Operation and Maintenance
GHD Services, Inc. (GHD) will conduct 6 months of O&M. All work will be conducted in accordance with the scope of work and cost proposal submitted on January 26, 2022.
Specific subtasks are detailed below:
Subtask 1: Project Management Project management is calculated at 13% of the direct labor.
Subtask 2: Six Months O&M GHD will conduct one semi-annual site visit to conduct O&M of the on-site low flow vapor recovery system. GHD personnel will measure vacuums and flows, as well as collect a vapor discharge sample to verify function of the system. As part of Subtask 2, GHD will oversee the installation of replacement of monitoring well MW001. The monitor well will be installed to a total depth of 34 feet and will be constructed with 5 feet of 1-inch diameter well screen and blank casing.
Following well installation, GHD will conduct annual groundwater monitoring at five site monitoring wells (MW001R, MW004, MW011, MW015, and MW016). Prior to sampling, a complete set of depth to water measurements will be gathered. Sampling will be conducted in accordance with FDEP SOPs. The groundwater samples will be analyzed for the presence of volatile organic compounds (BTEX and VOHs) by EPA Method 8260.
The laboratory analytical results for the EPA Method 8260 parameters and the groundwater flow data will be analyzed and included in a Remedial Action Status Report (RASR) describing system operations, contaminant trends, natural attenuation characteristics, groundwater flow patterns, and recommendations for additional system operations and/or monitoring in order to achieve site closure.
Subtask 3: Utilities Subtask 3 includes six months of utility charges associated with the operation of the low-flow vapor recovery system.
Subcontractors for well installation and investigation derived waste (IDW) disposal were chosen on a lowest-cost basis.
The Florida Department of Environmental Protection (FDEP) has a current and valid Site Access Agreement for this site, signed February 11, 2019.
Documentation of the costs is included in the attached CEF, Level-of-Effort sheets, and the GHD proposal. The final deliverable due date is September 30, 2022, and the completion date for the task assignment is December 16, 2022.
The final cost total for Task Assignment DC003A is $9,056.16.

COST PROPOSAL FOR TASK DC003A
<Valet Cleaners, ERIC_4731>
< SVE Operations & Maintenance > March 2022 through August 2022
1. INTRODUCTION: <DISCUSS SCOPE OF WORK, DATES >
GHD Services Inc. (GHD) installed and is overseeing operations of a low flow vapor recovery system in accordance with the approved Pilot Test Plan at the Valet Cleaners site. Task DC003A includes six (6) additional months of operations and maintenance of the existing system. Task DC003A also includes well installation and annual groundwater monitoring at five wells.
Subtask 1: Project Management Subtask 1 includes all activities associated with management of the operations and maintenance of the existing system for six (6) months.
Subtask 2: Six Months O&M (March through August 2022) GHD will conduct one semi-annual site visit to conduct operations and maintenance of the existing system in April 2022. GHD recommends semi-annual site visits to verify system operations.
During semi-annual site visits, GHD personnel will measure vacuums and flows and also collect one vapor discharge sample to verify compliance.
As part of task DC003A, GHD will oversee the installation of replacement of monitoring well MW001. The monitor well will be installed to a total depth of 34 feet and will be constructed with 5 feet of 1-inch diameter well screen and blank casing. The well will be finished inside a boltdown steel manhole. Following installation, GHD will conduct annual groundwater monitoring at five site monitoring wells in accordance with recent recommendations and FDEP approval. GHD proposes to conduct annual groundwater sampling in May/June 2022. The groundwater monitoring will consist of sampling deep monitor wells (MW001-replacement well and MW004) and shallow monitor wells (MW011, MW015, and MW016). Prior to sampling, a complete set of depth to water measurements will be gathered. Sampling will be conducted in accordance with FDEP SOPs. The groundwater samples will be analyzed for the presence of volatile organic compounds (BTEX and VOHs) by EPA Method 8260. The laboratory analytical results for the EPA Method 8260 parameters and the groundwater flow data will be analyzed and assimilated into a Remedial Action Status Report (RASR) describing contaminant trends, natural attenuation characteristics, and groundwater flow patterns, with recommendations.
A RASR will be prepared that summarizes the six months of system operation, analytical data, and evaluation of data trends. The RASR will also include recommendations for additional system operations and/or monitoring.
Subtask 3: Utilities (6 months) Subtask 4 includes six months of utility charges (mid-February 2022 through mid-August 2022).
The utility charges are estimated at $45 per month.
