Subject:
Proposal for Six Months of Operation and Maintenance Miami Dry Cleaner (ERIC_4370), 8410 West Flagler Street, Miami, Florida
Dear Ms. Pepe:
Arcadis U.S., Inc. (Arcadis) is pleased to submit this proposal/cost estimate for the Miami Dry Cleaner Site, located in Miami, Miami-Dade County, Florida. This proposal includes operation, maintenance and monitoring (OM&M) of the soil vapor extraction (SVE) system for six months (April – September 2022), vapor and groundwater sampling, one semi-annual remedial action status report and one e-mail update. This proposal includes a description of the proposed scope of services, and an estimated cost and schedule for their completion.
TASK 1: PROJECT MANAGEMENT
As specified by FDEP, project management is calculated automatically in the CEF as the first subtask.
TASK 2 THROUGH TASK 3: GENERAL OM&M ACTIVITIES
In accordance with the approved ISRWP, the SVE system’s performance will be monitored monthly for six months (April – September 2022). The following will be performed during each monthly event:
• The ROI of the SVE system will be measured by sequentially isolating the
SVE wells and measuring the vacuum influence of the nearby SVE or monitor wells.
• Vapor extraction flow rate and vacuums will be recorded using meters and gauges located within the system. Adjustments will be made as necessary to optimize system performance.

The extraction blower will be inspected and adjusted for proper operation, including periodic oil changes, grease, and filter replacement.
• The SVE system will be operated to minimize the capture and entrainment of groundwater.
• The system interlocking controls and fail-safe mechanisms will be inspected for proper operation
Recovered vapors from the SVE system will be monitored quarterly. The SVE vapor sample will be collected from system influent to calculate mass removal.
TASK 2: SVE SYSTEM OM&M YEAR 1 QUARTER 4 (APRIL THROUGH JUNE
2022)
Task 2 consists of system monthly OM&M visits for one quarter (Month 10 through Month 12) and semi-annual reporting. The SVE vapor sample will be collected from system influent to calculate mass removal. Groundwater samples will be collected from seven monitor wells (MW001 through MW005, MW002I and MW-1D) for analysis of VOHs by EPA Test Method 8260. Purge water will be containerized for offsite disposal.
A Semi-Annual OM&M Report will be submitted at the completion of the quarter and include six months of system operational data (i.e., January through June 2022). The semi-annual report will include results and data analysis of the vapor and groundwater monitoring events and recommendations to optimize system operation.
TASK 3: SVE SYSTEM OM&M YEAR 2 QUARTERS 1 (JULY THROUGH
SEPTEMBER 2022)
Task 3 consists of system monthly OM&M visits for one quarter (Month 13 through Month 15) and quarterly reporting. A vapor sample will be collected from the influent sample port in a Summa™ canister and analyzed for VOHs using EPA Method TO-15 to calculate mass removal.
A Quarterly email update consisting of tables and figures will be submitted to the FDEP following the September 2022 OM&M event.
TASK 4: UTILITIES MANAGEMENT
This task will be used to manage and process FPL invoices for six months of system operation included in this proposal. Based upon prior FPL invoices, it is anticipated that the utility budget be estimated at $650 per month. A monthly handing fee of $20 per month is also included. Actual utility costs will be invoiced, and any differences will be adjusted through Task Assignment Change Orders.
SCHEDULE
Arcadis will begin implementing the OM&M activities in October 2021 upon receipt of a Task Assignment (TA) from the FDEP. The following deliverables and estimated timeframe for completion are included below:
Deliverable Anticipated Submittal
Date
Year 1 Quarter 3 & 4 Semi-Annual Remedial Action System Status Report July 2022
Year 2 Quarter 1 Email Update October 2022
CLOSING REMARKS
Arcadis appreciates the opportunity to assist the FDEP at this site. If you have any questions or wish to discuss this proposal, please do not hesitate to contact us.
