INITIAL SITE ASSESSMENT WORK PLAN

www.arcadis.com 2024.05.31_Dry Cleaner_ISA Work Plan 4

The previous site layout from the Site Screening Report is provided on Figure 3. There is currently no drycleaning equipment at the site. Current site photographs are presented in Appendix A and a copy of the completed Site Visit Checklist is presented in Appendix B.

5 INITIAL SITE ASSESSMENT WORK PLAN

A flexible assessment approach will be used to create a site-specific unsaturated soil and groundwater database capable of determining the absence/presence and extent of chlorinated drycleaning solvents above soil and groundwater CTLs. In addition, potential risks and exposure pathways will be identified and a preliminary recommendations and design provided for remedial action, if justified. The proposed assessment activities will be completed in accordance with FDEP’s Standard Operating Procedures (SOP) (001/01), the site-specific HASP, Chapter 62-780 Florida Administrative Code (F.A.C.), and recent guidance provided in the July 13, 2022, Waste Cleanup Program Pollution Response Action Contract (WCP PRAC) meeting in Tallahassee, Florida.

Based on the reported historical PCE contamination in the shallow soil (area immediately around former drum storage area and drycleaning machine) and the anticipated depth-to-water (~12-14 ft bls), multiple assessment methodologies are proposed. Unsaturated soil assessment will be completed by the installation of soil borings to the water table, soil sampling for fixed-based laboratory analysis of VOCs and completing a Modified Active Soil Gas Survey (MAGS).

The first phase of groundwater assessment will be completed as follows:

installing a source area monitor well (MW001) inside the facility for fixed-based laboratory analysis of VOCs, completing vertical profiling using direct-push technology (DPT) for fixed-based laboratory analysis of VOCs;

and, installing piezometers to assess groundwater gradient conditions.

Following receipt and evaluation of the first phase of assessment, the scope of the next phase of investigation activities, such as additional monitor wells, will be developed in consultation with FDEP. The site assessment methods and techniques are described in detail below.

5.1 Site Preparation and Utility Locate

Arcadis will contact the current site operator and current property owner to share proposed sampling locations and advise schedule/notification requirements prior to completing field work. Arcadis will oversee a subsurface private utility locate using ground penetrating radar (GPR) on the site and surrounding areas. The purpose of the utility locate will be to establish/confirm the suspected locations of underground utilities (Sunshine State One Call will initially locate utilities on and surrounding the site). The initial site visit indicated the presence of underground water, sewer and electrical lines.

2024.05.31_Dry Cleaner_ISA Work Plan 5

5.2 Soil Assessment and Sub-Slab Soil-Gas Sampling

5.2.1 Unsaturated Soil Assessment

One continuous soil boring (SB001) will be installed in the rear of the facility to a depth of approximately 40 ft bls or into the confining clay at the bottom of the surficial aquifer to characterize site lithology. A lithologic log of the general geology at the site will be developed from the soil samples collected from this soil boring. Soil samples from each boring will be described by an onsite Arcadis geologist.

To confirm if past drycleaning operations at the site had an adverse impact to unsaturated soil quality conditions, up to nine soil borings (SB001-SB009) for collection of soil samples are proposed for installation at the locations shown on Figure 3. The initial sample location will be placed in vicinity of the former drycleaning machine inside the unit; additional boring/sample locations will be placed within and surrounding the building. Soil boring locations may be adjusted based on the GPR results and location of the sewer lateral.

The soil borings will be installed using a hand auger and DPT. A concrete coring machine will be used to bore through the concrete floor inside the building to access the underlying soils. Soil samples at all soil borings will be collected at 0.5 ft bg, 2 ft bg, and then at two-foot depth intervals to the water table (estimated to be at 12 ft bg).

All soil samples (up to 7 samples/boring x 9 initial boring locations or a total of up to 63 soil samples) will be submitted to a fixed-based laboratory for confirmatory analysis of VOCs by EPA Method 8260. Each soil sample will also be collected in encore samplers in anticipation of SPLP analysis. Five SPLP analyses are included in the initial costs. Following the sampling, the boreholes will be converted to a MAGS well or piezometer, or sealed with cement grout.

5.2.2 Modified Active Gas Sampling

MAGS is proposed for completion inside and outside the building. MAGS will be completed in general agreement with the Modified Active Gas Sampling Manual, dated October 12, 2004. Five MAGS wells (MAG01 – MAG05) are proposed as shown on Figure 3. The MAGS points will be constructed of 2-inch diameter PVC with 0.010-inch slotted screen set approximately one foot below ground surface to approximately 11 ft bls, or one foot above the water table. Final MAGS well construction will be field determined. One vapor sample will be collected from each MAGS well during the test for analysis of VOCs by EPA Test Method TO-15.

5.3 Groundwater Assessment

5.3.1 Groundwater Vertical Profiling

Groundwater assessment will be conducted utilizing vertical profiling by a direct-push drill rig to collect water samples for VOCs analysis. Six vertical profile (VP) locations (VP001 – VP006) are proposed as shown on Figure

3. Assuming the water table will be encountered at approximately 12 ft bls and the base of the surficial aquifer is approximately 40 ft bls, samples starting at the water table and at 10-ft depth intervals to a total depth of 36 ft-bg (12-16, 22-26, and 32-36 ft bls) will be collected. Lithologic information from Soil Boring SB001 will be used to determine exact sample intervals. Each VP water sample will be submitted to a fixed-based laboratory for confirmatory analysis of VOCs by EPA Method 8260. Following sampling, each vertical profile borehole will be sealed with cement grout or converted to a piezometer.

