About this file
This document is a specification file for anti-pollution measures related to Capital Region Water's (CRW) multiple procurement projects in Harrisburg, Pennsylvania. The file supports several concurrent bidding opportunities administered by CRW through the PennBid Procurement Portal, including projects for uniform rental and mat services, water system improvements, sewer system improvements, gate house VFD drive installation, photovoltaic module pre-purchase, and trenchless sewer and water maintenance services. Sealed bids for these various projects are due at different dates ranging from September 17, 2025, through May 1, 2026, with most bids opening online immediately after submission deadlines. The 2027 Sewer System Improvements Project (Contract No. 2026-12) specifically closes on October 27, 2026, at 10:00 a.m. EST, with bids on a unit price basis. A mandatory pre-bid meeting for the Gate House VFD Drive project is scheduled for September 5, 2025, at 9:00 a.m., with optional site visits available for other projects. CRW intends to award contracts to the overall lowest responsible bidder as determined by its Board of Directors in the best interest of the organization.
The procurement solicitations encourage bidders to leverage existing contracts from the Commonwealth of Pennsylvania's Department of General Services (COSTARS) and other cooperative purchasing agencies, with flexibility in contract sourcing. Capital Region Water has adopted a Minority Women and Disadvantaged Business Enterprise (MWDBE) Plan to ensure equal opportunity for participating businesses, requiring submission of MWDBE documentation for construction-related contracts. Performance and payment bonds are required for the photovoltaic modules contract and certain other projects, while anti-collusion affidavits are required for specific bids. No specific budget ranges or incumbent vendor information is disclosed in the available documentation. All bid documents and proposal packets are available at no cost through the PennBid Bonfire Hub website, and bidders can utilize the platform without initial or recurring costs. Contract terms vary by project, with the trenchless maintenance contract specified as a three-year period subject to work orders.
