Summary of 33 14 13 - Public Water Utility Distribution Piping Specification

This is a technical specification document for public water utility distribution piping work, applicable to Capital Region Water's 2027 Sewer System Improvements Project. The specification encompasses ductile iron pipe and fittings for potable water lines, tapping sleeves and valves, line stops, fire hydrants, underground pipe markers, bedding and cover materials, and joint restraints. The project requires installation of water mains with specific material standards including AWWA C151 ductile iron pipe with Class 52 rating, bituminous outside coating, and double-thickness cement mortar lining per AWWA C104. All piping, fittings, and appurtenances must be NSF 61 approved and certified. The specification mandates fully-restrained mechanical joints using approved manufacturers such as EBAA MEGALUG, Romac Romagrip, or US Pipe TR FLEX, along with specified tapping sleeves from Mueller Co. or Romac Industries. Installation requires compliance with AWWA C600 standards, minimum 4 feet of cover for buried piping, 10-foot horizontal separation from sewer lines, and proper dewatering of excavations. Contractors must verify field measurements prior to fabrication, submit product data and shop drawings, conduct hydrostatic testing per Section 33 05 05.31, and perform disinfection per Section 33 13 00.

The specification requires contractors to thoroughly inspect all materials for defects prior to unloading and installation, with defective items removed at contractor expense. Steel rods, bolts, lugs, and brackets must comply with ASTM A36 or A307 standards and receive one coat of coal tar coating before backfilling. Concrete encasement and cradles, where required, must meet 4,000 psi compressive strength at 28 days with air entrainment and reinforcement per Sections 03 20 00 and 03 30 00. Valve boxes must be cast iron with tar or asphaltic coating and marked "WATER" on the lid. Contractors shall install plastic ribbon tape markers buried 24 inches below finish grade but at least 12 inches above piping. All thrust restraints at valves, tees, bends, caps, and plugs must be mechanically restrained with tie rods, clamps, or setscrew retainer glands, protected against corrosion with bituminous coating or concrete mortar encasement. Project record documents must identify actual locations of mains, valves, connections, restraints, and invert elevations, with GPS field-location data required per Sections 01 78 39 and 01 78 39.B.