2024.05.31_Dry Cleaner_ISA Work Plan 6

5.3.2 Piezometer Installation

Arcadis will install three piezometers and utilize the interior monitor well MW001 (described below) to provide groundwater gradient information. For purposes of this Work Plan, it is assumed that four shallow piezometers (PZ001 - PZ004) will be installed with 10-ft of 0.010-inch slot pre-pack screen, between 10 to 20 ft bg using DPT (Figure 3). Final location, dimensions, including depth, and screen interval will be determined based upon groundwater elevations encountered during the initial assessment activities. The piezometers will be developed and completed in a method to allow them to be converted to monitor wells in the future, if necessary. The monitor well and piezometers will be professionally surveyed so that the groundwater gradient can be determined.

5.3.3 Monitor Well Installation and Sampling

Arcadis will hand-install a source area well inside the facility (MW001) into the water table to the maximum depth possible at the location presented on Figure 3. The well will be constructed with 0.010-inch slot pre-pack screen, developed, and completed within a manhole. Arcadis will sample MW001 per SOP 001/01 methodology for laboratory analysis of VOCs using EPA Method 8260.

Based on the results of the initial assessment activities and vertical profiling results, the installation of additional monitor wells and sampling/analyses in a subsequent phase will be developed in consultation with FDEP. Also, sampling for per- and polyfluoroalkyl substances (PFAS) will be screened per FDEP guidance and tasked separately.

6 REPORTING

An Initial Site Assessment Report (ISAR) including field logs, photographs, laboratory reports, and results summary will be submitted to FDEP within 30 days of receipt of laboratory data as an interim deliverable to document the fieldwork. The ISAR will provide a basis for the next phase of work which may include additional soil sampling, the installation of additional monitor wells, etc. to be completed under a Task Assignment Change Order (TACO).

A final Site Assessment Report (SAR) will serve as the final deliverable and will describe the results of the proposed site assessment tasks described herein. The SAR will be submitted to FDEP within 60 days of completion of the field work. The SAR will contain field logs, laboratory reports, tables, and figures summarizing the results of assessment activities and include conclusions and recommendations based upon findings.

7 INVESTIGATIVE DERIVED WASTE

Investigative derived wastes (IDW - drill cuttings and purge water) generated during site assessment activities will be drummed, labeled and temporarily staged on-site in Department of Transportation (DOT)-approved, 55-gallon steel drums. Arcadis will coordinate with a waste disposal contractor for non-hazardous disposal of the IDW and provide copies of final disposal manifests to FDEP.

2024.05.31_Dry Cleaner_ISA Work Plan 7

8 QUALITY ASSURANCE & QUALITY CONTROL

All fieldwork will be performed in accordance with FDEP’s SOP (001/01), and the site-specific HASP, to be submitted under separate cover prior to commencing field activities. Additionally, sample analyses will be performed by NELAP-certified laboratories to method practical quantitation limits.

9 PROJECT SCHEDULE AND COST

Cost estimate/level of effort (CEF-LOE) worksheets and subcontractor bid copies for the implementation of this ISAWP will be provided separately upon approval of this Work Plan. Arcadis will proceed with scheduling field activities upon receipt of the task assignment from the FDEP.

Cascade will provide the following 1.VAPOR EXTRACTION POINTS: Core five (5) cores, at least 4-inches in diameter, through concrete slab approximately 6-inches in thickness. Install 2-inch 0.010 slotted PVC screen, 10-feet in length (assumed) in each borehole from 1-11 ft bls.

2.MONITOR WELLS: Core one 6-inch diameter core through concrete and hand install one monitor well inside building (MW001). Complete well with 1-inch prepacked screens, up to 12 feet deep. Bring 5-foot length prepacked screens to provide more flexibility in depths. Complete well within steel manhole flush to grade and develop for 30 minutes.

3.LITHOLOGY SOIL BORING: Using direct push, install one boring (SB001) to 40 feet for lithology description using a Macro-Core equipped with a piston-rod assembly for depth-discrete samples.

4.SOIL BORINGS: Assist in coring through concrete and/or asphalt and install up to nine (9) soil borings (SB001 – SB009) for the collection of soil samples. Using a hand auger and direct push, advance soil borings to the top of the water table (estimated to be at 11-12 ft bls). Note, most soil borings are co-located with vapor extraction, vertical profile, monitor well, or piezometer locations.

5.VERTICAL PROFILE POINTS: Using direct push at six (6) vertical profile locations, collect grab water samples at the following depths. One of the vertical profile boring locations will be the same as the soil boring described above. The following depths may be adjusted based on lithology and depth to groundwater conditions.

6.PIEZOMETERS: Install four (4) piezometers to a depth between 15-20 ft bls (final construction will be field determined), constructed with 10 ft of 1-inch diameter prepacked screen completed within steel manhole and 2’x2’ concrete pad. The piezometers will be installed at the locations shown on the attached figure. Assume 30 minutes for development at each piezometer
