FACID NO. 17-9700554; ERIC_4657

Pensacola, Escambia County FROM: Theresa Pepe, Project Manager SUBJECT: Task Assignment DC018C (HW680) DATE: April 7, 2025

Arcadis U.S. Inc. will perform annual groundwater monitoring from select wells at the site. Groundwater monitoring will ensure that natural attenuation of contaminants continues to occur. Additionally, select wells will be sampled for PFAS compounds. All activities will be conducted in accordance with the April 7, 2025, Work Plan submitted by Mike O’Sullivan of Arcadis.

The cost on the original proposal equaled $23,845.09. The final negotiated task assignment total is $20,888.35. Arcadis may invoice according to the attached schedule.

Specific negotiated subtasks are as follows:

Subtask 1: Project Management Project Management is automatically calculated as a percentage of total labor.

Subtask 2: Annual Groundwater Monitoring FDEP obtained site access from the current property owner in January 2024.

Arcadis will sample twenty-one wells for drycleaning solvents based on recommendations from the previous monitoring report. Passive Diffusion Bags (PDB’s) will be utilized for the sampling. Note: The plume is large, at multiple lithologic depths, and is migrating toward a public well. Therefore, the high number of wells sampled is justified. IDW will be removed by a licensed waste hauler.

The final TA reduced total hours from 59 to 55. The cost of the diffusion samplers was changed to the rate in the approved contract.

Mariner Mall

ERIC_4657

Subtask3: PFAS sampling Arcadis will sample two wells for PFAS compounds using FDEP’s laboratory in Tallahassee. The number of wells was reduced from four to two; equipment was reduced accordingly, and lab shipping was removed. Total labor hours were reduced by one.

Subtask 4: Reporting An Annual Monitoring Report including recommendations for additional actions will be provided under this subtask. The DEP project manager reduced total reporting hours from 44 to 34.

Ms. Theresa Pepe Bureau of Waste Cleanup Division of Waste Management Florida Department of Environmental Protection 2600 Blair Stone Road, M.S. 4520 Tallahassee, Florida 32399-2400

Date: April 7, 2025 Subject: Proposal for Annual Groundwater Monitoring at Mariner Mall (formerly Big B Cleaners), 4335 Fairfield Drive, Pensacola, FL, FDEP Facility Identification Number ERIC_4657.

Dear Ms. Pepe, Arcadis U.S., Inc. (Arcadis) is pleased to submit this level of effort (LOE) and cost proposal for the annual groundwater monitoring activities at Mariner Mall (formerly Big B Cleaners), located at 4335 Fairfield Drive, Pensacola, FL (FDEP Facility Identification Number ERIC_4657; “the Site”). This proposal includes one groundwater monitoring event for VOHs, one groundwater monitoring event for PFAS, and one letter report summarizing both field events. The FDEP cost estimating spreadsheets (Attachment A) is attached.

SCOPE OF WORK

Subtask 1 - Project Management Subtask 1 is reserved for project management as specified by FDEP and is calculated automatically in the cost estimating form (Attachment A).

Subtask 2 - Groundwater Monitoring (VOHs) Depth-to-water (DTW) will be measured in 21 existing monitor wells. DTW measurements will be used to establish groundwater flow direction, horizontal gradients, and vertical gradients. Following completion of DTW measurement, PDBs will be removed from 21 existing wells (MW002, MW003, MW010, MW011, MW012, MW013, MW014, MW015, MW016, CW008, MW006, MW007, MW018, MW019, MW020, MW021, CW012, MW023, MW024, MW025, and MW026). Each PDB or monitor well will be sampled for volatile organic halocarbons (VOHs only) by EPA Method 8260C for a total of 21 groundwater samples. Groundwater samples will be delivered to a National Environmental Laboratory Accreditation Program (NELAP)-approved laboratory for analysis. Due to the volume contained in each PDB and that the field water quality parameters are not reflective of true aquifer conditions, field water quality measurements will not be collected. Monitoring well purge water will www.arcadis.com _Mariner Mall AGM proposal_mar2025

FDEP – Mariner Mall Proposal April 2025 be contained in 55-gallon drums, sampled for characterization, and disposed of properly. Monitoring well locations are shown on attached figures.

PDB Replacement PDBs will be replaced in all of the monitor wells sampled except those that are going to be sampled for PFAS in Subtask 3 for use during the next annual monitoring event. Field replacement of PDBs during the sampling event will allow the PDBs to achieve equilibrium with aquifer at an earlier date and is cost saving measure for future groundwater monitoring events. The Interstate Technology Regulatory Council (ITRC) PDB Samplers Frequently Asked Questions states that PDBs have been used to annually monitor groundwater sites with no obvious loss of bag integrity depending on groundwater conditions.

Subtask 3 - Groundwater Monitoring (PFAS) Arcadis proposes to mobilize to the Site to conduct an expanded annual groundwater monitoring event to delineate PFAS to the PGCTL and determining whether there are contributing offsite sources of PFAS. Based on the results from the 2024 monitoring event Arcadis recommends PFAS sampling of monitoring wells MW002, and MW013.

Monitoring well locations are shown on the attached figures. Groundwater samples will be collected in accordance with FDEP SOPs and submitted to FDEP’s Laboratory for PFAS analysis. Monitoring well purge water will be contained in 55-gallon drums, sampled for characterization, and disposed of properly. Following the PFAS sampling the PDBs will be replaced in these two monitoring wells.

Subtask 4 - Annual Groundwater Monitor Report Upon completion of sampling activities and receipt of laboratory analytical reports, Arcadis will prepare an Annual Groundwater Monitoring Report. The report will detail sampling activities and present updated tables and figures depicting groundwater flow direction and plume extent/concentrations. The report will present conclusions and recommendations based upon historical and newly acquired data.

SCHEDULE

Arrangements for groundwater sampling activities will be conducted upon receipt of a Task Assignment (TA) from the FDEP.

ESTIMATED COST

A Cost Estimate Form and Level of Effort forms (CEF/LOE) that present estimated project costs are included as Attachment A. Please contact me if you have any questions regarding this proposal.

Re: Drum Disposal – 4335 Fairfield Drive – Pensacola, FL

Mr. O’Sullivan:

The price for transportation and disposal (T&D) of two (2) non-hazardous water impacted with drycleaning solvents from your site located in Pensacola, FL will be $125.00 per drum, or $250.00 total.

Please ensure that all drum lids are properly secured and that drums are on a level surface like the surrounding area (i.e., not on a pallet, etc.). A single False Mobilization fee will apply if our driver is not able to locate a drum on site or if we are unable to access the property due to a locked gate, etc.

This quote is valid for 90 days.
