COST PROPOSAL FOR TASK DC020C

McNatt’s Cleaners, 299502136/ERIC_4752

Groundwater Monitoring

1. INTRODUCTION:

GHD prepared a RAP Modification that was implemented in 2017. Following remedial injections and a period of SVE system operations, the system was recently shutdown. In order to continue to evaluate the performance of the remedial injections in accordance with the RAP Modification, groundwater monitoring is recommended. Task DC020C includes annual groundwater sampling in accordance with GHD’s recommendations from the previous annual groundwater monitoring report dated February 2024 and FDEP correspondence dated February 15, 2024.

Subtask 1: Project Management Includes all tasks associated with project management for annual groundwater sampling and reporting.

Subtask 2: Groundwater Monitoring Subtask 2 includes annual groundwater monitoring. Prior to groundwater sampling, depth to water measurements will be gathered at all available monitor wells (33 total). Groundwater sampling will be conducted at fifteen (15) monitor wells including: MW001, MW002, MW004, MW019, MW025, MW030, MW031, MW033, MW040, MW042, MW043, MW045, MW051, MW052, and MW053. Groundwater sampling will be conducted in accordance with FDEP SOPs. All groundwater samples will be analyzed for the presence of Volatile Organic Halocarbons. Select wells (MW040, MW042, and MW051) will also be analyzed for the presence of total dissolved solids, total recoverable petroleum hydrocarbons, sodium, ammonia, nitrite, and nitrate. In addition, monitor wells MW051 and MW052 will also be analyzed for chloride and dissolved gases (methane, ethane, ethene). The dissolved gas sampling will be conducted at MW051 and MW052 only, and will include a duplicate and an equipment blank. Finally, the sample from monitor well MW051 will be analyzed for total organic carbon.

Following receipt of analytical data, a Groundwater Monitoring Report (GMR) will be prepared. The GMR will include a summary of groundwater sampling methods and analytical results. The GMR will provide recommendations for additional remediation and/or testing.

Subtask 3: PFAS Sampling Based on the results of PFAS screening completed in December 2022, PFAS PGCTL exceedances are present in at least 2 wells at the site. As part of Task DC020C, GHD will complete a comprehensive PFAS sampling event. PFAS sampling is recommended at upper surficial wells MW036, MW037, MW039, MW042, MW044, MW045, MW047, and MW051, lower surficial wells MW025, MW028, MW038, MW040, MW043, MW048, MW049, and MW052, and deep wells MW018, MW019, MW030, MW031, and MW033. Samples from monitoring wells MW019, MW025, MW030, MW031, MW033, MW042, MW043, MW045, MW051, and MW052 will be collected as part of Subtask 2 above. Samples from monitoring wells MW018, MW028, MW036, MW037, MW038, MW039, MW040, MW044, MW046, MW047, MW048, and MW049 will be collected as part of subtask 3. All groundwater sampling will be conducted in accordance with FDEP and GHD PFAS SOPs. Groundwater samples will be submitted to the FDEP laboratory for PFAS analysis.

Upon receipt of analytical data, the results will be incorporated into the Groundwater Monitoring Report referenced in Subtask 2. Conclusions and recommendations will also be provided with regard to PFAS.

Re: Non-Hazardous Drum Disposal – State of Florida

Mr. Moore:

The price for the transportation and disposal (T&D) of drums of non-hazardous soil and water located in the State of Florida is listed below.

Non-Hazardous Drums:

Description Rate Unit False Mobilization (No drum found) $ 85.00 Per Stop T&D - Non-Haz Soil $ 110.00 Per Drum T&D - Non-Haz Water $ 125.00 Per Drum

The prices listed are all inclusive without any additional fees or charges (fuel surcharge, low volume stop fee etc.) and are valid for all regions in the State of Florida except for the Florida Keys. Pricing for sites located in the Florida Keys will be bid on a case-by-case basis dependent on the volume of drums and the location.

The lab data we require for the disposal of drums of petroleum impacted soils are totals for BTEX and the 4 RCRA metals (arsenic, cadmium, chromium, and lead), with analyses no older than 1 year from the estimated disposal date.

We do not require analyticals for the disposal of Petroleum Contact Water (PCW) as long as it has only been impacted with petroleum - not pesticides, herbicides or dry-cleaning solvents etc.

Please ensure that all drum lids are properly secured and that drums are on a level surface like the surrounding area (i.e., not on a pallet, etc.). A single False Mobilization fee will apply if our driver is not able to locate a drum on site or if we are unable to access the property due to a locked gate, etc.

This quote is valid for 90 days.
