Construction

This Task Assignment authorizes GHD Services, Inc. to conduct source removal activities. Specific subtasks are detailed below:

Subtask 1: Project Management Project Management is calculated at 13% of the direct labor.

Subtask 2: Baseline Groundwater Sampling Prior to completing the source removal, baseline groundwater sampling will be conducted. Prior to groundwater sampling, GHD personnel will gather depth to water measurements at all available monitoring wells (33 total). Following depth to water measurements, groundwater sampling will be conducted. Groundwater sampling is recommended at 23 select site monitor wells with VOC, PAH, and/or TRPH analysis using Methods 8260, 8270SIM, and/or FL-PRO. Groundwater sampling will be conducted in accordance with FDEP standard operating procedures. As part of the baseline sampling, GHD personnel will also conduct a ground penetrating radar (GPR) survey of the site in order to determine the presence/absence of underground tanks utilities. The GPR survey results will be mapped and provided to the FDEP. Upon receipt of analytical data, tables and figures will be updated with the baseline results. The results will be transmitted to FDEP with recommendations regarding proceeding with the source removal. Upon DEP approval of the recommendations, GHD personnel will permit and abandon wells that are located within the excavation area. Wells will be abandoned bottom up using Portland cement grout. Completion reports will be obtained following well abandonment at wells MW002S, MW004S, MW004I, MW004D, MW005S, MW005I, MW005D, MW008S, MW008I, and MW008D.

Subtask 3: Source Removal Upon completion of baseline sampling and DEP approval of the email recommendations, source removal activities will be conducted. The following sequence of activities is proposed for the source removal. The excavation activities will be conducted using a track-mounted excavator. Initially the deeper soils (up to 12 feet below land surface) with impacts will be excavated, stockpiled, and loaded for offsite disposal. Once the deeper soils are removed, the shallower soils will be excavated by maintaining a 1:1.5 slope down to the target depth of 4 feet below land surface. Soils will be stockpiled for characterization sampling and then loaded for off-site disposal. A total excavation weight of approximately 4,700 tons is expected. For the soil disposal, approximately 4,500 tons are expected to be non-hazardous and up to 200 tons may be determined to be hazardous based on analytical data. Following excavation to depth, the area will be backfilled with a combination of pea gravel and clean backfill. During placement of the pea gravel, 4-inch diameter injection wells (4 total) will be installed in the excavation area. Following placement of the pea gravel, clean import fill will be placed and compacted above a geotextile liner. The backfill will be used to bring the site to grade.

The final restoration will involved demobilizing of the groundwater treatment equipment and placement of hydroseed in disturbed areas.

Subtask 4: Source Removal Monitoring During source removal activities, monitoring will be conducted. Initially, a GHD technician will gather a sample from the influent and effluent of the dewatering discharge for rush volatile organic analysis (VOCs), polycyclic aromatic hydrocarbon (PAH), and total recoverable petroleum hydrocarbon (TRPH). Following startup, daily samples will be gathered for the first 3 days and then weekly samples will be collected for VOC, PAH, and TRPH analysis (rush turnaround). Samples will be gathered from the influent, following the air stripper, following the first carbon, and the effluent. In addition, GHD personnel will setup dust monitoring stations up and downwind each day that excavation activities occur. The dust monitors will be used to continually monitor dust levels in the vicinity of the excavation area. During the excavation activities, a GHD technician will direct the excavation, screen soils, facilitate confirmation laboratory analysis, track disposal manifests, and prepare as-built drawings.

Subtask 5: Source Removal Report Upon completion of the source removal activities, an Interim Source Removal Report (ISRR) will be prepared. The ISRR will detail the baseline sampling methods and results in addition to source removal activities and results of confirmation soil and water sampling. The report will also include recommendations for additional monitoring and/or cleanup.

GHD and the FDEP confirmed on June 28, 2023, that an Access Agreement with the current real property owner of the aforementioned site has been executed.

This work will be conducted in line with the scope of work included with GHD’s proposal, received June 27, 2023. Documentation of the costs is included in the attached CEF, Level-of-Effort sheets, and proposal letter. The final deliverable due date is January 5, 2024, and the TA Completion Date is April 5, 2024.

The final cost total for Task Assignment DC014C is $906,375.63.

