COST PROPOSAL FOR TASK DC016C

<Former Dollar Ninety-Nine Cleaners/FDEP #ERIC_4801>

< Groundwater Monitoring>

1. INTRODUCTION: <DISCUSS SCOPE OF WORK, DATES >

GHD completed site assessment activities at the Former Dollar Ninety-Nine site and submitted a Site Assessment Report (SAR) dated July 2014. Site assessment activities indicated the presence of shallow, intermediate, and deep groundwater impacts near the former Dollar Nine Cleaners Facility. The impacts appeared to be delineated both horizontally and vertically but overall concentrations levels are relatively low and widespread. In the SAR, GHD recommended Natural Attenuation Monitoring (NAM) on a semi-annual basis for the first year. Following the first year, annual monitoring was recommended. Task DC016C includes annual groundwater monitoring in accordance with GHD’s recommendations provided in the previous monitoring report (December 19, 2023) and Department comments dated January 26, 2024.

Subtask 1: Project Management Subtask 1 includes all activities associated with project management for the completion of annual groundwater sampling events.

Subtask 2: Annual Groundwater Sampling Prior to groundwater sampling, water levels will be gathered from all site monitoring wells (20 total). Groundwater sampling will be conducted at shallow monitoring well MW001, deep monitoring well MW013, and vertical extent monitoring well MW016. Although diffusion bags were previously installed, GHD will sample each well conventionally since site closure requirements are nearly met (per DEP recommendation). Groundwater sampling will be conducted in general accordance with FDEP SOPs and samples will be submitted to a fixed laboratory for analysis for the presence of VOH’s by EPA Method 8260/8021.

Following receipt of analytical data, a Groundwater Monitoring report will be prepared. The summary report will include a detail of field activities along with a summary of laboratory analytical data. The monitoring report will also include recommendations regarding additional monitoring.

Subtask 3: PFAS Sampling As part of Subtask 3, PFAS sampling will be conducted. PFAS sampling will be completed in order to further evaluate PFAS levels in groundwater monitoring wells following the initial screening results. PFAS sampling is recommended as MW001, MW002, MW005, MW006, MW009, MW010, MW011, MW012, MW013, MW017, MW018, and MW019. Sampling at MW001, MW013, and MW016 will be conducted under subtask 2 above. The remaining wells (9 total) will be sampled as part of Subtask 3. All wells will be sampled in accordance with FDEP and GHD PFAS SOPs. The samples will be submitted to the FDEP laboratory in Tallahassee for PFAS analysis.

Upon receipt of analytical data, the results will be incorporated into the groundwater monitoring report prepared under subtask 2 above.

Re: Non-Hazardous Drum Disposal – State of Florida

Mr. Moore:

The price for the transportation and disposal (T&D) of drums of non-hazardous soil and water located in the State of Florida is listed below.

Non-Hazardous Drums:

Description Rate Unit False Mobilization (No drum found) $ 85.00 Per Stop T&D - Non-Haz Soil $ 110.00 Per Drum T&D - Non-Haz Water $ 125.00 Per Drum

The prices listed are all inclusive without any additional fees or charges (fuel surcharge, low volume stop fee etc.) and are valid for all regions in the State of Florida except for the Florida Keys. Pricing for sites located in the Florida Keys will be bid on a case-by-case basis dependent on the volume of drums and the location.

The lab data we require for the disposal of drums of petroleum impacted soils are totals for BTEX and the 4 RCRA metals (arsenic, cadmium, chromium, and lead), with analyses no older than 1 year from the estimated disposal date.

We do not require analyticals for the disposal of Petroleum Contact Water (PCW) as long as it has only been impacted with petroleum - not pesticides, herbicides or dry-cleaning solvents etc.

Please ensure that all drum lids are properly secured and that drums are on a level surface like the surrounding area (i.e., not on a pallet, etc.). A single False Mobilization fee will apply if our driver is not able to locate a drum on site or if we are unable to access the property due to a locked gate, etc.

This quote is valid for 90 days.
