About this file
This is a technical specification document outlining closeout procedures for Capital Region Water's 2027 Sewer System Improvements Project, a general construction contract in Pennsylvania. The document establishes comprehensive requirements for project completion in two phases: substantial completion and final completion. For substantial completion, the contractor must submit maintenance manuals, project record documents, complete facility startup and testing, conduct inspections to create an initial punch list, obtain releases from authorities having jurisdiction, deliver tools and spare parts to the owner, remove temporary facilities, and perform final cleaning. The engineer will inspect the work and issue a Certificate of Substantial Completion on EJCDC C-625 form accompanied by the verified punch list, after which the contractor has a specified period to complete remaining items. For final completion, the contractor must submit written certification of compliance with contract documents, a final punch list confirming all items are completed, final payment requests with releases and insurance certificates, warranties and maintenance agreements, accounting statements for contract changes, affidavits of payment of debts and release of liens, and surety consent to final payment.
The closeout procedures require the contractor to perform final cleaning of contractor-soiled areas to the owner's satisfaction, including sweeping paved areas, raking landscaped surfaces, and removing all waste, surplus materials, rubbish, and construction facilities from the site. The engineer will conduct a final inspection to determine work completion and may require re-inspection at the contractor's expense if deficiencies are found. The contractor must submit product data for cleaning agents and obtain certificates of release from authorities having jurisdiction and utility companies. The document specifies that the contractor is responsible for all costs associated with remedying deficiencies and re-inspections, establishing clear accountability for work quality and timely completion throughout the project closeout process.
