About this file
This is a technical specification document for TV inspection of sewer pipelines, prepared for Capital Region Water's 2027 Sewer System Improvements Project in Pennsylvania. The specification requires post-construction internal sewer audio/video taping performed by contractors for all installed sanitary sewer mains, spot repairs, and rehabilitated pipe throughout the project. All recording equipment must meet professional-grade standards and comply with National Association of Sewer Service Companies (NASSCO) requirements and Pennsylvania Department of Transportation specifications. Video recordings must be delivered in .WMV, .MPG, .AVI, or .MP4 format on external storage devices, accompanied by typed video logs containing inspection date, sewer section and manhole numbers, distance measurements, verbal confirmations of pipe characteristics and defects, and weather conditions. Contractors must provide written 48-hour notice to the Owner and Engineer prior to taping to allow for project representatives to observe the work, and all videos and storage devices become property of the Owner upon completion.
The contractor performing television inspections must employ operators and quality assurance personnel who hold current Pipeline Assessment Certification Program (PACP) certifications from NASSCO. The camera equipment must include pan-and-tilt capability, remote-dimmable lighting systems capable of illuminating the entire pipe periphery, a minimum resolution of 650 lines, and ability to operate in 100% humidity at 400 psi pressure. All video must be in color conforming to NTSC standards with clear audio recorded in English describing field conditions and observations. The contractor is responsible for conducting inspections during periods of low flow, providing flow control measures at no additional cost, and maintaining clear picture quality throughout the taping process. Inspection coding must follow NASSCO PACP conventions, with all continuous defects properly opened and closed with corresponding defect codes, and the contractor must ensure all work meets or exceeds NASSCO standards as a minimum requirement at no additional cost to the Owner.
