About this file

This is a Task Assignment (TA) document issued by the State of Florida Department of Environmental Protection under Contract Number HW684. The TA authorizes GHD Services, Inc., a consulting firm, to conduct groundwater sampling and monitoring work at Sargent's One Hour Cleaners located at 45 E Washington Street in Orange County, Orlando, Florida. The Department Project Manager is Mackenzie Childs, and the Contractor's Project Manager is Brian Moore. The task assignment is identified as DC009E with a completion date of November 24, 2025, and project number ERIC_5061.

The scope of work consists of three subtasks: Subtask 1 includes project management calculated at 13% of direct labor costs; Subtask 2 encompasses annual groundwater monitoring at seven monitoring wells (MW009, MW010, MW012, MW013, MW014, MW017, and MW018) including water level measurements, groundwater sampling using both diffusion bag samplers and FDEP standard operating procedures, laboratory analysis for volatile organic compounds using EPA Method 8260, and preparation of a summary report; and Subtask 3 covers PFAS sampling at monitoring wells MW002 and MW006 with analysis at the FDEP laboratory in Tallahassee. The total task assignment value is $7,969.06 on a fixed unit rate basis. Payment is contingent upon FDEP review and approval, with invoicing structured as follows: $6,838.21 for Subtasks 1 and 2 upon approval of the Groundwater Monitoring Report and Project Management, and $1,130.85 for Subtask 3 upon approval of PFAS notes and data. Both deliverables are due September 23, 2025. The cost estimate worksheets detail labor costs totaling approximately $5,200, vehicle and equipment costs of approximately $600, laboratory costs of approximately $594, and subcontractor costs of $125 for drum disposal.

COST PROPOSAL FOR TASK DC009E

Sargent’s, ERIC_5061

Groundwater Monitoring (Annual)

1. INTRODUCTION: <DISCUSS SCOPE OF WORK, DATES >

GHD completed active remediation at the Sargent’s One Hour Cleaners (Formerly) site located in Orlando, Orange County. The active remediation included operation of a Soil Vapor Extraction (SVE) system that successfully remediated shallow PCE impacts. Although shallow groundwater PCE concentrations have decreased, the Sargent’s site is situated within a larger area-wide groundwater plume. As such, annual groundwater monitoring was implemented in order to evaluate groundwater quality conditions over time. Task DC009E includes annual groundwater monitoring in accordance with GHD recommendations from September 2024.

Subtask1: Project Management Subtask 1 includes all project management tasks associated with the groundwater sampling event and reporting.

Subtask 2: Groundwater Sampling Subtask 2 includes annual groundwater monitoring at monitoring wells MW009, MW010, MW012, MW013, MW014, MW017, and MW018. GHD personnel will mobilize to the site and gather water levels from all available site monitoring wells (18 total). Following water level measurements, groundwater samples will be gathered from the diffusion bag samplers directly for wells MW009, MW012, MW013, MW014, and MW018. Groundwater sampling will be conducted at MW010 and MW017 using FDEP SOPs. All samples will be submitted to a Florida-certified laboratory for analysis for the presence of volatile organic halocarbons by EPA Method 8260.

Following receipt of analytical data, a summary report will be prepared. The summary report will include a discussion of field sampling methodology and analytical results. The report will also include recommendations regarding additional sampling and/or remediation.

Subtask 3: PFAS Sampling As part of Subtask 3, GHD will also conduct PFAS sampling. Existing monitoring wells MW002 and MW006 will be sampled. All PFAS sampling will be conducted in accordance with FDEP SOPs and GHD’s PFAS specific SOPs. The PFAS samples will be analyzed at the FDEP laboratory in Tallahassee.

Upon receipt, GHD will summarize the PFAS sampling and results in the Groundwater Monitoring Report included in Subtask 2 above. GHD will also provide recommendations regarding additional testing.

Craig, Is it possible to provide a generic quote for IDW water disposal.

Assumption is non-haz with necessary analytical Maybe provide a range of locations

South florida or central florida, or both?

Thanks in advance

We have many sites that we generate 1 gw drum of IDW and would like to streamline the vendor coordination
