COST PROPOSAL FOR TASK DC028

<Weavers Cleaner, ERIC_5008>

< RAP Modification>

1. INTRODUCTION: <DISCUSS SCOPE OF WORK, DATES >

A Remedial Action Plan (RAP) was submitted in December 2009 for the Weavers Cleaners facility that was approved by the Department. Following RAP approval, the groundwater recovery and Soil Vapor Extraction (SVE) portions of the RAP were implemented. The remedial injection portion of the RAP was not initially implemented; however, recent analytical data and discussions with the Department suggest that this portion of the RAP be reconsidered. GHD prepared a RAP modification in December 2014 that was revised in October 2015. During recent discussions with the Department, alternative amendments were discussed that could be used to minimize injection pressures. Task DC028D includes updating the RAP Modification to consider alternative amendments (EOS).

Subtask 2: Groundwater Sampling As part of subtask 2, GHD will gather groundwater samples from representative wells prior to preparing the RAP Modification. Prior to groundwater sampling, depth to water measurements will be gathered from all available monitoring wells. Groundwater sampling will be conducted in accordance with FDEP SOPs. Groundwater samples will be collected from monitoring wells MW003, MW011, MW012, MW014, MW015, MW017, MW019, MW024, MW025, and OW011. Groundwater samples will be submitted to a Florida-certified laboratory for analysis for the presence of volatile organic halocarbons by EPA Method 8260.

Upon receipt of analytical data, the results will be reviewed and then incorporated into the RAP Modification.

Subtask 3: RAP Modification Subtask 3 includes preparation of a RAP Modification that considers the implementation of remedial injections in order to reduce overall O&M costs. The RAP Modification will consider the recent groundwater data, the selected remedial amendment, and the method for injections. The RAP Modification will include a detailed proposal for injections that will be intended to reduce the mass flux from the source area and provide source control.

The RAP Modification will also include a RAP Checklist, schedule, and monitoring plan.

From: Darji, Mubeen To: Goudarzi, Mohammad; Childs, Mackenzie Subject: RE: Weavers (ERIC_5008) Date: Thursday, January 22, 2026 2:24:39 PM

Mohammad, Mackenzie, Brian’s RTCs look good. GHD can continue with O&M at Weavers.

Please task the O&M and RAPMOD (with GW sampling) under two separate TAs.

Thanks!

Hi Mackenzie, GHD has adequately addressed my comments. I’m okay with moving forward as long as Mubeen has no objections.

Thanks, Mohammad From: Brian Moore <brian.moore@ghd.com> Sent: Thursday, January 22, 2026 9:59 AM To: Childs, Mackenzie <Mackenzie.Childs@FloridaDEP.gov> Cc: Goudarzi, Mohammad <Mohammad.Goudarzi@FloridaDEP.gov>; Dhanashree Rawalgaonkar <Dhanashree.Rawalgaonkar@ghd.com> Subject: RE: Weavers (ERIC_5008)
