About this file

Summary

This is a technical specification document for concrete manholes prepared by Capital Region Water (CRW) for sewer system improvements in Harrisburg, Pennsylvania. The specification establishes comprehensive requirements for modular precast concrete manholes and structures with tongue-and-groove joints, frame and cover assemblies, and associated accessories and bedding materials. The document references the 2027 Sewer System Improvements Project (Contract No. 2026-12), which involves sewer system construction work including manhole installation, with bids due October 27, 2026, at 10:00 AM EST via the PennBid Bonfire Program. The specification mandates that precast concrete manholes comply with ASTM C478 standards using 4,500 psi Type II concrete with anti-microbial admixture, and that manhole frames and covers meet ASTM A48/A48M Class 35B cast iron specifications with AASHTO HS-20 highway loading ratings. Approved manufacturers include Monarch Precast Concrete and Terre-Hill Precast for manhole sections, and East Jordan Iron Works and Neenah Foundry Company for frames and covers. The project requires performance of work in accordance with PennDOT and City of Harrisburg standards, with structural design loading per ASTM C857 accommodating heavy traffic loads of maximum 16,000 pounds per wheel.

The specification requires extensive contractor submittals including manufacturer detail drawings, shop drawings indicating structure locations and elevations, and PennDOT CS-430 certification forms for all precast concrete structures within the PennDOT right-of-way. All precast concrete manufacturers must be listed in PennDOT Bulletin 15 and certified under either the Prestressed Concrete Institute (PCI) or National Precast Concrete Association (NPCA) plant certification programs. Grade rings are limited to twelve-inch maximum adjustments, with rubber grade rings required in vehicle-trafficked areas and concrete grade rings permitted in non-trafficked areas. The specification mandates field quality control testing including vacuum testing as specified in Section 33 05 05.36, and requires contractors to record actual manhole locations, invert elevations, and connections upon project completion. No specific pricing information, incumbent vendor data, or detailed funding sources are disclosed in this technical specification document; however, Capital Region Water has adopted a Minority Women and Disadvantaged Business Enterprise Plan to ensure equal opportunity for participation in all project-related construction contracts.
