ISRP
This Task Assignment authorizes GHD Services, Inc. (GHD) to prepare an Interim Source Removal Plan for the former Garland Supply Co. site. Specific subtasks are detailed below:
Subtask 1: Project Management Project Management is calculated at 13% of direct labor costs.
Subtask 2: Groundwater Sampling Groundwater sampling will be conducted as part of the ISRP preparation. Monitoring wells MW001, MW002, MW003, MW006, MW007, MW009, and MW016 will be sampled with volatile organic halocarbon (VOH) analysis using EPA Method 8260. During mobilization for sampling, depth to water measurements will be gathered from all wells (17 total). Groundwater sampling will be conducted in general accordance with FDEP SOPs. Following groundwater sampling and receipt of analytical data, the results will be incorporated into the ISRP that will be prepared as part of Subtask 3.
Subtask 3: ISRP Preparation In order to remediate shallow soil impacts, excavation has been recommended. Task DC004B includes preparation of an ISRP for the Garland Supply Company site. Since the property is currently vacant, source removal can be implemented easily. The ISRP will propose methods for excavating soils with off-site disposal. The ISRP will include detailed summaries of historical and current site assessment activities, a proposal for excavation that includes dimensions and quantities, confirmatory soil analysis, and disposal options (characterization analysis). The ISRP will describe the proposed sequencing associated with soil excavation at the site. Health and Safety protocols will be identified along with any proposed monitoring requirements. The proposed backfill will be specified along with analytical and geotechnical testing to ensure its suitability.
The ISRP will also include a detailed plan for proper backfill protocols and testing as well as a schedule for completion. A RAP Checklist will also be included in the final ISRP.
Subcontractors for drilling and investigation derived waste (IDW) disposal were chosen on a lowest-cost basis.
GHD and the FDEP confirmed on July 7, 2022, that an Access Agreement with the current real property owner of the aforementioned site has been executed.
This work will be conducted in line with the scope of work included with GHD’s proposal, received June 21, 2022.
Documentation of the costs is included in the attached CEF, Level-of-Effort sheets, and proposal letter. The final deliverable due date is August 19, 2022, and the completion date for the task assignment is November 18, 2022.
The final cost total for Task Assignment DC004B is $14,533.01.

COST PROPOSAL FOR TASK DC004B
<Garland Supply Company/FDEP ERIC_4464>
< Interim Source Removal Plan>
1. INTRODUCTION: <DISCUSS SCOPE OF WORK, DATES >
Arcadis completed site assessment activities and source removal activities for the former Garland Supply Company site. The assessment identified elevated levels of drycleaning chemicals in soil and groundwater beneath the former facility. GHD recently completed soil and groundwater testing in the central portion of the property. The testing identified a potential soil source on the property. As requested, Task DC004B includes preparation of an ISRP, by GHD, for the former Garland Supply Company site. It is anticipated that the ISRP will include soil excavation and off-site disposal. As part of the ISRP preparation, GHD will also collect current groundwater analytical data.
Subtask 1: Project Management Subtask 1 includes all tasks associated with project management for an ISRP at the former Garland Supply Company site.
Subtask 3: ISRP Preparation
In order to remediate shallow soil impacts, excavation has been recommended.