COST PROPOSAL FOR TASK DC014C

<Plant City Laundry/FDEP ERIC_4722>

< Source Removal >

1. INTRODUCTION: <DISCUSS SCOPE OF WORK, DATES >

GHD Services Inc. (GHD) submitted an Interim Source Removal Plan (ISRP) for the Plant City Laundry site located in Plant City, Hillsborough County, in August 2022. The ISRP is under review and will be approved soon by the Department. Task DC014C includes implementation of the proposed source removal.

Subtask 1: Project Management Subtask 1 includes all tasks associated with project management of the source removal activities at the Plant City Laundry site.

Subtask 2: Baseline Groundwater Sampling Prior to completing the source removal, baseline groundwater sampling is recommended.

Completion reports will be obtained following well abandonment at

MW002S, MW004S, MW004I, MW004D, MW005S, MW005I, MW005D, MW008S, MW008I,

and MW008D.

Subtask 3: Source Removal Upon completion of baseline sampling and DEP approval of the email recommendations, source removal activities will be conducted. The following sequence of activities is proposed for the source removal.

• Backfill sampling

• Well Abandonment

• Property Owner Notice

• Utility Clearance

• Equipment Staging

• Sheetpile Installation

• Dewatering System Installation

• Dewatering Troubleshooting and Sampling

• Dewatering Infiltration Area Construction

• Dewatering System Startup

• Removal of deeper impacted soils within sheetpile area (segregate potential hazardous soils)

• Excavate shallow Soils (segregate potential hazardous soils)

• Backfill and Compaction

• Sheetpile removal

• Site Restoration

Subtask 5: Source Removal Report Upon completion of the source removal activities, a Source Removal Report (SRR) will be prepared. The SRR will detail the baseline sampling methods and results. The SRR will also detail source removal activities and results of confirmation soil and water sampling. The SRR will include recommendations for additional monitoring and/or cleanup.

Re: Non-Hazardous Drum Disposal – State of Florida

Mr. Moore:

The price for the transportation and disposal (T&D) of drums of non-hazardous soil and water located in the State of Florida is listed below.

Non-Hazardous Drums:

Description Rate Unit

False Mobilization (No drum found) $ 85.00 Per Stop

T&D - Non-Haz Soil $ 110.00 Per Drum

T&D - Non-Haz Water $ 125.00 Per Drum

The prices listed are all inclusive without any additional fees or charges (fuel surcharge, low volume stop fee etc.) and are valid for all regions in the State of Florida except for the Florida Keys. Pricing for sites located in the Florida Keys will be bid on a case-by-case basis dependent on the volume of drums and the location.

The lab data we require for the disposal of drums of petroleum impacted soils are totals for BTEX and the 4 RCRA metals (arsenic, cadmium, chromium, and lead), with analyses no older than 1 year from the estimated disposal date.

We do not require analyticals for the disposal of Petroleum Contact Water (PCW) as long as it has only been impacted with petroleum - not pesticides, herbicides or dry-cleaning solvents etc.

Please ensure that all drum lids are properly secured and that drums are on a level surface like the surrounding area (i.e., not on a pallet, etc.). A single False Mobilization fee will apply if our driver is not able to locate a drum on site or if we are unable to access the property due to a locked gate, etc.

This quote is valid for 90 days.

Importance: High

Hi Sasha, sorry for the delay. Thank you for being tolerant. I have the Haz waste rates aƩached – if you want to go direct to save costs I can set you/GHD up. It would be a 15‐20% savings on disposal. The haz proposal aƩached is only the disposal cost. The TransportaƟon rate is $5,200 per load (1 hour to load, 1 hour to unload) (demurrage is $110 per hour.

Emelle is usually 2‐4 hours demurrage on average. We run the Emelle 1‐2 x per week so this is based on experience.

As for the NonHaz rates…See red font below. A formal proposal can be submiƩed if you desire.

Craig, We have a job coming up at 401 East Reynolds Street, Plant City, Fl where we will be excavating 5,000 tons of haz and non haz material (41.75 / ton T&D w/ 21 ton min per load) We will also need 1,000 yds of stone ($59/ton 57 stone – concrete is cheaper if you want to go this route let me know and I will price it out for you) and 3,000 yds of clean fill ($14.40/per yard). Could you quote us on this like we did for Garland? I have attached our Soil Excavation Plans for your convenience and familiarity with the project. Please feel free to reach out to me if you have any questions or concerns.
