Subject:
Proposal for Six Months of Operation and Maintenance Town Custom Cleaners (ERIC_4393), 10201 Hammocks Blvd, Miami, Florida
Dear Ms. Pepe:
Arcadis U.S., Inc. (Arcadis) is pleased to submit this proposal/cost estimate for the Town Custom Cleaners Site, located in Miami, Miami-Dade County, Florida.
This proposal includes operation, maintenance and monitoring (OM&M) of the soil vapor extraction (SVE) system for six months (May – October 2023), vapor sampling, one semi-annual remedial action status report and one e-mail update.
This proposal includes a description of the proposed scope of services, and an estimated cost and schedule for their completion.
TASK 1: PROJECT MANAGEMENT
As specified by FDEP, project management is calculated automatically in the CEF as the first subtask.
TASK 2 THROUGH TASK 3: GENERAL OM&M ACTIVITIES
The SVE system’s performance will be monitored monthly for six months (May – October 2023). The following will be performed during each monthly event:
• The ROI of the SVE system will be measured by sequentially isolating the
SVE wells and measuring the vacuum influence of the nearby SVE or monitor wells.
• Vapor extraction flow rate and vacuums will be recorded using meters and gauges located within the system. Adjustments will be made as necessary to optimize system performance.

The extraction blower will be inspected and adjusted for proper operation, including periodic oil changes, grease, and filter replacement.
• The SVE system will be operated to minimize the capture and entrainment of groundwater.
• The system interlocking controls and fail-safe mechanisms will be inspected for proper operation
• The recovered vapors from the individual SVE wells and the system influent/effluent will be screened with a photo ionization detector (PID).
Recovered vapors from the SVE system will be monitored monthly, when in operation. SVE vapor samples will be collected from the system influent during each site visit to calculate mass removal and for vapor rebound.
TASK 2: SVE SYSTEM OM&M QUARTER 1 (MAY THROUGH AUGUST 2023)
Task 2 consists of system monthly OM&M visits for one quarter and quarterly reporting. Prior to turning the SVE system back on, the moisture separator will be replaced. The proposed vapor sampling will be sampled for volatile organic compounds (VOCs) for EPA Method TO-15. A summary table for the quarter is included below:
Month Site Visits Vapor Samples
May 2023 2-Restart & O&M 6 – Influent, SVE- 6(during each visit), SVE-2 &
SVE-4 (during restart visit)
June 2023 0-System Off None
July 2023 2-Restart & O&M 4-Influent and SVE-6 (during each site visit)
• The system will be restarted in May and July 2023. Two site visits will be conducted each operational month, the first to restart/balance the system and the second to perform an O&M event and shutdown the system.
• The system is proposed to be off in June 2023, no work will be conducted this month.
• During the two site visits in May and July 2023 vapor samples will be collected during each site visit. The SVE system will be allowed to recover one pore volume prior to vapor sample collection from SVE-6 and the system influent (4 vapor samples)
• Two additional vapor samples will be collected from SVE-2 and SVE-4, these wells have not been sampled to date.
A Quarterly email update consisting of tables and figures will be submitted at the completion of the quarter (i.e., May through August 2023).
TASK 3: SVE SYSTEM OM&M QUARTER 2 (SEPTEMBER THROUGH
DECEMBER 2023)
Task 3 consists of system monthly OM&M visits for one quarter and semi-annual reporting. The proposed vapor sampling will be sampled for volatile organic compounds (VOCs) for EPA Method TO-15. A summary table for the quarter is included below:
Month Site Visits Vapor Samples
September 2023 2-Restart & O&M 4 – Influent, SVE- 6(during each visit)
October 2023 0-System Off None
November 2023 2-Restart & O&M 4-Influent and SVE-6 (during each site visit)
• The system will be restarted in September and November 2023. Two site visits will be conducted each operational month, the first to restart/balance the system and the second to perform an O&M event and shutdown the system.
• The system is proposed to be off in October 2023, no work will be conducted this month.
• During the two site visits in September and November 2023 vapor samples will be collected during each site visit. The SVE system will be allowed to recover one pore volume prior to vapor sample collection from SVE-6 and the system influent (4 vapor samples)
A Semi-Annual OM&M Report update will be submitted to the FDEP following the November 2023 site visit and include seven months of system operational data. The semi-annual report will include results and data analysis of the vapor monitoring events and recommendations to optimize system operation.
TASK 4: UTILITIES MANAGEMENT
This task will be used to manage and process FPL invoices for six months of system operation included in this proposal. Based upon prior FPL invoices, it is anticipated that the utility budget be estimated at $400 per month. A monthly handing fee of $20 per month is also included. Actual utility costs will be invoiced, and any differences will be adjusted through Task Assignment Change Orders.
