florida Keys. Pricing for sites located in the Florida Keys will be bid on a case-by-case basis dependent on the volume of drums and the location.
The lab data we require for the disposal of drums of petroleum impacted soils are totals for BTEX and the 4 RCRA metals (arsenic, cadmium, chromium, and lead), with analyses no older than 1 year from the estimated disposal date.
We do not require analyticals for the disposal of Petroleum Contact Water (PCW) as long as it has only been impacted with petroleum - not pesticides, herbicides or dry-cleaning solvents etc.
Please ensure that all drum lids are properly secured and that drums are on a level surface like the surrounding area (i.e., not on a pallet, etc.). A single False Mobilization fee will apply if our driver is not able to locate a drum on site or if we are unable to access the property due to a locked gate, etc.
This quote is valid for 90 days.
