TO: Negotiation File Town Custom Cleaners Facility ID No. 13-9501049; ERIC_4393 Miami, Miami-Dade County FROM: Theresa C. Pepe, Project Manager SUBJECT: Task Assignment DC016A (HW680) DATE: April 19, 2022

Task Assignment DC016A is for eight months of O&M activities at Town Custom Cleaners. Additional information is described in the April 15, 2022, Work Plan from Doug McGlone of Arcadis.

The final task assignment equals $30,577.62. Arcadis may invoice according to the attached schedule.

Specific negotiated subtasks are as follows:

Subtask 1: Project Management This subtask is calculated automatically based on a percentage of total labor.

Subtask 2: Quarterly O&M & Reporting This subtask provides costs for one quarter (May – July 2022) of monthly O&M site visits plus 1 month (August 2022) of bump test and additional vapor sampling as requested by FDEP’s engineer. Costs for new telemetry and system blower repair are included in this subtask. One email update will be submitted to FDEP summarizing the above data.

EESI was chosen as the subcontractor to replace the telemetry and to conduct remedial system repairs. No other bids were solicited. EESI is a local company; they are available immediately and they are familiar with the remedial system.

Purchasing new telemetry is justified because the remedial system can be reused at another site after work at Town Custom is completed.

Subtask 3: Quarterly O&M & Reporting This subtask provides costs for one quarter (September - November 2022) of monthly O&M site visits plus 1 month (December 2022) of bump test and additional vapor sampling as requested by FDEP’s engineer. One Semi-Annual report will be submitted to FDEP summarizing the above data.

Subtask 4: Utilities This subtask provides costs for eight months of utilities and associated handling fees.

Arcadis will only invoice for actual charges and any remainder will be adjusted by change order.

TASK 2 THROUGH TASK 3: GENERAL OM&M ACTIVITIES

The SVE system’s performance will be monitored monthly for six months (May – October 2022). System repairs, including replacement of SVE motor starter and telemetry system will be performed during the first month of system restart/operation (May 2022). The following will be performed during each monthly event:

• The ROI of the SVE system will be measured by sequentially isolating the

SVE wells and measuring the vacuum influence of the nearby SVE or monitor wells.

• Vapor extraction flow rate and vacuums will be recorded using meters and gauges located within the system. Adjustments will be made as necessary to optimize system performance.

The extraction blower will be inspected and adjusted for proper operation, including periodic oil changes, grease, and filter replacement.

• The SVE system will be operated to minimize the capture and entrainment of groundwater.

• The system interlocking controls and fail-safe mechanisms will be inspected for proper operation

Recovered vapors from the SVE system will be monitored quarterly. The SVE vapor sample will be collected from system influent to calculate mass removal.

TASK 2: SVE SYSTEM OM&M QUARTER 1 (MAY THROUGH AUGUST 2022)

Task 2 consists of system monthly OM&M visits for one quarter and semi-annual reporting. The SVE vapor sample will be collected from system influent to calculate mass removal. Following the three months of run time, the system will be shut off for one month, then influent and 3 individual SVE wells will be sampled for EPA Method TO-15.

A Quarterly email update consisting of tables and figures will be submitted at the completion of the quarter (i.e., May through August 2022).

TASK 3: SVE SYSTEM OM&M QUARTER 2 (SEPTEMBER THROUGH

DECEMBER 2022)

Task 3 consists of system monthly OM&M visits for one quarter and quarterly reporting. A vapor sample will be collected from the influent sample port in a Summa™ canister and analyzed for VOHs using EPA Method TO-15 to calculate mass removal. Following the three months of run time, the system will be shut off for one month, then influent and 3 individual SVE wells will be sampled for EPA Method TO-15.

A Semi-Annual OM&M Report update will be submitted to the FDEP following the December 2022 site visit and include eight months of system operational data. The semi-annual report will include results and data analysis of the vapor monitoring events and recommendations to optimize system operation.

TASK 4: UTILITIES MANAGEMENT

This task will be used to manage and process FPL invoices for eight months of system operation included in this proposal. Based upon prior FPL invoices, it is anticipated that the utility budget be estimated at $400 per month. A monthly handing fee of $20 per month is also included. Actual utility costs will be invoiced, and any differences will be adjusted through Task Assignment Change Orders.

SCHEDULE

Arcadis will begin implementing the OM&M activities in May 2022 upon receipt of a Task Assignment (TA) from the FDEP. The following deliverables and estimated timeframe for completion are included below:
