About this file

This is an execution requirements document for Capital Region Water (CRW), a Pennsylvania water and wastewater utility, supporting multiple sealed bid solicitations managed through the PennBid Procurement Portal. The document establishes standardized procedures for the 2027 Sewer System Improvements Project (Contract No. 2026-12) and related CRW procurement activities. The 2027 Sewer System Improvements Project solicits general construction bids on a unit price basis for sewer system infrastructure improvements, including materials, equipment, labor, and related work as defined in contract documents. Bids must be submitted online through PennBid by October 27, 2026, at 10:00 a.m. EST, with bids opened immediately thereafter. No mandatory pre-bid meeting is specified for this project, though bidders may request site visits. Capital Region Water intends to award contracts to the lowest responsible bidder as determined by the Board of Directors in the organization's best interest. Contract terms and renewal options are governed by the complete contract documents available at no cost on the PennBid portal.

Capital Region Water has adopted a Minority Women and Disadvantaged Business Enterprise (MWDBE) Plan to ensure equal opportunity and nondiscrimination in contract award and administration for all project-related construction contracts. Bidders must submit MWDBE documentation in compliance with contract requirements. Performance and payment bonds are required in accordance with contract documents, while bid bonds are not mandated. Bidders may clarify their submissions but cannot modify, delete, or add to bidding documents; unauthorized conditions or exceptions may result in bid rejection. All alterations by erasure or interlineation must be explained and signed by the bidder. The PennBid program is available to bidders at no cost, with technical assistance available through PennBid representatives. No specific budget amount or incumbent contractor information is disclosed in the execution requirements document.
