Task Assignment DC034A Summary

This Task Assignment (TA) is a state and local contract indefinite delivery vehicle between the State of Florida Department of Environmental Protection (FDEP) and GHD Services, Inc., a private environmental consulting firm. The contract authorizes GHD to conduct supplemental site assessment activities at the Spic N Span Cleaners property located at 3001 N 9th Avenue in Pensacola, Escambia County, Florida. Kevin Kane serves as the FDEP project manager, while Brian Moore is the contractor's project manager. The underlying contract number is HW684, with this specific task assignment numbered DC034A and assigned project number ERIC_4648.

The scope of work is divided into two subtasks: Subtask 1 addresses project management calculated at 13% of direct labor costs, and Subtask 2 encompasses supplemental assessment activities including installation of three permanent modified active gas sampling (MAGS) wells, soil gas sampling using Method TO-15, groundwater sampling from 12 existing monitor wells, and preparation of a Supplemental Site Assessment Report. The total task assignment value is $19,602.25 on a fixed unit rate basis, with the primary deliverable—the Supplemental Site Assessment Report—due March 16, 2023, and overall task completion by June 16, 2023. The cost estimate incorporates labor expenses totaling $8,242.59, travel costs of $1,536.00, subcontractor services of $3,971.00 (including investigation-derived waste disposal and remedial systems equipment), laboratory analysis costs of $2,902.50, field equipment expenses of $2,125.90, and a completion fee. Subcontractors for investigation-derived waste disposal were selected on a lowest-cost basis, and a Site Access Agreement with the current property owner was executed prior to task commencement.

Assessment

GHD Services, Inc. (GHD) will conduct supplemental assessment activities at the Spic N Span Cleaners site. Specific subtasks are detailed below:

Subtask 1: Project Management Project management is calculated at 13% of direct labor costs.

Subtask 2: Supplemental Assessment GHD personnel will conduct supplemental assessment activities including well installation, groundwater sampling, and modified active gas sampling (MAGS). Prior to completing the MAGS, three (3) shallow permanent MAGS wells will be installed at previous locations of PZ002, PZ005, and PZ006. The MAGS wells will be installed to 8 feet below land surface and will be constructed with 5-foot lengths of 2-inch diameter PVC screens. The MAGS wells will be completed inside stainless steel manholes.

Following installation, MAGS will be conducted at all piezometers (PZ002, PZ005, PZ006, and PZ007 through PZ012). MAGS will be conducted for approximately 45 minutes at each well and vacuum and flow readings will be recorded. At the end of each MAGS test, soil gas samples will be gathered for laboratory confirmation analysis using Method TO-15 for volatile organics.

GHD personnel will also gather depth to water measurements from all wells (MW001 through MW023, excluding MW018). In addition, GHD personnel will sample existing shallow monitor wells MW003, MW005, MW012, and MW013, and deep wells MW002, MW004, MW006, MW010, MW014, MW016, MW017, and MW023. Groundwater sampling will be conducted in general accordance with FDEP SOPs and all groundwater samples will be submitted for VOH analysis by EPA Method 8260. Upon receipt of analytical data, a Supplemental Site Assessment Report (SAR) will be prepared. The SSAR will include a summary of field methodology, field screening data, and laboratory analytical results. The document will also include recommendations for additional testing and/or site rehabilitation activities.

Subcontractors for investigation derived waste (IDW) disposal were chosen on a lowest-cost basis.

GHD and the DEP confirmed on December 2, 2022, that a Site Access Agreement with the current real property owner of the subject site has been executed. This work will be conducted in line with the scope of work included with GHD’s proposal, received December 1, 2022.

Documentation of the costs is included in the attached CEF, Level-of-Effort sheets, and proposal letter. The final deliverable due date is March 16, 2023, and the completion date for the task assignment is June 16, 2023.

The final cost total for Task Assignment DC034A is $19,602.25.

COST PROPOSAL FOR TASK DC034A

<Spic N Span Cleaners /FDEP ERIC_4648>

< Supplemental Site Assessment>

1. INTRODUCTION: <DISCUSS SCOPE OF WORK, DATES >

GHD Services Inc. (GHD) completed initial Site Assessment activities and submitted a Site Assessment Report (SAR) in March 2020. Additional assessment was completed and a Supplemental SAR (SSAR) was submitted in July 2021. Based on the results of the SAR and SSAR, additional investigation was recommended. Specifically, additional soil gas sampling was recommended along with groundwater sampling. Task DC034A includes additional assessment.

Subtask 1: Project Management Subtask 1 includes all tasks associated with project management for additional assessment activities at the Spic N Span Cleaners site.

Subtask 2: Supplemental Assessment

As noted in FDEP comments regarding the SSAR dated September 16, 2021, limited vacuum influence was realized during the previous MAGS event. Given the extended screen intervals, GHD recommends repeating the MAGS procedure using a larger capacity blower to confirm subsurface conditions.

During this assessment, GHD personnel will also gather depth to water measurements from all wells (MW001 through MW023, excluding MW018).
