SUBJECT: Task Assignment Summary
HW684 DC033A
Construction
This Task Assignment authorizes GHD Services, Inc. to conduct system startup activities associated with the soil vapor extraction (SVE) system being installed on-site. Specific subtasks are detailed below:
Subtask 1: Project Management Project Management is calculated at 13% of the direct labor.
Subtask 2: System Startup GHD will mobilize to the site with two field technicians and a representative of the equipment supplier in order to conduct system startup. During startup, the operation of the system will be evaluated and the remedial system will be optimized using an Organic Vapor Analyzer (OVA). Initial system operations and maintenance (O&M) will also be conducted. During startup, each SVE well will be sampled and analyzed by a fixed laboratory for the presence of volatile organics. Influent and effluent sampling will also be conducted at startup, following one week of operation, and following one month of operation.
Bids associated with startup assistance were included as part of the system construction bids submitted with Task Assignment DC063E under Contract HW555. ESD Waste2Water, Inc. was chosen as the subcontractor for system construction under Task Assignment DC063E. Only one bid for startup assistance is included with Task Assignment DC033A for this reason.
Subtask 3: Utilities Under this subtask, GHD will initiate a new temporary electrical service in order to operate the remedial system. The electrical service charges will be submitted for reimbursement following the first month of operations.
GHD and the DEP confirmed on September 26, 2022, that an Access Agreement with the current real property owner of the aforementioned site has been executed.
This work will be conducted in line with the scope of work included with GHD’s proposal, received September 22, 2022. Documentation of the costs is included in the attached CEF, Level-of-Effort sheets, and proposal letter. The final deliverable due date is December 31, 2022, and the completion date for the task assignment is March 3, 2023.
The final cost total for Task Assignment DC033A is $13,787.98.

GHD Services Inc. (GHD) prepared an Interim Source Removal Plan (ISRP) that was recently approved by the FDEP and the system was installed. Task DC033A includes labor and expenses for startup of the SVE system in accordance with the approved ISRP.
Subtask 1: Project Management Subtask 1 includes all activities associated with management of the SVE startup.
Subtask 2 System Startup Once final electrical inspections are complete and the equipment is powered, GHD will mobilize to the site with two field technicians and a representative of the equipment supplier.
During startup, the operation of the system will be evaluated and the remedial system will be optimized using an Organic Vapor Analyzer (OVA). Initial system O&M will also be conducted. During initial startup, each SVE well will be sampled individually and analyzed by a fixed laboratory for the presence of volatile organics. Influent and effluent sampling will also be conducted at startup, following one week of operation, and following one month of operation.
Following completion of startup activities, GHD will prepare a Construction Completion Report (CCR) detailing the construction activities and initial startup data. The CCR will also include As-Built drawings of the remedial system.
Subtask 3 Utilities As part of Subtask 3, GHD will initiate a new temporary electrical service in order to operate the remedial system. The electrical service charges will be submitted for reimbursement following the first month of operations.
