COST PROPOSAL FOR TASK DC044B
<Heritage Cleaners /FDEP ERIC_4646>
< Supplemental Assessment>
1. INTRODUCTION: <DISCUSS SCOPE OF WORK, DATES >
GHD Services Inc. (GHD) has been conducting assessment at the Heritage Cleaners facility since 2018. Based on the results of the most recent testing and reporting, additional investigation was recommended. Specifically, additional well installation was recommended along with groundwater sampling. Task DC044B includes additional assessment.
Subtask 1: Project Management Subtask 1 includes all tasks associated with project management for additional assessment activities at the Heritage Cleaners site.
Subtask 2: Monitoring Well Installation and Groundwater Sampling
GHD personnel will oversee the installation of one additional downgradient deep monitoring well. The well will be installed at the location presented in the attached sampling plan. The well will be installed using direct push to a depth of 68 ft bls. The well will be constructed with 10 feet of 1-inch diameter 0.010-slot prepack well screen and blank casing. The well will be completed inside a flush-mounted bolt down manhole.
As part of this phase of investigation, groundwater sampling will be conducted. Groundwater sampling will be conducted at twelve (12) monitor wells. Prior to sampling, depth to water measurements will be made at all site wells (20 total). Groundwater sampling will be sampled in accordance with FDEP standard operating procedures at monitor wells MW002, MW003, MW004, MW011, MW012, MW014, MW015, MW016, MW017, MW018, MW019, and the newly installed well. The groundwater samples will be submitted to a Florida-certified laboratory for volatile organic halocarbon (VOH) analysis by EPA Method 8260.
Upon receipt of analytical data, a Groundwater Monitoring Report will be prepared. The report will include a summary of field methodology and laboratory analytical results. The report will also include recommendations for additional testing and/or remediation.
Subtask 3: PFAS Sampling As part of subtask 3, PFAS sampling will be conducted in accordance with FDEP and GHD standard operating procedures. The PFAS sampling will be conducted at monitoring wells MW007, MW008, MW009, and MW010. The PFAS samples will be shipped to the FDEP laboratory in Tallahassee for analysis.
Upon receipt of PFAS data, the results will be incorporated into the groundwater monitoring report discussed in Subtask 2.

Re: Non-Hazardous Drum Disposal – State of Florida
Mr. Moore:
The price for the transportation and disposal (T&D) of drums of non-hazardous soil and water located in the State of Florida is listed below.
Non-Hazardous Drums:
Description Rate Unit False Mobilization (No drum found) $ 85.00 Per Stop T&D - Non-Haz Soil $ 110.00 Per Drum T&D - Non-Haz Water $ 125.00 Per Drum
The prices listed are all inclusive without any additional fees or charges (fuel surcharge, low volume stop fee etc.) and are valid for all regions in the State of Florida except for the Florida Keys. Pricing for sites located in the Florida Keys will be bid on a case-by-case basis dependent on the volume of drums and the location.
The lab data we require for the disposal of drums of petroleum impacted soils are totals for BTEX and the 4 RCRA metals (arsenic, cadmium, chromium, and lead), with analyses no older than 1 year from the estimated disposal date.
We do not require analyticals for the disposal of Petroleum Contact Water (PCW) as long as it has only been impacted with petroleum - not pesticides, herbicides or dry-cleaning solvents etc.
Please ensure that all drum lids are properly secured and that drums are on a level surface like the surrounding area (i.e., not on a pallet, etc.). A single False Mobilization fee will apply if our driver is not able to locate a drum on site or if we are unable to access the property due to a locked gate, etc.
This quote is valid for 90 days.
